Liberal Jews Without Liberal Organizations

Why are American Jewish organizations predominantly silent on Israeli illiberalism? This is the question posed and answered by J.J. Goldberg in a much-discussed piece this week on Martin Luther King Day tying the American Jewish organizational voice on Israel to the breakdown of the black-Jewish partnership on civil rights. Goldberg’s theory quickly summed up – and you should really read the piece in its entirety if you haven’t yet – is that the biggest factor in how American Jewish organizations relate to Israel today is the collapse fifty years ago of the alliance between blacks and Jews on civil rights. As black activists increasingly called for blacks to fight for their civil rights by themselves, and as Jews got to a point where their own equality seemed secure, Jewish organizations that were built to fight for civil rights needed another battleground. This coincided with the Six Day War, which imparted the lesson that Israel was living in a neighborhood where its neighbors wanted it gone and could be wiped out at any time, and American Jewish organizations thus pivoted to devoting their time to supporting Israel as their primary mission. Despite the liberal bent of American Jews, they are passive on the Israel issue because they learned to live without a collective voice that was connected to group self-interest.

There is a lot to mull over in Goldberg’s piece and many typically keen insights. He makes a strong historical argument, but as strong as that argument is, I am not sure that the fracture in the civil rights movement is what is primarily driving today’s dynamic. To begin with, Goldberg rightly points out a number of organizations that do not fit into this picture of checking their liberalism at the door when it comes to Israel, and their number is not insignificant. Furthermore, the three most prominent Jewish organizations that were involved in the civil rights movement were the American Jewish Committee, the American Jewish Congress, and the Anti-Defamation League. The American Jewish Congress has all but folded and the ADL is one of the organizations that Goldberg identifies in his piece as not being afraid to speak out on Israel today, so the historical institutionalist argument that he sketches doesn’t appear to apply in scale to the organizations operating today. In addition, the organization that most people would point to as driving the American Jewish organizational stance on Israel is AIPAC, which does not fit into Goldberg’s theory.

I would instead point to two other variables that I believe are causing the dissonance between a very liberal American Jewry and a far less liberal American Jewish organizational stance toward Israel. The first fits into the structure of Goldberg’s overall argument about a crisis in mission leading to a new focus on Israel, but rather than point to civil rights, I would point to the decline of Judaism itself. As traditional religious observance waned over the course of the 20th century, Israel was elevated into a religious cause that became for many American Jews their primary way of expressing their Judaism as a religion, as opposed to their embrace of Judaism as an ethnicity or a culture. Support for the Jewish state became de rigeur at synagogues of all denominations, prayers for the Israeli government and the IDF were adopted into the Shabbat morning liturgy, and Israel itself became intertwined with Judaism so that it became a focal point of the American Jewish religious tradition. Support for Israel was the equivalent of fasting on Yom Kippur or holding a Passover seder; even if your religious observance was minimal, Israel was a part of it. For many American Jews, Israel was what bound them to Judaism, rather than the religious practices of their parents and grandparents. For Jewish organizations that needed to stay relevant, pivoting to supporting Israel was an obvious move, and naturally any organization devoted to advocating for something is going to be reluctant to be overly critical, even when there are things taking place that are particularly unpalatable.

The second variable is political trends in Israel. In the twenty years since the assassination of Yitzhak Rabin, Israelis have only once voted a left of center prime minister into office, and Ehud Barak did not last even two years. Going back even further to the 1977 election of Menachem Begin, which marked a revolutionary shift in the Israeli political landscape, Rabin’s election in 1992 was the only other time since then that Israelis have voted a Labor prime minister into office (Shimon Peres’s first term in 1984 was part of a rotation agreement with Yitzhak Shamir and Likud). In other words, for nearly four decades Israelis have displayed a clear rightwing preference when it comes to their leaders. Is it any surprise then that American Jewish organizations, both those that deal primarily with Israel issues and those that don’t, take those cues and reflect what is taking place in Israel itself?

This is not, incidentally, applicable only when a rightwing government is in power in Israel. When Rabin began the Oslo process, AIPAC did in fact support it, even if begrudgingly. The major American Jewish organizations that now seemingly fall in lockstep behind the Netanyahu government were not out front challenging the Rabin government on its priorities, even though he represented a major break from the previous fifteen years of Israeli government policy. It would be fascinating to see what American Jewish organizations would look like with regard to Israel policy were Israel to spend an uninterrupted decade under the control of left of center governments; my instinct is that American Jewish organizations are shaped by the structural environment of Israeli politics in a significant way and would presumably change with the times.

There is no question that the priorities of the bulk of American Jews appear out of sync with the priorities of many American Jewish groups. I think that Goldberg is definitely onto something in looking back at historical trends and moments that shape today’s environment, but I would point to a different set than the ones that he has identified.

