When Rifts And Backstabbing Are Afoot, It Must Be Election Season

Days like today are my favorite kind here at O&Z, when the symmetry of politics in Israel and Turkey allows me to write one blog post that covers both countries simultaneously and satisfy all of my blog constituencies at once. Over the last 48 hours or so the prospect of elections in Israel and Turkey have caused rifts at the top of both countries with fighting and accusations of perfidy, some subtle and some decidedly unsubtle, between top government officials. Genuine friendships and relationships of convenience are both nearing the breaking point, which just goes to show you that democratic politics can be both beautiful and ugly at the same time.

Let’s start with Israel, where the Netanyahu-Barak bromance is now officially over and the fighting is out in the open in a very public and nasty way. Yesterday Netanyahu accused Barak of attempting to sabotage U.S.-Israel relations even further for the purpose of then coming across as the reasonable moderate who could repair damaged ties, a charge that Barak promptly denied (shameless plug #1: if you read O&Z last week, this news will not have surprised you). Amir Mizroch does his usual good job of summing up the situation but the upshot is that I don’t see how these two can continue to work together. I am sure that Barak did indeed try to throw Bibi under the bus while he was doing his tour around the U.S. and I am also sure that Netanyahu is busy trashing Barak behind the scenes to his friends in Likud. Barak is pretty clearly flailing around here in an attempt to increase his vote share before the elections and is just hoping that something will stick, whether it be his potshots at Avigdor Lieberman or his rapid backing away from Netanyahu. Given how little of a threat that Barak poses from a political standpoint, I’m not quite sure why Netanyahu is even engaging him rather than just ignoring him since I don’t see any potential upside for Bibi in getting dragged down into a brawl in the mud. In any event, like I wrote last week, I will be surprised if Barak finishes out his term as defense minister (and friend of O&Z Dov Friedman has one-upped me by predicting that Barak will be fired rather than quit). I should also reiterate that unless this is part of history’s most elaborate and well-executed long con, a strike on Iran is simply not in the cards right now. If it were, there would be zero public daylight between Netanyahu and Barak rather than all too public sniping.

Moving along to Turkey, the impending inaugural direct election for president is causing some interesting backstabbing as well, but in a much less public way that requires some reading between the lines. Prime Minister Erdoğan is widely believed to covet the top post, which will be infused with newfound power after the AKP replaces the current Turkish constitution with a new version, but current president Abdullah Gül has little desire to vacate the spot. Erdoğan is banking on the fact that he remains a popular figure credited with leading Turkey during a time of unprecedented economic growth and global prestige, but he also knows that he needs a way to sideline Gül so that Gül won’t stick around as prime minister. In this vein, he has been promoting his erstwhile ally (and new AKP member) Numan Kurtulmuş, adding him to the party’s Central Decision and Executive Council and is likely to name him deputy chairman as well (shameless plug #2: if you have been reading O&Z for the past few months, this news will not have surprised you). Gül, however, is showing signs that he will not be pushed aside so easily. In his opening address to parliament this week, Gül implicitly criticized Erdoğan without mentioning him by name in castigating the government on the imprisonment of elected BDP deputies, calling for more joint positions and joint contributions across political party lines (which is squarely aimed at what is taking place during the constitutional drafting process), and then taking a clear shot across the bow on the issue of press freedoms:

The reputation of a country grows when its writers, thinkers, opinion leaders are able to share their views without fear. In the same way, it is fundamental that journalists, newsmen and members of the media as a whole should face no obstacle in fulfilling their responsibility for informing the public. No one should be imprisoned because of expressing their views through the media. A clear distinction must be observed between those who incite violence and those who express an opinion.

This is the opening salvo in what I expect will be some more overt tension to come between Erdoğan and Gül. Turkey’s constitution is going to provide for a newly powerful president, and one of these two men is going to get the job. This relationship is a genuine one though of friendship and mutual respect, unlike the one between Netanyahu and Barak, and so the question that remains to be seen is how nasty things are going to get when all is said and done.

Turkish Parties Looking To The Future

There has been a fair amount of maneuvering by Turkey’s political parties in the last couple of weeks, suggesting that the AKP is trying to determine how best to extend its dominance – or perhaps more accurately, Prime Minister Erdoğan’s dominance – while the CHP senses an opportunity to cut into AKP gains for the first time in a decade. First, there was Erdoğan’s invitation to the HAS Party (Voice of the People) to merge with the AKP. HAS was founded by Numan Kurtulmuş, who, unlike Erdoğan, stuck with former PM Necmettin Erbakan following the ban on the Fazilet Party and then eventually broke with Erbakan to form HAS. Erdoğan and Kurtulmuş both grew up within Turkish political Islam, but they had very different styles. Whereas Erdoğan was, and is, more bombastic and a lot savvier politically, seeing the opportunity in breaking with his mentor and forming the AKP as a more moderate and reformist version of an Islamic-inspired party, Kurtulmuş stuck with Erbakan a lot longer and only founded HAS in 2010 after being forced out of Saadet by more conservative elements.

