Rethinking The Idea Of Pro-Israel

Back when I was a college senior majoring in history with a concentration in medieval Europe, I decided to write my honors thesis on William the Conqueror’s claim to the throne of England. My argument was that contrary to the universally accepted view among historians of that era, William did not actually have a legitimate legal claim to the throne and that Norman historiography was concocted ex-post facto to make it seem as if he did in order to justify the Norman invasion in 1066. Given that the House of Windsor and all of their forebears trace their lineage back to William, in making this argument I was casting aspersions on the legitimacy of the English royal house, and yet nobody ever asked or cared to know whether or not I was pro-England. Such a question would have seemed ridiculous and would have carried no resonance, as nobody thinks of themselves in such binary Manichean terms when it comes to our former colonial overlords. Whether one enjoys vacationing in historic Albion or detests England for its damp weather and the English insistence on referring to potato chips as crisps, people simply do not divide themselves into pro-England and anti-England camps, and neither do they feel the need to loudly declare their proclivities as a way of staking out political and ideological territory. Despite the close connections between the U.S. and Britain at all levels of state and society, whether or not someone supports Britain is not a political issue.

I now spend much of my time writing and thinking about Turkey. Sometimes I write things about Turkey that are complimentary and sometimes I write things about Turkey that take its government to task, and yet not once has anyone queried whether I am pro-Turkey or anti-Turkey, nor have I ever felt pressured to mark myself as one or the other. I am vociferous about my love of the country, its people, its culture, its food, but I can’t imagine ever describing myself as “pro-Turkey” only because it would seem like a ridiculous category in which to place oneself. If I walked around proudly tying my identity to this notion of being pro-Turkey, what would it even signify? Would it mean that I approve of everything the Turkish government does? That there is something about the metaphysical properties of Anatolia that I favor? That I just happen to like baklava and su boreği? I can tell you which academics and policy folks are hawkish on China and which ones are not, or which prominent DC thinktankers believe that the U.S. has been too tough on Russia since the end of the Cold War and which advocate for an even tougher approach, but I have never heard them labeled as pro-China and anti-China, or pro-Russia and anti-Russia. There is a reason when it comes to states, we generally do not define ourselves in relation to them as pro or anti.

That is, of course, unless we are talking about Israel. Everyone by now is familiar with the way that anyone with an opinion about anything having to do with Israel is immediately placed into one of two categories out of which it is increasingly difficult to escape. You are either pro-Israel or anti-Israel, and rarely is there room for a gray area. This relentless push to categorize comes from both sides, but in many ways it is actually driven by the pro-Israel camp. The stridently anti-Israel camp plays its role in this – and a quick perusal of the comments section of any foreign policy magazine article on Israel will quickly reveal the way the terms “pro-Israel” and “Zionist” are hurled as epithets – but it is the pro-Israel side that does a more thorough job of drawing boundaries. Politicians, pundits, journalists, and others are dubbed with the pro-Israel seal of approval, and those who are critical are dismissed as anti-Israel. While this is generally seen as a winning strategy, in many ways it actually does Israel more harm than good. As someone who firmly and unabashedly identifies with the pro-Israel camp, this 65th Yom Ha’atzmaut provides an occasion to reassess whether this marking of territory is actually productive.

The rush to proudly declare people and groups as pro-Israel harms Israel in two ways. The first is that it perpetuates a view of Israel as somehow different and as a country apart, and not in the sense of being a shining city on the hill but as a constant outsider. Israel is virtually the only country in the world in which its supporters press people to loudly declare this support, whether it be through large displays of strength in numbers like the annual AIPAC Policy Conference or through the omnipresent and explicit pro-Israel branding of Jewish groups and organizations. It reinforces a notion of Israel as an oddity and conveys a sense of insecurity among its supporters, as if without these constant reminders Israel would wither away. This is in no way to minimize the enormous security challenges that Israel faces, as the challenges facing Israelis are both real and constant. Nevertheless, as long as the world is forcefully divided into supporters and detractors, the normalcy that Israel craves will forever be elusive. Israel is not viewed as a normal state because its supporters do not allow it to be viewed as such. It is one thing to personally identify with Israel, and another to work to bring as many people into that same fold who have no real reason to identify with Israel any more than they would other Western democracies. The grassroots effort to get politicians to declare their undying love and support for Israel strikes an odd note to my ears, as I am unaware of any similar move by supporters of other countries. It creates a certain mystique surrounding the Jewish state that has some benefits but also some significant negative externalities. As someone who first visited Israel as a two year old, has been back nearly twenty times, and has spent a year living there, I know why I strongly identify with Israel and feel a deep personal connection to the country. Less clear to me is why it makes sense to encourage politicians with no real personal connection to Israel to express the same sentiment. The perception of strength that it creates is a false one that actually ends up backfiring.