Does What Palestinians Want Matter?

Yitzhak Rabin was no doe-eyed peacenik. He did not believe in the Palestinians’ good intentions. He was convinced that ceding the West Bank to the Palestinians was necessary to preserve Israel as a Jewish state, but was under no illusions that doing so would cure all ills and turn the land between the Mediterranean Sea and the Jordan River into Switzerland. Above all, he was a champion of incrementalism, not allowing the perfect to become the enemy of the good and dictate inaction.

I bring this up during the week that we mark twenty years since Rabin’s assassination because of a much-discussed long piece in Mosaic by Daniel Polisar that looks at hundreds of polls of Palestinian attitudes to ascertain what it is that Palestinians want. Polisar cites polls showing large majorities of Palestinians supporting armed attacks against Israeli civilians; justifying and supporting violence as a means to extract Israeli concessions; convinced that Israel wants to annex the West Bank and expel all of the Arabs; asserting that Israel wants to destroy al-Aqsa and replace it with a synagogue; denying Jewish history in the land; and so on and so forth. The picture that emerges is an ugly one of Palestinians harboring ill will toward Jews, not being willing to accept Israel, and ensuring that Israel is fated to live in an eternal state of war. It is not unreasonable to read the thousands of words that Polisar dedicates to documenting Palestinian survey responses about Israel and conclude, as many have, that Israel cannot and should not ever grant the Palestinians a state of their own in the West Bank, since to do so would be to take an irreversible step that would place Israel in grave danger.

However, to reach this conclusion would be the wrong response to this data, and this perhaps more than anything else is the lesson to be gleaned from Rabin’s legacy. There are two basic ways to approach the bleak picture painted by Polisar’s review of Palestinian opinion (and this comes with the caveat that I have not read through all 330 of the polls that Polisar has analyzed, so I will have to take it on faith that the picture he paints is an accurate and contextual one). The first is to say that Palestinian hatred and rejection of Israel is immutable, not primarily driven by anything that Israel has done and implacably unresponsive to anything that Israel will do in the future. For instance, in discussing the manner in which Palestinians view Jews, Polisar cites a 2011 Pew Research Center poll in which only 4% of Palestinians held favorable views of Jews, and 52% of Palestinians claimed that some religions were more prone to violence than others with 88% of those citing Judaism as the most violent offender. This type of attitude does not seem like it will change any time soon given the incredibly lopsided numbers, and in Polisar’s conclusion he writes, “Could anything change this state of affairs? It seems highly improbable that the Palestinian masses, whose views have been relatively stable for so long, will spontaneously shift gears in the foreseeable future… Similarly farfetched, but for other reasons, is the idea that Israeli leaders, by modifying their rhetoric or restraining the reactions of the security forces, can appreciably dampen Palestinian support for violence.”

There is, however, another way to approach this data, which is that Palestinian hatred and rejection of Israel is largely a response to Palestinian historical experience, and while this never justifies the deadly targeting of civilians it has engendered, it suggests that Israeli action can indeed dampen support for Palestinian violence. As a useful exercise, let’s look at another country’s response to the same questions in that 2011 Pew poll. In this country, only 9% of non-Muslim respondents had a favorable view of Muslims, and of the 63% of respondents who agreed that some religions were more violent than others, 91% fingered Islam as the most violent. Is immutable hatred at work here as well? If you haven’t already guessed which country this is, it is Israel. The overwhelming majority of Israeli Jews, American Jews, and supporters of Israel worldwide – and I am in this category – would reject the view that these numbers are driven by anything other than Israel’s experience with Palestinian terror, rejectionism, and violence, but it is always more difficult to see the context on the other side than it is on your own. It is foolhardy to pretend that Palestinians’ experience with statelessness, Israeli occupation of the West Bank, and dual standards for Israelis and Palestinians both inside and outside the Green Line does not contribute to Palestinian attitudes in a major way.

Let’s bring this back to where we started, with the legacy of Rabin. A Rabin approach to the Palestinians – one that looks at the longterm and existential threats to Israel and shapes the strategic environment in the face of those threats – dictates a two state solution and separation from the Palestinians in the face of these survey numbers irrespective of how you interpret them. If you think that Palestinians will eternally hate Israel and want to kill Jews, then deepening a situation where Israelis and Palestinians are intertwined throughout the West Bank is sheer madness, and presents a security nightmare with no permanent solution. The only possible way out is a divorce with a heavily guarded and patrolled border in between Israel and Palestine. Likewise, if you think that Palestinian hatred of Israel is driven in some part by Israel’s presence in the West Bank and the consequent lack of a Palestinian state, then reversing course will indeed have a constructive effect on Palestinian attitudes that support violence against Israelis. Israel cannot be held captive by Palestinian attitudes or wait for them to change, but must act according to its own interests and without regard to what it sees on the other side.