There is speculation that the reason Erdoğan has now invited HAS into the fold has to do more with Kurtulmuş than with HAS itself. As he announced yesterday, Erdoğan is only going to run as AKP leader one more time, which means that he needs a way to remain as the dominant figure within his party. While everyone anticipates that the new constitution spearheaded by the AKP will transform Turkey into a presidential system and that Erdoğan will run to be Turkey’s first newly powerful president, that does not mean that his path forward is completely clear. Should Turkey’s current president, Abdullah Gül, make a bid to be PM, then Erdoğan will have a serious and credible rival standing opposite him within his own party. Gül is a popular politician, a serious thinker, and less divisive than Erdoğan, and it is unclear that a President Erdoğan would be able to dominate a Prime Minister Gül. Kurtulmuş, on the other hand, is another story. He is exactly the type of PM that a President Erdoğan would want, since he is pliable and less likely to seek to carve out an independent power base from which to challenge Erdoğan. In fact, when the HAS Party was formed, some of its members were concerned that Kurtulmuş was not tough enough and that his lack of an “authoritarian mentality” would be a weakness compared to the leaders of other parties. Should HAS merge with the AKP, and all signs so far point to this happening, look for Kurtulmuş to slowly emerge as Erdoğan’s favored candidate to replace him as PM.

The other development is with regard to the CHP, which appears to be asserting itself more and more as it sees some crucial openings with which to challenge the ruling AKP. Kemal Kılıçdaroğlu has announced that the CHP will intensify its efforts to become a true social democratic party which not coincidentally coincides with a growing chorus of criticism over the AKP’s sometimes authoritarian impulses and actions. More interestingly, Kılıçdaroğlu’s speech to the CHP convention today hammered the government on foreign policy as well, suggesting that the CHP sees Turkey’s approach to the world (and more specifically, its policy on Syria) as becoming a political albatross. Given the way in which Turkey’s international status has grown amidst a nearly universal glowing reputation for Foreign Minister Ahmet Davutoğlu and the manner in which Erdoğan has all but accused the CHP of treason for criticizing government policy on Syria, this is a bold strike on Kılıçdaroğlu’s part. It remains to be seen if it will work, but the CHP is clearly banking its chips on the notion that Turks are beginning to get fed up with the AKP on both the domestic and foreign policy fronts. Should the more direct confrontation with Erdoğan and the clearer contrast between the two leading parties goad Erdoğan into some more intemperate statements, he might make the CHP’s point that it is time for a change all by himself. No matter what happens, we are in for some interesting months ahead on the Turkish political front.

Misreading Benny Gantz

Andrew Sullivan’s takeaway from the Benny Gantz interview is that the Israeli military does not view Iran as an existential threat, and he implies that much like many Israeli military leaders were opposed to the Iraq War, Gantz’s comments might mean that the same applies here too. Certainly Gantz is clear that he does not think Iran is developing nuclear weapons yet, but the quote that Andrew pulls out has to be read in its proper context, which is sorely missing. The full quote on Khamenei’s rationality is as follows:

“If the supreme religious leader Ayatollah Ali Khamenei wants, he will advance it to the acquisition of a nuclear bomb, but the decision must first be taken. It will happen if Khamenei judges that he is invulnerable to a response. I believe he would be making an enormous mistake, and I don’t think he will want to go the extra mile. I think the Iranian leadership is composed of very rational people. But I agree that such a capability, in the hands of Islamic fundamentalists who at particular moments could make different calculations, is dangerous.”

Two important points to note in here. First, Gantz is open to the possibility that because the Iranian leader is unquestionably an Islamic fundamentalist, he might at any point make a different decision that would not fall under the category of being rational. This means that Gantz does not have the same cocksure certainty about what Iran is ultimately going to do as Andrew does. It is trite to imply that Gantz does not see Iran as threatening or favor military action under the right circumstances when he leaves his reading of Khamenei’s actions open to revision. This leads to the second important point, namely that Gantz thinks Khamenei will pursue a bomb if the supreme leader believes that he can get away with it because Iran’s nuclear facilities are impervious to attack. This is in line with something that Gantz says earlier in the interview:

“The military option is the last chronologically but the first in terms of its credibility. If it’s not credible it has no meaning. We are preparing for it in a credible manner. That’s my job, as a military man.”