Second, the pro-Israel delineation unnecessarily defines support for Israel according to an extremely high standard and creates a threshold that keeps people out who wouldn’t otherwise necessarily be so situated. For instance, if someone supports a strong relationship between the U.S. and Portugal, believes that the two should have tight military and diplomatic ties, would like to see visits by each country’s leader to the other’s country, but does not think that the U.S. should use its Security Council veto on Portugal’s behalf every time there is a resolution that unfavorably targets Portugal, we would say that this is a person who is favorably disposed toward Portugal. But because being “pro-Israel” implies a certain set of stances, including that the U.S. wield its veto in the Security Council to protect Israel from unfair treatment, someone who argues that Israel should have to fend for itself in the United Nations would find it difficult to gain the pro-Israel label. Similarly, someone who supports every public position advanced by AIPAC but also thinks that the U.S. should press Israel to return to the 1967 borders is guaranteed to be viewed as squishy when it comes to being pro-Israel because this position is seen as being outside the mainstream boundaries of what it means to be “pro-Israel.” The problem with this is that it consigns people who are sympathetic to Israel in most, but not all, situations to the outside of the club looking in, and in doing so alienates plenty of people who are inclined to give Israel more leeway than your average person. Marking boundaries strengthens in-group cohesion, but also makes your group smaller than it needs to be. It reminds me of the debate over whether having enumerated rights in the Constitution ends up being a good thing by clearly laying out lines that the government cannot cross, or actually unnecessarily limits the rights that citizens enjoy by implying that any rights not explicitly laid out do not exist.

If Israel is to ever be seen as just another country – and this would unmistakably be a good thing – the pro-Israel label needs to be left behind. When people no longer feel the need to shout their pro-Israel bonafides from the rooftops, it will be the proof that Israel has finally achieved normalcy, and that will do more for Israel’s security than a host of policy conferences will ever do. Let’s take the occasion of Israel’s Independence Day to rethink whether the term “pro-Israel” makes sense, and let people who are inclined to support Israel do it however they see fit.

A Simple But Radical Independence Day Proposal

Today is Yom Haatzmaut, Israel’s Independence Day, and while Israelis of all stripes are celebrating, it is pretty clear that Israeli politics is badly dysfunctional. This is not a new phenomenon by any means, but it appears to have gotten worse over the last decade. Amir Mizroch had a fantastic post yesterday outlining some of the problems, and almost all of them stem from the legislative gridlock and political hostage-taking that characterize the Knesset and government by coalition. As Mizroch puts it,

It is crystal clear that we need to change the system of government, to make government more accountable to the voters, to break the power of small sectoral parties, and to stabilize our governments so that they can rule for at least 4 years and carry out long-term projects of national importance. We cannot continue to swap governments every 2 to 3 years. Nothing of consequence gets done.

The problem, of course, is that the party that gets the most seats in elections (or in the current Knesset, the second most seats) never has even close to a majority and so has to rely on an increasingly disparate set of smaller parties to form a coalition. Each of these parties has different interests and demands which conflict with those of its coalition partners, and the prime minister’s party ends up making concessions to the most extreme coalition members, who know that they can hold the government hostage by threatening to leave if their demands are not met. In addition, little is actually passed or implemented since only legislation that appeals to every party in the coalition will get through the Knesset, except for certain situations when the opposition parties agree with a measure that the ruling party introduces. Knesset coalitions are inherently unstable because of this constant tension between conflicting interests, and thus governments fall with alarming regularity. The problem has only worsened over the past twenty years, as the share of the leading party has shrunk from 44 seats in 1992 to 28 seats today (and Likud, which formed the government, only has 27). This means that Israel is likely to see politics pulled even more to the extremes as smaller parties gain even more leverage to advance their particular issue.

