Why the Israeli Government Ignores American Jews

Israel has an American Jewish problem. This problem manifests itself in different ways, but it seems unquestionable that varied segments of American Jewry do not support Israel in the all-encompassing and largely uncritical way that they once did. This can be seen nearly anywhere one looks, whether it is on college campuses where J Street student groups dominate the scene, or in the string of articles by American Jews – including this American Jew – that take the Israeli government to task on a number of issues, or in the criticism from prominent Jewish intelligentsia that left former Israeli ambassador Michael Oren so disappointed in his memoir. This is not to say that there are not large segments of American Jews whose relationship with Israel has remained the same over time, and making broad characterizations about an entire group is always going to miss the nuance inherent in a detailed examination. But suffice it to say that Israel’s status with American Jewry writ large, while still very strong, is not quite as strong as it once was.

Yet, in ways large and small, the current Israeli government oftentimes gives the impression that it just doesn’t care. Take the Iran deal, for instance. The Jewish community in the U.S. was bitterly divided over its merits, but Prime Minister Netanyahu and other members of his government gave the impression that anyone who cared about Israel must oppose the deal, which divided the American Jewish community even further. The prime minister then insisted on coming here to campaign against it before Congress over the objections of myriad American Jewish groups – reportedly AIPAC included – who knew that the speech and overall campaign would put American Jews in an uncomfortable position. None of this, however, managed to change Netanyahu’s calculus, and so events proceeded apace. Other examples abound as well. It would not be a stretch to suggest that Israel’s current ambassador to the U.S. is controversial, to say the least, among many American Jews, and yet Netanyahu is content with the status quo. The overwhelming preponderance of American Jews are not Orthodox and are alienated by Israel’s position on religious issues that affect them directly, from conversion to being able to pray at the Western Wall in an egalitarian tradition, but such issues are consigned to the sidelines. One of the things that was so remarkable about Netanyahu’s recent partial about-face on the NGO bill was that it came after weeks of hammering away by American Jewish groups (although there is no evidence that this was dispositive, rather than pressure from Western governments). So why doesn’t the Israeli government care what we think?

One important factor is of course the one that I wrote about last week, which is that American Jewish organizations – in contrast to ordinary American Jews – are more willing to give the government leeway on most issues. The Israeli government knows that even if support is softening among significant numbers of American Jews as individuals, the organizations are going to remain a lot less critical of the government. This is an enormous mitigating factor, and there is no question that for very practical and understandable reasons any Israeli prime minister cares more about what AIPAC’s position is on an issue than the position voiced by your representative American Jew on the street. The irony is that so long as American Jewish groups are more supportive of Israel than American Jews, the wishes of many American Jews will be subsumed to the wishes of the organizations tasked with representing them.

There is another important factor that has nothing to do with groups but with demographics. The group most supportive of Israel in the U.S. is Orthodox Jews, who have the strongest ties to Israel that are inculcated in a variety of ways, from day schools that put a premium on Zionism to students spending a gap year in Israel before college. As the Pew study demonstrates, the farther away from Jewish observance and Jewish identity one gets, the less supportive of Israel one tends to be. Israeli officials look at the rising intermarriage rate among non-Orthodox Jews and the growing proportion of Orthodox Jews in urban centers such as New York, and assume that the numbers are on their side. What looks like a growing trend of eroding support for Israel becomes little more than a squall that Israel only needs to wait out for the next couple of decades, since the intermarried and non-observant will likely cease to have much Jewish identity and a more Orthodox American Jewry is a more supportive American Jewry. This thinking is erroneous on a number of fronts – among other things, it ignores the influence disproportionately wielded in American Jewry by pockets of non-Orthodox Jews in places like Wall Street and Hollywood and also assumes that Orthodox Jews will remain uniformly supportive of rightwing Israeli policies forever – but it does explain a lot about why American Jewish voices often go unheeded.

