Netanyahu Is Going To Trade One Headache For Another

The big news from Israel this week is that early elections, long predicted by many, are now officially here. Following months of bickering between Bibi Netanyahu and his various ministers, internal upheaval within Likud, and fights over legislation involving the budget and the Jewish nation-state bill, Netanyahu yesterday fired Yair Lapid and Tzipi Livni from the cabinet, the Knesset voted to dissolve, and elections have been scheduled for March 17. This government did not even make it to the two year mark before dissolving (elections were in January 2013 and the coalition was formed in March of that year), but this shouldn’t have come as a surprise to anyone. This was in many ways the strangest and most unlikely coalition government to ever be compiled in Israeli history. You had ministers from other rightwing parties not even trying to hide their desire to at some point soon supplant Bibi by overthrowing Likud, ministers from Bibi’s own party quitting because of their distaste for him, an alliance between two parties – Yesh Atid and Habayit Hayehudi – that had little business allying on anything but did so in an effort to box Bibi in, and such polar opposite opinions between ministers on matters ranging from Jerusalem to the peace process to the budget to Israel’s identity that the government could not credibly claim to have a unified coherent opinion on anything. So this was never a matter of if the government would spectacularly implode, but a matter of when.

Yet despite the complete dysfunction and mayhem that has marked Israel’s 33rd government, Netanyahu’s move to fire his ministers now and to hold new elections is a misstep for him. Netanyahu’s thinking seems rather straightforward here, and theoretically makes sense; the polls indicate a bigger share of votes for rightwing parties in general, so he can go to new elections, construct a coalition that leaves out Lapid and Livni and thus eliminates his budgetary nemesis and his peace process nemesis, and bring in the Haredi parties instead – who will do whatever Bibi wants provided they get their usual buy-offs in the form of subsidies and benefits – and have a much easier time managing his government. It seems simple enough to trade in the current coalition for a more rightwing and pliable one, but Netanyahu may find in the end that he is going to get more than he bargained for, because while this plan makes sense on paper, the path to getting there is not quite so easy.

For starters, a more rightwing coalition doesn’t necessarily mean a more pliable one. The truth is that for varying reasons, Netanyahu has very few allies left on the right aside from Yuval Steinitz and Bogie Ya’alon. Not only is he without allies, but leading rightwing politicians actively and openly despise him. President Ruvi Rivlin, whose Likud credentials are unimpeachable, would love nothing more than to see Bibi toppled following the prime minister’s failed attempt to prevent Rivlin from replacing Shimon Peres as Israel’s president and views Bibi as unnecessarily inflaming relations between Israeli Jews and Israeli Arabs. Gideon Sa’ar, who is enormously popular among the rank and file and who was the leading vote getter in the last Likud primary, resigned his ministerial and Knesset posts in September, but gave a “retirement” speech in which he made plain his disdain for Netanyahu and that he would be returning to politics in the near future. Moshe Kahlon, another popular Likud politician who was a main driver of Mizrahi votes for the party, suddenly quit the party right before the last election over reported differences with Bibi and has now formed his own party with the aim of siphoning more votes away from Netanyahu. The enmity between Netanyahu and the ascendant radical Likudniks such as Danny Danon and Moshe Feiglin is well-documented and this group smells blood in the water as an isolated Netanyahu now sits on an island occupying the left pole of the party. Then there is Avigdor Lieberman, who is zigging and zagging – including releasing his own peace plan last week – and trying to be all things to all people in hopes of fulfilling his long held dream of becoming prime minister one day himself. He is only going to cooperate with Netanyahu to the extent that it furthers his own career interests, and given that the best way of positioning himself is to differentiate himself from the current prime minister, I don’t anticipate much altruism from Lieberman being directed Bibi’s way.