I heard Dan Meridor last week repeatedly make the point that Israel is paralyzed by a lack of leadership, and he referenced the examples of Menachem Begin and Anwar Sadat as leaders who would not have taken the steps they did in service of peace between Israelis and Egyptians had they been enslaved to public opinion. While Israel may be facing hostile Palestinian public opinion, the fact is that the Palestinian Authority, while far from perfect, has demonstrated its willingness under Mahmoud Abbas to work with Israel and prevent violence from erupting in the West Bank. Prince Turki al-Faisal, who spent a quarter century as the Saudi Arabian intelligence minister and also served as ambassador to the U.S., told IPF last week in a meeting that the Arab world would like to engage Israel, and that the Arab Peace Initiative is not a take-it-or-leave-it offer but one that is open to negotiation and awaiting an official Israeli response. The upshot is that there is an opening here for Israel to do something constructive no matter what Palestinians think. Were Rabin still alive, he would undoubtedly take advantage of this opening and run through it.

Curb Your Enthusiasm

The sense of renewed hope and optimism in the air surrounding the resumption of peace talks cannot be escaped. As the negotiators from the Israeli and Palestinian sides are preparing to sit across from each other and undertake real and sustained efforts to resolve the thorny issues surrounding the Israeli-Palestinian conflict, all of the major players and influential analysts agree that this time is shaping up to be different and that successful talks are a growing possibility.

Start with the president, who has spent time with both leaders convincing them that the two state solution must be implemented. As he said right before the talks commenced, both the Israeli prime minister and the Palestinian president “have the vision, the knowledge, the experience and the ability and the sheer guts to do what it takes to reach an agreement and then to take it back to their people and see if they can sell it.” At the same time, the White House is not naive about the politics involved and understands that both sides are taking significant risks with domestic constituencies back home, with the president acknowledging that “it’s not easy for either to come. But they have come because they think that the price of not doing it is greater than the risk of going forward.”

Both sides also seem unusually committed to the negotiating process and, in contrast to the past when there was haggling over what could and could not be discussed, this time both sides have stated that all issues are on the table and that the final status issues such as Jerusalem, borders, and refugees will all be negotiated. As the U.S. envoy leading the talks pointed out during an interview on CNN, the Israelis and the Palestinians understand that nothing can be left out this time if there is any hope for a successful deal, which is why the secretary of state spent so much time laying the groundwork for talks. “Prior to that time, each side was very reluctant to get into those kinds of discussions because of the sensitivity of the issues,” he explained. The bad news, he said, “is that there still are significant gaps that separate the two sides.” There is also an understanding that in contrast to previous failed efforts, the talks cannot be open-ended, which is why the U.S. has set a definitive deadline for the two sides to reach an accord – “We’re certainly looking at that as the window in which we’re going to try to produce an agreement with the parties that deals with all of the permanent status issues.”

There is also no question that this is the last chance to get a deal done, since once this window closes, the two state solution will be dead and buried as each side pursues unilateral moves. As Tom Friedman noted in the New York Times, “Trying and failing won’t be any worse than not trying, because without a framework deal for a final peace, the situation will unravel anyway — the Palestinians will unilaterally declare a state by Sept. 13 and Israel will unilaterally annex the West Bank Jewish settlements, and Lord only knows what will happen after that.” It is noteworthy as well that the Israeli PM is moving ahead with talks despite a very shaky coalition that may be on the verge of breaking up over the issue, which indicates that he feels the sense of urgency as well.

As Ecclesiastes presciently noted, there is nothing new under the sun – all of these quotes and facts are from July 2000, right before the start of the Camp David talks between Ehud Barak and Yasser Arafat, but they fit in precisely with the quotes and commentary in the past couple of days about the current round of Israeli-Palestinian peace negotiations. The optimism that both leaders are serious – Roger Cohen is already comparing Bibi Netanyahu’s peacemaking credentials to those of Menachem Begin, who signed the 1978 Camp David treaty with Egypt, before anything has even happened – in large part because the thorny issues are on the agenda and the ubiquitous observations that this is the last and only hope to preserve a two state solution are an exact replay of 2000. Things are reaching such absurd heights that without calling anyone out by name, I read multiple breathless posts yesterday expressing optimism because of remarks and promises made during the introductory press conference, which to my mind is comical. We are supposed to be encouraged because right when both sides have agreed to sit down with each other they make all sorts of hopeful promises, and Kerry in his role as process overseer has stated that there will be no leaks? It’s like a parody of the way Politico covers the horse race of domestic politics, and I think a healthy dose of perspective is in order. A number of people have asked me why I haven’t written anything since last week about the negotiations, and the answer is that there is nothing to write since nothing has happened. I happen to agree that the option of the two state solution will not be around forever, and I am hopeful that these talks will lead to some tangible success, but if you think that anything that anyone says before the two sides have even sat down in earnest makes one lick of difference, then I think you are letting your emotions get the better of your analysis. So, let’s all take a collective deep breath, realize that this round of talks is the last ditch effort before the next round of talks becomes the new last ditch effort, take reasonable stock of actual structural reasons why success or failure are likely, and stop giving the peace process the 24 hour news cycle treatment.