So is this a battle cry for American Jews to abandon Israel until the Israeli government becomes more felicitous of its desires? Absolutely not. Any Israeli government has to worry first and foremost about its own constituents – who in this case are more politically conservative and more religious than their American Jewish brethren – before it worries about Diaspora Jews. More saliently, there are some small but encouraging signs that things may be changing a bit, from Netanyahu’s new position on the NGO bill to the reports of an emerging deal on egalitarian prayer space at the Western Wall. The relationship between American Jews and Israel has often resembled a one-way street since the state’s founding, and it is naïve to believe that this will change wholesale overnight, but if the Israeli government’s sudden responsiveness on the NGO and pluralism issues were affected by American Jewish concerns, it reiterates the importance of keeping our voices up. Even if unrequited love is more often than not going to continue to be American Jewry’s lot in life, we should make sure that we are heard in order to make a difference wherever we can and continue to give the Israeli government a way of listening to the American Jewish community’s disparate parts rather than just the ones that reinforce its current policies.

Guest Post: Which Side Is It That Is Actually Politicizing Israel?

Following my post last week about the GOP turning Israel into a partisan issue, my friend Gabe Scheinmann emailed me to register his disagreement with what I had written. Gabe and I met when we were at Harvard and we both ended up as PhD students in the Government Department at Georgetown, and he is currently a Visiting Fellow at the Jewish Institute for National Security Affairs. Gabe is a rising star in conservative foreign policy circles, and I always take his unfailingly intelligent and informed views on security policy very seriously. Gabe has a different take on who is responsible for politicizing Israel as an issue in U.S. elections, and I asked if he would be willing to write a guest post laying out his rebuttal to my argument and he graciously agreed. Here is Gabe on the differences between the Republicans and Democrats on Israel and which side is more responsible for playing politics.

Making “Israel” into a partisan issue football is bad for Israel and bad for America. A true alliance does not bloom and wither based on the party in power, but instead represents long-term interests. By politicizing such an alliance, both political parties, and both countries for that matter, are jeopardizing the crucial trust and commitments needed for a fruitful relationship. Moreover, the current parties’ dispositions on Israel have not always been the same. Prior to the Nixon Administration, it was the Democratic Party that was a great friend of Israel, from immediate political recognition from Truman to the beginning of a military relationship under JFK. In contrast, the greatest crisis in U.S.-Israeli relations to this day occurred during a Republican Administration, when an irate Eisenhower browbeat Israel over its invasion of the Sinai and Suez Canal in 1956. Three decades from now, the parties’ identities may yet again change and it would be a disservice to the U.S, Israel, and the alliance if the parties were to develop diametrically opposed views on the subject.

That said, I think the real culprit is that for the first time in a long time, real differences have emerged between the two parties regarding their policies towards Israel. The Democratic Party’s lurch leftwards on foreign policy—partly a result of Vietnam, partly due to demographics—has also shaken its once solid support for Israel. The Democratic Congressional leadership remains very pro-Israel, way more so than the current president. But if you look at poll after poll of Democrats, especially liberal Democrats, what you find on Israel is very troubling. Whether it’s the J Street crowd (whose leadership is way more right-wing than its supporters, and that’s saying something), or the African-American community, or the environmentalist community, or the gay community, you’ll find some terrible sentiments on Israel. The ritual condemnation of Israel by supposed “human rights” organizations, all left-leaning, are manifestations of this. And while the Democratic leadership is indeed pro-Israel, the ranks of the Democratic party are not. The “Gaza-54” letter, asking Obama to pressure Israel to ease the Gaza blockade in 2010, was signed exclusively by 54 Democratic Congressmen, Rep Jim Moran (D-VA) blamed the Iraq War on AIPAC—earning the rebuke of Rep. Steny Hoyer—and, most recently, the New York Democratic Party establishment has come out against Charles Barron, the former Black Panther running for Congress, for his anti-Israel and anti-Semitic positions, even though he has been endorsed by the retiring Congressman whose seat he’s running for.

Moreover, President Obama himself has politicized Israel policy to a degree unseen in decades. The Obama Campaign put out a glossy, epic-music-leitmotif video on its “exemplary” record on Israel, the White House (note: not the campaign) has a webpage exclusively devoted to the president’s Israel record, longer than the entirety of its foreign policy page, and the president himself declared that he “has done more in terms of security for the state of Israel than any previous administration” and knows more about Judaism than any other American president. The list goes on. Obama has spoken at AIPAC two years in row, a first for a president. The recent spate of national security leaks—authorized or not—have served to make the president look tougher to his electorate, while compromising real national security, such as the disclosure of the joint U.S.-Israeli cyberwarfare campaign against Iran’s nuclear program, which has a direct quote from VP Biden blaming Israel.  In addition, Biden has recently reemphasized the president’s campaign speech of last October, also expounding that “I believe that no president since Harry Truman has done more for Israel’s physical security than Barack Obama”, even managing a small dig at the Bush Administration for supposedly not putting enough pressure on Iran.