And on the question of whether the threat is existential for Israel as compared to America:

“We aren’t two oceans away from the problem – we live here with our civilians, our women and our children, so we interpret the extent of the urgency differently. “

The problem here, and the point that Sullivan misses, is that only the threat of serious military action transforms the threat from Iran from an existential, life-altering one into the kind of ordinary adversarial threat with which Israel is used to dealing, but Sullivan generally thinks that Israeli threats are an unquestionably bad thing. Gantz is not downplaying the possibility of an Iranian nuclear weapon that might be used against Israel, but stressing that just because Iran does not appear in his view to be developing nuclear arms right now does not foreclose completely the possibility that it will happen down the road. And the best way of making Iran stick to this path is by keeping the sword of Damocles hanging over its head. Does this mean that the Israeli military does not view Iran as an existential threat? I don’t think it does. It means that Gantz has a hard-eyed view of what it takes to contain this threat and ensure that it does not become unmanageable. As always, context is king. Even Abdullah Gül concedes the tough spot the Israelis are in with Iran in an interview in the current issue of Foreign Policy in which he says, “I don’t mean to in any way disregard the threat perception on the part of Israel either,” while expressing his opinion that Israel should not attack Iran.

Given all this, I think the Gantz interview actually makes me a bit more charitable toward Netanyahu, as shocking as that may be. Bibi’s constant threats and warnings certainly fulfill Gantz’s desire to make Israeli military action appear to be as credible as possible. I have written a bunch of times that I think Israel is bluffing and does not intend to strike Iran, and to the extent that this is true, it plays directly into what Gantz says has to be done to prevent Iran from trying to develop a nuclear weapon.

China Will Test Turkey’s Notion of Virtuous Power

Prime Minister Erdoğan and Foreign Minister Davutoğlu arrived in China today for the first visit by a Turkish PM in nearly three decades, with the aim of increasing trade and business ties including sealing the deal with China for it to build Turkey’s second nuclear power plant (the first is being built by Russia). A stronger relationship with China is undoubtedly good for Turkey’s economy and Chinese investment in Turkey will help to maintain Turkish growth, particularly given the fears of a hard landing raised by Turkish economic performance in the last quarter of 2011, which dropped off considerably from the first three quarters. Closer ties with China will, however, present a different sort of problem related to Turkey’s growing influence in global politics.

Sunday’s article in Zaman about Erdoğan’s visit to Xinjiang noted Turkey’s hard line against Muslim Uyghur separatists and Turkish support for Chinese territorial integrity. This in some sense a difficult position for Turkey to take given the large contingent of Turkish Uyghurs, but in another sense it is reminiscent of Turkey’s position on its Kurdish population, as Turkey too wants to avoid a separate Kurdistan at all costs and thus is sympathetic to Beijing’s position. On other high profile issues involving the global community, however, China and Turkey are moving in separate directions. China has been following Russia’s lead in blocking a stronger international response led by the U.N. to the fighting in Syria, which puts it directly at odds with Erdoğan’s call for Assad to leave and his condemnation of the U.N. for not doing more to protect civilians from Assad’s brutality. There is virtually no chance of China coming along to Turkey’s position given China’s championing of the principle of absolute sovereignty and opposing all interventions on humanitarian grounds, which is one of the bedrocks of Chinese foreign policy. On Iran, Turkey seems to be slowly moving closer to the West’s position of suspecting that Iran’s nuclear program is not solely a civilian one, and this too puts it at odds with China.

For the Turkey of ten years ago, these differences with China would not matter. Turkey would have been happy to discuss little but increased trade and economic opportunities and left it at that. The Turkey of 2012 though has ambitions to be a global power, and has inserted itself quite starkly into the forefront of both the Syrian and Iranian issues. In addition, President Gül last week announced a new Turkish defense doctrine of being a “virtuous power,” and subsuming humanitarian issues in Syria or possible nuclear intransigence in Iran to new opportunities for Turkish business presents a conflict with this idea of incorporating justice and human values into foreign policy. This is a tough balancing act for Turkey to pull off, and it is one instantly familiar to anyone who has studied American foreign policy in the post-WWII era. The U.S. often finds its values and its interests at odds, and the trick is finding a way to reconcile the two and emerge with a foreign policy that advances the latter without entirely selling out the former. As Turkey becomes a larger and more responsible geopolitical player, it will find itself running into this problem with increasing regularity, and it will be interesting to see if Davutoğlu and Gül, who both often speak in the language of justice and virtue with regards to foreign policy, continue pushing these ideas over the next decade as Turkey faces an array of contradictions that it has largely avoided in the past. These next few days in China will particularly bear watching to see how Erdoğan and Davutoğlu reconcile their desire to gain Chinese cooperation on Syria with their push for Chinese investment in Turkey and a larger market for Turkish manufacturing.