Finally there is Naftali Bennett, who is slated to take over Yair Lapid’s role as Bibi’s bete noire in the next government. Despite appearing to have reached a detente in recent months, Bennett and Netanyahu are still at odds, still have personal issues with each other (thanks to Sara Netanyahu), and are natural political rivals. Unlike Lapid though, Bennett represents an actual threat to Bibi, because he has the ability to hit Bibi where it hurts by stealing the prime minister’s own base. I have been arguing for years that the real political threat to Netanyahu comes not from his left but from his right, and Bennett is the personification of that threat. He is more appealing to the settler right and to nationalists – and let there be no doubt that Netanyahu’s championing of the Jewish nation-state bill is primarily an effort to win back the mantle of Israel’s most vigilant nationalist – and more appealing to the economically conservative technology and entrepreneur class as he is one of them. The right trusts him in a way that they don’t trust Bibi, and this goes double for religious voters. Bennett has also made a naked play at broadening Habayit Hayehudi’s electoral appeal by amending the party’s constitution in September to allow him to directly appoint every fifth candidate to the party’s electoral list in order to get more secular and Russian candidates into Habayit Hayehudi’s Knesset bloc. The upshot of all this is that Bennet doesn’t want to help Netanyahu; he wants to replace Netanyahu. He knows that it is unlikely to happen outright in this election, but if Bennett emerges from elections with the second most mandates in the Knesset, he is going to spend his time either pulling Netanyahu rightward  – and loudly taking the credit for the results – or setting up showdowns designed to expose Netanyahu as a fraud to Israeli rightwing voters. Either way, Netanyahu may end up longing for the types of battles that he had with Lapid rather than those that will be orchestrated by Bennett.

Then there is Netanyahu’s assumption that the result of elections in March will be more overall Knesset seats for the rightwing bloc, and I’m not so sure about this one either. The current polls certainly reflect this to be the case, but the election is three months away and Israeli polls are notoriously unreliable. If Lapid and Livni band together, which by all indications is going to happen, it is going to pull the combined party to the left as Lapid will bring Livni along with the socially oriented economic program that he cares most about while Livni brings Lapid along with the peace process program that she cares most about, and such a party has a good shot of picking up more votes than the individual sum of its parts. In addition, Kahlon is polling well despite having literally no platform or real public positions yet, and that may dissipate very quickly once he is held to the fire. Even if it doesn’t, Kahlon’s party may end up being more leftwing than rightwing given his historical focus on socioeconomic issues for Israel’s more underprivileged sectors. The Israeli economy has suffered since the Gaza war, and if Netanyahu’s economic stewardship becomes a loud campaign issue, which Lapid and Labor are both trying to make happen, it does not bode well for any of the parties on the right given Netanyahu’s reputation as the godfather of unbridled Israeli capitalism.

Leaving aside the right more generally, Likud itself may not even match its current nineteen seats despite the early polls. Voters are wary about the state of the economy, and for the first time in a decade there is a real sense of unease over the domestic security situation given the spate of attacks in Jerusalem and the West Bank. Netanyahu’s choice of making such a big deal over the nation-state bill is also an odd one, as his traditional appeal is as the only experienced grownup in the room who can truly protect Israel in a time of growing threats. There is risk in pursuing this battle-tested strategy coming on the heels of a mixed performance in Gaza and new upheaval on the Palestinian front, but it is also true that many more Israelis are inclined to support Netanyahu’s no-nonsense rhetorical approach when they are feeling less safe. There is far less consensus on the nation-state Jewish identity issue than there is on being vigilant with Israel’s security, and by seizing upon the nation-state bill to benefit his own campaign, Bibi is taking a risk that he is actually using a wedge issue that will harm him. Likud is more likely to draw votes by primarily projecting itself as the ultimate guarantor of Israelis’ safety than by primarily projecting itself as the ultimate guarantor of Jewish identity. There is also the fact that a not insignificant chunk of voters seems to be annoyed that Netanyahu is going to early elections and don’t quite see the point beyond political expediency, which could hurt Likud. Finally, it is looking like with everyone gunning for Netanyahu personally, this campaign may end up being a referendum on the man himself, and while he has been popular enough to slide by with a plurality of votes in a very divided political system, he is not universally popular in any objective sense of the word.

A lot can happen in the three months between now and the election that will affect votes in unanticipated ways, be it rock throwers on the Temple Mount or Sara Netanyahu’s Haagen Dazs budget, but my educated guess this far out is that the right’s share is not going to be too much above 60-65 votes and that Likud is going to lose ground relative to Habayit Hayehudi so that the power imbalance between Netanyahu and Bennett narrows further. Netanyahu is living in a cocoon and has been at the top for so long that his instincts are off. If he ends up with a narrower margin above the leftwing parties than he is expecting along with a further empowered Bennett looking to stick a knife in his back at every opportunity, Netanyahu may just end up wishing that he had left well enough alone and stuck with his current low-grade headache rather than trading up for a migraine.