Moreover, the President’s Israel policy seems dictated not by U.S. national security, but by his own reelection campaign, as his policies on the peace process and Iran have morphed as the November approaches.

Take the Peres ceremony. To be clear, if the GOP leadership was indeed invited, they should have gone. (However, Kampeas’ blog postings on the subject are far from definitive as to who was actually invited and who was out of town, so I’m not sure there’s solid evidence that the GOP absence was out of spite for Obama’s Israel record.) Notice the glowing and unprecedented reception the White House gave Peres compared to its shabby treatment of Netanyahu, Israel’s actual leader. Notice Obama quoting extensively from Peres’ 1993 Nobel peace prize speech, or the very act of giving Peres the medal, or more importantly, singling him out for a separate ceremony than the rest of the recipients the previous week. For example, when Obama gave Bush 41 the same medal two years ago, not only was it not a black tie event, nor at night, nor a reception, but he was one of fifteen recipients! This was an entire political operation by the president, from the decision to award the medal, to the manner in which it was presented, to the themes hit upon. (Notice how Peres brought up Iran, while Obama didn’t.) Obama’s message to Bibi was “See how I’ll treat you if you believe in what I believe”. It was a no-so-subtle dig.

To conclude, I believe that the core of the Democratic party has moved far leftward on foreign policy and, as a result, it is losing its reliable pro-Israel bent. This has begun to trickle up the ranks of its leadership, but for the moment its Congressional leadership is still solidly pro-Israel, more so than the president himself. So, what should the GOP or, for that matter, pro-Israel Democrats do? In order to keep Israel bipartisan, should they compromise? How should the Republican Party respond when the White House attempts to impose a settlement freeze on Israel, or equates the Holocaust with Palestinian suffering, or denies the existence of Bush era assurances to Israel, or attempts to refund UNESCO in contravention of U.S. law, or opposes the counting of Palestinian “refugees”?

In the past 5 years, substantive differences have emerged between the two parties on Israel, largely a result of a shift in the Democratic party. The emergence of groups like the Emergency Committee for Israel is a consequence, not a cause, of this shift and is merely trying to highlight these differences while ultimately letting voters decide. If the differences between the two parties, or Obama and Romney, were invented, then that would be a different story. However, they are not and therefore ought to be debated.

Guest Post: A Failure Of Reason

After a Twitter exchange a couple of weeks ago in which he schooled Ali Abunimah on Zionism and social cleavages within Israeli society, I asked Dov Friedman if he would be willing to turn his thoughts into a guest post and he graciously agreed. Aside from being an early booster of O&Z, Dov is a preternaturally astute analyst, and when he decides to use his prodigious talents to write something longer than 140 characters, you don’t want to miss it. You should also all be following his Twitter feed @DovSFriedman since I guarantee that it will make you think on a daily basis. Without further ado, I give you Dov’s thoughts on the shortcomings of the anti-Zionist movement.

Were the anti-Zionist movement wiser—and less unmoored—it might recognize that it could make common cause with the left wing of the Zionist movement.  In many respects, leftist Zionists have far more in common with pro-Palestinian voices than they do with Zionism’s far-right wing.  The Zionist left awaits an Israel that abandons the settlement enterprise, that disaggregates Orthodox Judaism and the state, and that increases equality of rights among its citizens.  Some in the pro-Palestinian movement have recognized that much progress can be made promoting liberal values and human rights before the groups philosophically diverge; however, the anti-Zionist wing of the movement has not joined them.

In theory, the potential for common cause explains why J Street has—shortsightedly—downplayed its Zionism in an attempt to create a “big tent.”  Yet, with much to gain through joint action, the anti-Zionist wing perpetually radicalizes the debate, precluding any meaningful consensus on forcing accountability from a recalcitrant Israel.  Organizations like J Street jeopardize potential constituencies to accommodate a movement that lacks a shred of interest in fruitful dialogue aimed to carve out common ground.