Take the example of the current Netanyahu government, which has appeared to buck the trend and has been remarkably stable. In the past two weeks alone there have been numerous threats from Likud partners that they will pull out of the coalition if the government complies with a High Court order to demolish the Ulpana neighborhood in Beit El, while at the same time Ehud Barak has insisted that the neighborhood must go (although he has since appeared to back down). The Tal Law, which exempts Haredim from military service, was ruled unconstitutional in February, prompting Shas and UTJ to threaten to leave if a legislative workaround was not passed, and Yisrael Beiteinu to then threaten to leave if it was. All the while, Netanyahu and Likud have no choice but to cater to their partners’ demands as the only way out would be to invite Kadima into the government, which cannot happen since Shaul Mofaz has one more Knesset member than Netanyahu and would therefore never agree to serve in a coalition in which he was not prime minister.

How did Israel arrive at this morass? It has come about through Israel’s system of party list proportional representation voting, meaning that voters cast one vote for a single party and then Knesset seats are allocated in rough proportion to the percentage of votes each party receives. The big advantage to this system is that of proportionality, which allows for many different voices in the Knesset and gives smaller parties that would never have a chance of winning a seat in a multi-district first-past-the post election an opportunity to actively participate in legislative politics and even be part of the government. The disadvantages, which are obvious to anyone who has either taken an introductory comparative politics course or spent a minimal amount of time observing Israeli politics, are that there is less accountability as people don’t know who their direct representative is and parliaments get bogged down and become more susceptible to extremes in order to placate small coalition parties. Sound familiar?

Aside from the practical issues laid out above, there are some genuine philosophical problems with a proportional representation electoral system as well. In a sense, it is extremely anti-democratic because more voters will have voted against the ruling party than for the ruling party. Bibi Netanyahu is prime minister despite his party getting only 21.6% of the votes cast, and the Interior Ministry is controlled by Shas with its 8.5% of the vote, which seems like a fundamental problem when we think about the fact that we associate democracy with majority rule. This is not an issue that is particular to Israel at all, as it plagues all proportional representation systems. In fact, it is not even particular to PR, since it rears its head in winner-take-all voting systems as well, such as the one we use right here in the United States.  For instance, in the 2010 House elections, Bill Owens won the election in New York District 23 with 48% of the vote. This means that a majority of the voters in his district voted to send someone else to Congress, yet Congressman Owens won anyway. Similarly, Bill Clinton became president in 1992 with only 43% of the vote, meaning that 57% of voting Americans wanted someone else in the White House.

Furthermore, when Israelis go to vote, they are not able to express their true range of preferences because they only check off the name of one party. Most voters though have strong opinions about the full slate of parties competing, and would jump at the chance to communicate those opinions and have them translate into results. For example, when an Israeli looks at his ballot during the next Knesset elections, he may want Labor to win but want just as much for Likud to lose, or he may want Atid to win if Labor does not, but there is no way of communicating that preference as he only gets to put his first choice on the ballot. This is another way in which party list PR restricts democratic choice, and it also has the unintended consequence of making politicians write off voters who might favor someone else. A voter who is decided in favor of Labor but likes Atid as a second choice is of no value to Yair Lapid, and Lapid has no incentive to appeal to that voter or take his views into account. This in turn encourages a less open-minded approach on the part of parties and politicians, as the incentives are structured to appeal only to those who list you as their first choice and to ignore everyone else, furthering a narrow set of partisan interests and hardening viewpoints.