Turkey’s Competing Impulses On Israel

Almost one year after Bibi Netanyahu’s attempt to patch up relations with Turkey with his phone call apology to Tayyip Erdoğan as Barack Obama stood looking over his shoulder, Turkey is again talking about about normalizing relations with its former ally. In the eleven months since the apology, Turkey and Israel have been negotiating over the terms of an agreement, with precisely how much compensation must be paid to the families of those killed aboard the Mavi Marmara the major sticking point. Turkey has seemed in no rush to get a deal done, and at various times has made noise about Israel having to admit fault or to pay more money than Israel is prepared to do. And of course, Erdoğan and others have wasted no opportunity to bash Israel whenever convenient, either directly such as blaming Israel for the Egyptian military coup, or indirectly in referring to “dark forces” and “foreign powers” seeking to bring Turkey down. Formal negotiations may be taking place, but Israel and Turkey haven’t seemed terribly close to actually burying the hatchet.

Last month, however, news leaked that Turkish and Israeli negotiating teams were getting close to a final deal over compensation, and last week Ahmet Davutoğlu publicly confirmed that an agreement to normalize ties was in the works. As usual when it comes to this subject, I have been skeptical that this will actually happen, which is why I have resisted the impulse to write about it. Right on cue, two days after Davutoğlu made his announcement, Erdoğan came out and said that normalization won’t happen until Israel agrees in writing to completely end the blockade of Gaza. Israeli Strategic Affairs Minister Yuval Steinitz said yesterday that Israel is ready to sign an agreement but that Erdoğan himself is the stumbling block holding up a deal.

So what’s up with the mixed signals? Are Turkey and Israel close to an actual deal that will see ambassadors return to Tel Aviv and Ankara, or is this more of the same old routine? It is pretty easy to explain what is going on here, and it boils down to Turkey’s competing priorities that are pulling it in different directions. On the one hand, Turkey has had a very rough eight months. The Gezi protests, the economy spiraling downward, the lira crashing, the corruption scandal, the war between the AKP and the Gülenists, a growing Syrian refugee problem…it is entirely understandable that Turkey is feeling battered. On top of that, the Western response to attempts to blame Turkey’s problems on the U.S., Israel, Lufthansa, CNN, the Wall Street Journal, the interest rate lobby, the porn lobby, and anyone else the Turkish government can come up with has been to warn Turkey that it is destroying its reputation in Western capitals. When you add anger over Turkish behavior such as agreeing to buy a missile defense system from a Chinese firm under sanctions or funneling money to Syrian jihadi groups into the mix, Turkey all of a sudden has legitimate concerns about its relationship with the U.S. and EU countries. Viewed this way, the turn toward getting serious about reconciliation with Israel isn’t actually about Israel at all. Because the Turkish government in many instances takes an Israel-centric view of the world, it thinks that patching things up with Israel will solve its problems with Washington. By normalizing ties with Israel, it is signaling to the West that it is still a reliable ally who can be trusted, and that it shouldn’t be left on the outside looking in. Normalization with Israel is another way of saying, “We know we have behaved badly and in strange ways, but we haven’t gone all the way down the rabbit hole quite yet.” This explains Davutoğlu’s comments, particularly since the Foreign Ministry is more sensitive than other Turkish state institutions to Turkey’s perception among Western policymakers and its diplomatic status.

On the other hand is the force that generally drives everything in the Erdoğan era, which is Turkish domestic politics. I’ve written about this so many times that there’s no need for yet another megillah, but making up with Israel doesn’t exactly play well with your average Turk, and that goes double for Erdoğan’s base. I’ve seen some counterintuitive speculation that normalizing ties would be politically helpful since it will give the AKP a foreign policy victory that it can hold up, but I think that misreads the nature of Turkish politics along with mistaking the nature of whatever deal emerges. Forcing Bibi to apologize could be spun as bringing Israel to its knees; signing a deal to normalize relations that lets Israel pay some compensation money without any real movement on Gaza (since Israel is simply not going to end the blockade just because Turkey asks) doesn’t have the same shine to it. Erdoğan is looking at municipal elections next month – elections that he has repeatedly been touting as a harbinger of the AKP’s strength – and then the presidential election this summer and parliamentary elections next year. He is, as always, thinking about maintaining and growing his political power, and taking a hardline with Israel is a no-brainer for him electorally. He is already facing much lowered polling numbers and political approval ratings, so he can’t take a chance at losing what has been such a fruitful issue for him.

Which one of these impulses will win out? I claim no inside information on how the talks are actually going, and my general cynicism and conviction that domestic politics rules all makes me think that normalization is not actually close. But I have been wrong on this issue before and very well may be again, so I don’t rule anything out. These dueling constituencies though – the outside world and the domestic audience – are tough to satisfy simultaneously, so at some point Erdoğan will have to make a choice as to which constituency is more important for Turkey’s long term health and his own political survival, and which of these two outcomes he values more dearly.