Last week, I exchanged messages with Ali Abunimah, the founder of Electronic Intifada and a prominent anti-Zionist writer who authored a book advocating a one-state solution.  On the surface, the topic was a bizarre op-ed by Yaron London in Yediot Ahronot that Israel should deal with its Haredi issue by seeking to reduce—not integrate—the population.  The piece is troubling and weakly argued—even among Israelis who harbor bitterness toward Haredim, it is not clear London’s argument would draw sympathy.  Yet, Mr. Abunimah saw an opportunity and pounced.  The op-ed was proof, he claimed, of “Zionist anti-Semitism” that dates back to “Herzl’s vile Jew-hatred.”  In Mr. Abunimah’s view, London’s piece encapsulates societal feelings that Haredi, Ethiopian, and Palestinian populations are all threats to the Zionist vision.

I replied to Mr. Abunimah that his understanding was impoverished, partly because he derives a societal feeling from a singular op-ed, and partly because he conflates three issues with different historical origins and different societal discourses.

The Haredi issue is one of civic participation, national economic health, and the welfare state.  Historically, the republican equation dictated that secular, educated Ashkenazi Jews traded military service for political and economic power.  This began to change as Mizrahi and religious Israelis achieved military and societal status.  The only non-Arab group that escapes national service is the Haredi community.  Deepening the societal rift, the state devotes major resources to support this community that contributes neither to the nation’s defense nor to its coffers.  The predominant discourse surrounding the Haredim is not London’s proposal to thin their ranks; rather, it is how to increase their participation in society—in terms of both national service and economic contribution.  The Haredim are essentially a national issue.

The Ethiopian issue stems from racism, parochialism, and fierce protection of communal interests.  Thus, Ethiopians, in essence, are the new Mizrahim.  They are the new “marked” Israeli group.  Particular social classes fear the pressures these new Israelis have placed on their economic prospects and communal interests—spurring some of the racism that can accompany class resentment.  Certainly, Israel’s affluent, educated residents are less concerned with Ethiopian immigration than are Israel’s blue-collar families.  If any critique is valid in this case it is a Marxist one.  A rudimentary understanding of Israeli history and contemporary society would reveal the incongruity of the Haredi and Ethiopian issues.

This is all before we arrive at the Palestinians—who for Mr. Abunimah are the heart of the matter.  Defining the Israeli-Palestinian conflict is beyond the scope of this post.  Suffice it to say, the Israeli-Palestinian conflict may be well understood within the history of nationalism as an idea and within the development of 20th century international order on the basis of nation-states.  To tie Israel-Palestine in with Israel’s Haredi and Ethiopian issues goes beyond poor analysis—it constitutes willful misrepresentation.

When evaluated closely, this misrepresentation is only the initial sleight of hand.  If all three issues are one and the same, as Mr. Abunimah suggests, then not only has Zionism begat hatred of Palestinians—it provokes deep anti-Semitism as well!  I wonder if Mr. Abunimah esteems his readers so lightly that he believes he can pose as the premier anti-Semitism watchdog.  This from someone who advocates a solution to the Israel-Palestinian conflict which—as Gershom Gorenberg notes in his most recent book—solves the borders issue, shifts every other issue from an international to a national one, and risks civil war.  Mr. Abunimah warps history and obfuscates the issues at hand to score a political point.

Yet Mr. Abunimah’s ahistorical misrepresentation was not the most mindless note I received that day; Palestinian activist Susan Abulhawa seized on my call for nuance in evaluating Israel’s societal issues by ignoring the debate over Haredim and Zionism completely. She simply posted pictures of IDF soldiers with crying Palestinian children.  No context, no opening for discussion—Abulhawa was “justsayin.” What is there to say back to such deliberate non-argument?

And therein lies the tragedy.  The anti-Zionist wing of the pro-Palestinian movement is so consumed with frustration—so aggressive in trying to “win” arguments—that it willfully distorts reality and proves immune to reasoned debate.  In so doing, it fails—day after day—to recognize a true partner in achieving Israeli retrenchment and Palestinian self-determination in a better Middle East.