No, The Israeli Right Does Not Have A Permanent Majority

Dan Ephron, who is Newsweek’s Jerusalem bureau chief, wrote a piece on Monday about the Israeli right wing’s dominance of that country’s politics. Ephron quoted Noam Sheizaf as predicting that the election in January will create a “total collapse of the center-left, both as a political power and as an ideologically coherent idea,” and Ephron appears to agree that this is a likely scenario. The reason Ephron provides is that the fastest growing groups in Israel are the Orthodox and the ultra-Orthodox, and that “both groups lean heavily to the right.” Furthermore, “Since the core motivation for their political hawkishness is largely unchanging—a biblical injunction to maintain Israeli control over Judea and Samaria (their term for the West Bank)—it’s hard to imagine them ever shifting alliances. The upshot: with each passing year, the Israeli right grows stronger.”

This seems plausible on its face, but there are a few major problems with this analysis. First, conflating the Orthodox and the ultra-Orthodox (or Haredim) is a rookie mistake. Orthodox voters and Haredi voters have different motivations and vote based on different issues. The idea that a party like Shas speaks for, say, Israelis attending hesder yeshivot (where draft-eligible Israeli men split their time between army service and Torah study) is nonsense. It is also analytically lazy to contend that Orthodox Jews who serve in the IDF and go on to careers of various sorts are no different than Haredi Jews who do not perform army service and are largely dependent on state subsidies. Lumping their positions and ideologies together makes Ephron’s argument automatically suspect.

Second, it is simply not accurate to describe Haredi rightwing tendencies as being motivated by a desire to hold on to Greater Israel. As my friend Brent Sasley has pointed out, Haredim are generally anti-Zionist or non-Zionist. Not only do they not care about maintaining all of Greater Israel, as Ephron contends, but many Haredim are actually opposed to the idea of Israel at all, let alone an Israel that encompasses the West Bank. Haredi parties in the Knesset recognize the existence of the state, but they do not care about any biblical injunction regarding the land of Israel. In fact, as Brent usefully noted, Rav Ovadia Yosef, the founder and current spiritual leader of Shas (which is the Knesset’s largest Orthodox party of any stripe), held for years that it was acceptable to give up land if it would save Jewish lives, which is certainly not in line with Ephron’s dubious claim that Haredi rightwing positions stem first and foremost from a desire to hang on to the West Bank. Haredi parties generally – although historically not always – band together with other rightwing parties because they are very socially conservative and they feel most at home on the right. Issues surrounding the West Bank or the Palestinians have very little to do with it.

Third, throwing Likud’s politics in together with Haredi politics and pretending that it all stems from the same rightwing ideology is inaccurate. Both segments are conservative and ideological in their own way, but their conservatism and ideology are not shared. Likud is economically conservative and extremely devoted to the settler cause, and if any party has an ideology based on settling the entire land of Greater Israel, Likud is it. There is, of course, the inconvenient fact that Likud leaders are not themselves religious, including Likud founder Menachem Begin and current Likud prime minister Bibi Netanyahu, but certainly a sizable percentage of Likud voters are Orthodox (but not Haredi). Haredi parties are ideological and conservative as well, but their conservatism is social rather than economic – not surprising given how many Haredim survive on state largesse – and their ideology is one of fealty to Torah and Jewish law as a way of structuring daily life, rather than anything surrounding settling or holding onto the land. Likud is rightwing, and Shas and UTJ are rightwing, but they are rightwingers in the same way the Club for Growth and the Christian Coalition are rightwing – they inhabit the same general political universe but for vastly different reasons.

It is true that the Orthodox and the ultra-Orthodox both lean heavily to the right, but that is about the only part of Ephron’s analysis that isn’t stunningly ill-informed. Just because both groups have the word “Orthodox” in their names does not mean that they share the same core motivations. The Israeli right may be growing stronger, but that doesn’t mean that Haredi parties wouldn’t shift their allegiance to the left if they were promised a better deal on subsidies and control of Israel’s religious institutions. Ephron’s permanent majority theory is based on some serious basic factual errors, and given that he is the Jerusalem bureau chief for one of America’s most prominent newsweeklies, I expect some more rigor from him.