When Rifts And Backstabbing Are Afoot, It Must Be Election Season

Days like today are my favorite kind here at O&Z, when the symmetry of politics in Israel and Turkey allows me to write one blog post that covers both countries simultaneously and satisfy all of my blog constituencies at once. Over the last 48 hours or so the prospect of elections in Israel and Turkey have caused rifts at the top of both countries with fighting and accusations of perfidy, some subtle and some decidedly unsubtle, between top government officials. Genuine friendships and relationships of convenience are both nearing the breaking point, which just goes to show you that democratic politics can be both beautiful and ugly at the same time.

Let’s start with Israel, where the Netanyahu-Barak bromance is now officially over and the fighting is out in the open in a very public and nasty way. Yesterday Netanyahu accused Barak of attempting to sabotage U.S.-Israel relations even further for the purpose of then coming across as the reasonable moderate who could repair damaged ties, a charge that Barak promptly denied (shameless plug #1: if you read O&Z last week, this news will not have surprised you). Amir Mizroch does his usual good job of summing up the situation but the upshot is that I don’t see how these two can continue to work together. I am sure that Barak did indeed try to throw Bibi under the bus while he was doing his tour around the U.S. and I am also sure that Netanyahu is busy trashing Barak behind the scenes to his friends in Likud. Barak is pretty clearly flailing around here in an attempt to increase his vote share before the elections and is just hoping that something will stick, whether it be his potshots at Avigdor Lieberman or his rapid backing away from Netanyahu. Given how little of a threat that Barak poses from a political standpoint, I’m not quite sure why Netanyahu is even engaging him rather than just ignoring him since I don’t see any potential upside for Bibi in getting dragged down into a brawl in the mud. In any event, like I wrote last week, I will be surprised if Barak finishes out his term as defense minister (and friend of O&Z Dov Friedman has one-upped me by predicting that Barak will be fired rather than quit). I should also reiterate that unless this is part of history’s most elaborate and well-executed long con, a strike on Iran is simply not in the cards right now. If it were, there would be zero public daylight between Netanyahu and Barak rather than all too public sniping.

Moving along to Turkey, the impending inaugural direct election for president is causing some interesting backstabbing as well, but in a much less public way that requires some reading between the lines. Prime Minister Erdoğan is widely believed to covet the top post, which will be infused with newfound power after the AKP replaces the current Turkish constitution with a new version, but current president Abdullah Gül has little desire to vacate the spot. Erdoğan is banking on the fact that he remains a popular figure credited with leading Turkey during a time of unprecedented economic growth and global prestige, but he also knows that he needs a way to sideline Gül so that Gül won’t stick around as prime minister. In this vein, he has been promoting his erstwhile ally (and new AKP member) Numan Kurtulmuş, adding him to the party’s Central Decision and Executive Council and is likely to name him deputy chairman as well (shameless plug #2: if you have been reading O&Z for the past few months, this news will not have surprised you). Gül, however, is showing signs that he will not be pushed aside so easily. In his opening address to parliament this week, Gül implicitly criticized Erdoğan without mentioning him by name in castigating the government on the imprisonment of elected BDP deputies, calling for more joint positions and joint contributions across political party lines (which is squarely aimed at what is taking place during the constitutional drafting process), and then taking a clear shot across the bow on the issue of press freedoms:

The reputation of a country grows when its writers, thinkers, opinion leaders are able to share their views without fear. In the same way, it is fundamental that journalists, newsmen and members of the media as a whole should face no obstacle in fulfilling their responsibility for informing the public. No one should be imprisoned because of expressing their views through the media. A clear distinction must be observed between those who incite violence and those who express an opinion.

This is the opening salvo in what I expect will be some more overt tension to come between Erdoğan and Gül. Turkey’s constitution is going to provide for a newly powerful president, and one of these two men is going to get the job. This relationship is a genuine one though of friendship and mutual respect, unlike the one between Netanyahu and Barak, and so the question that remains to be seen is how nasty things are going to get when all is said and done.

Heads I Win, Tails You Lose

I don’t know if you guys have heard, but apparently Israel is about to go to war with Iran. Not only that, but it doesn’t actually matter what is going in Israel or the rest of the world, because any event or environment can be interpreted to mean that an Israeli strike is just around the corner. In fact, an imminent Israeli attack can be predicted based on two diametrically opposed sets of facts. For instance, in May it was reported that the decision to attack was imminent because Israeli officials were being uncharacteristically silent, and this speculation lockdown meant that an attack was about to come. As one unnamed Israeli official said, “Nobody is saying anything publicly. That in itself tells you a lot about where things stand.” So the lesson is that when things are quiet, an attack is on the way. But wait – now there is a slew of reports that Israel has decided to attack because all sorts of officials are openly talking about it, and everyone knows that rampant speculation means that an attack is about to come. So the lesson now is that when there is lots of noise about an attack, an attack is on the way. Isn’t it nifty how that works? No matter what Israeli officials are saying and doing, a strike on Iranian facilities can be easily predicted.