So what is the solution to this whole mess of a broken Israeli political system? There are undoubtedly others, but mine is a system of voting that encourages parties to appeal to the widest group of people possible, while simultaneously taking into account the full range of voters’ preferences in an effort to make elections even more democratic. Such a system is used in Australia and Ireland, and it is called single-transferable voting. It works by having voters rank the parties on the ballot in order of first preference to last preference, rather than only checking off one, and a party has to meet a quota in order to get a seat (for anyone interested in the math, the quota is generally the number of votes divided by one more than the number of parliamentary seats, plus one). When votes are tallied, these preferences are taken into account so that being listed as a voter’s second or third choice boosts a party’s chances of winning the election, in a manner similar to how Major League Baseball and the NFL vote for their season MVPs.

The advantages to voting this way are manifold. Because voters get to indicate their full range of preferences, outcomes are more representative of voter opinion. More importantly for our purposes, however, parties have to appeal to as many voters as possible, since being listed at the bottom of voters’ ballots makes it extremely difficult to win a seat. This desire to be people’s second and third choice, and not only their first choice, means that parties running in the elections cannot afford to ignore voters who have decided on someone else, as each marginal vote is important for winning. This has the effect of eliminating extreme single issue parties that are only looking for benefits for their constituents, but it also does not mean that single issue voters are ignored entirely since parties are looking to pick up votes wherever they can. In addition, in order to appeal to a wide range of voters, parties must also consider a wide range of viewpoints, making moderation, compromise, and bipartisanship a hallmark of STV voting systems.

Translated to the Knesset, this would mean larger parties representing a wider swath of voters, making unstable coalitions with multiple conflicting interests a thing of the past. It would also make for less extremist positions, as someone like Avigdor Lieberman or Danny Danon would turn off so many people that it would hurt his party’s prospects of winning by garnering so many last place votes. In short, Israel would have more stable governments that were less in thrall to smaller extremist sectoral parties, and far more would be accomplished. I am under no illusions that this system will ever be instituted in Israel since it would threaten far too many entrenched interests, and the Knesset is too dysfunctional to even enact such a change if it wanted to, so it will remain a pipe dream. But for anyone who is at their wit’s end over the state of Israeli politics, it is worth realizing on this Yom Haatzmaut that it does not have to be this way, and that Israel’s political system is a victim of its own structure.

This Is What I Want All Israeli Leaders To Sound Like

IDF Chief of Staff Benny Gantz gave a wide-ranging interview to Haaretz that is practically pitch perfect. Everyone should go read it for yourselves, for it combines realistic and sober analysis on Iran with a measured sense of quiet confidence that will give pause to any Iranian leaders doubting Israeli capabilities or resolve. It also manages to convey the way in which Israel feels a genuine threat without resorting to the path of least possible resistance in invoking the Holocaust. All in all, it is a convincing display that the IDF is in excellent hands.

For those who want the quick summary, Gantz says that while he does not think Iran has chosen or will choose to develop nuclear weapons, the threat of a nuclear Iran should not be downplayed since it would have devastating global consequences. He reiterates that Israel is the strongest state in the region and will remain so, but that it is also a careful and measured state that does not make decisions borne out of hysteria. He is of the opinion that global pressure on Iran is working, and keeps up that pressure rhetorically by stressing that Israel’s military option must be credible in order to work and that he is doing everything in his power to ensure that Israel’s military threats are indeed credible.

The best crystallization of his thoughts on Iran is this line, which is one you are unlikely to ever hear from Netanyahu: “I think the Iranian leadership is composed of very rational people. But I agree that such a capability, in the hands of Islamic fundamentalists who at particular moments could make different calculations, is dangerous.” Unlike Bibi, who views Iran as being led by suicidal men in the throes of religious fervor, Gantz views the Iranian leadership as religious fundamentalists who nevertheless are vulnerable to pressure and persuasion. Gantz also has thoughts on Shalom Eisner, Haredi military service, and Israeli military preparedness in the North, but like I said, I urge you to read the interview yourself.

Yom Haatzmaut begins tonight, and it is a good time to reflect on the fact that Israel’s founding leaders were not always perfect nor prescient (hello, Haredi military exemption!) but were nonetheless remarkable and awe-inspiring men who built a democratic state from nothing and managed to defend their new country from enemies all around without destroying it from within. My fervent wish is that Israel’s next generation of leaders prove themselves worthy of the mantle that they have been bequeathed. If Benny Gantz is indicative of anything, there is hope yet.