The same can be applied to the looming presence of Bibi Netanyahu’s father, Ben-Zion Netanyahu. When Ben-Zion was alive, his influence over his son meant a strike was more likely. Now that he recently passed away, Bibi’s desire to heed his father’s warnings and sense of history make a strike more likely. How about the Likud-Kadima unity deal? When it was announced, some interpreted it to mean that a strike on Iran was now coming (which, for the record, I pointed out as bad analysis at the time). Now that Mofaz is even more clear that he opposes a unilateral Israeli strike, I have no doubt that someone somewhere has made the argument that Bibi let the coalition fall apart in order to pave the way for an attack on Iran. I could go on, but you get my point. The process at work here seems to assume that an attack will happen and then reverse engineer the facts to support that conclusion, rather than looking at the facts and trying to ascertain in light of those facts what is most likely to occur.

Rather than interpret any and every event as leading to war, let’s take a step back and assess actual factors that might mean an Israeli strike is more or less likely. To my mind, the recent extremely public chatter weighs against things, since successful Israeli strikes in the past – Iraq in 1981 and Syria in 2007 – were complete surprises and were not in any way publicly telegraphed. In contrast, we have heard that Israel was readying to strike at Iran for nearly a decade now, and yet it still hasn’t happened.

Also weighing against an attack is the fact that there is a lack of support for such a move from three influential groups. First is the Israeli public, which opposes a unilateral Israeli strike by 46% to 32%, and which has increasingly rated Netanyahu’s job performance as unsatisfactory over the past three months as he has ratcheted the war talk back up. Second is the U.S., whose top officials have repeatedly stated that sanctions should be given more time to work and have pleaded with Israel not to launch an attack. Third, and perhaps most significantly, Israeli officials aside from Netanyahu and Barak are staunchly opposed to a strike, and while the IDF has to carry out whatever orders are given, when the IDF chief of staff thinks that an attack is a bad idea, he is probably going to be listened to. There is also the inconvenient fact that there is no majority in the Shminiyah (or Octet), which is the inner security cabinet, for a strike on Iran, with Eli Yishai, Benny Begin, Dan Meridor, and Boogie Ya’alon all firmly opposed and Avigdor Lieberman and Yuval Steinitz reportedly wavering back and forth. Netanyahu and Barak are probably banking on the fact that the other six ministers will back them when push comes to shove, but that’s a real risk to take and the prime minister and defense minister cannot just make the decision on their own without the support of the rest of this group. In fact, one could make a good case that all of the recent war talk from the two men at the top is directed entirely at the Octet and that the chatter is completely about stirring up public pressure on them.

There are also the problems that Israel does not have the military capability to do the job thoroughly and completely by itself, that an attack on Iran would devastate the Israeli economy according to Israel’s central banker Stanley Fischer, and that the home front is woefully underprepared. There are indications that Netanyahu and Barak are deluding themselves about this last factor with their speculation that a retaliation from Iran would claim no more than 500 Israeli lives, but one would think that they will conduct a real and thorough analysis of the potential damage and loss of life before making any decision.

There are, however, two new factors that point to the conclusion that Netanyahu and Barak are readying an attack. First, the government just handed Netanyahu unprecedented procedural powers to delay ministerial committee decisions and to give himself a vote on every ministerial committee irrespective of whether he serves on it or not. This to me seems like a move to make a vote on Iran go Bibi’s way by eliminating debate and making it easier to put every single other issue to the side until the Iran outcome is to his liking. Second, after waiting months to appoint a replacement for outgoing Home Front Defense Minister Matan Vilnai, Netanyahu appointed Avi Dichter last night as Vilnai’s replacement, the Home Front Command is testing the emergency text message alert system this week, and gas masks and supply kits are being distributed around the country. This indicates that the government is suddenly taking the mission seriously of preparing its citizens for war, and unlike hawkish rhetoric, the recent moves are tangible and actually cost something.

So, all in all, it appears to me that a strike on Iran is still unlikely, but it is not out of the question. More stuff like this from the press and various analysts would be helpful, rather than people running around with their hair on fire and claiming that an attack is coming because the sun rose in the east this morning and will set in the west this evening. More facts please, and less rampant breathless speculation.
