Bibi’s Shameless Religious Gambit on Iran

Bibi Netanyahu and Ehud Barak have run into the problem that they appear to be virtually alone when it comes to deciding whether to strike Iran’s nuclear facilities. The two are so out on a limb at the moment that Shai Feldman, writing in Foreign Policy, declared the debate over attacking Iran to be over because Netanyahu and Barak lack the minimum consensus that would be required for military action. The defense and intelligence establishments are united in wanting to wait for the U.S. and not wanting to attack Iran unilaterally, and until Avi Dichter was added to the security cabinet formerly known as the Octet last week (which means that it is no longer a shminiya but a tishiya), the vote to attack Iran was reportedly split 4-4. A lot was made of the fact that Dichter is presumed to be on Netanyahu and Barak’s side and that adding him to the mix breaks the logjam, but I didn’t write anything about that last week because it is a faulty and ill-informed argument. A 5-4 vote is not going to be enough to launch a strike given the heavy opposition that exists to such a move; Netanyahu and Barak need to do some serious convincing and make real headway with the holdouts, who are Benny Begin, Dan Meridor, Moshe “Boogie” Ya’alon, and Eli Yishai.

It is this last name that is perhaps the toughest to move, because Begin, Meridor, and Ya’alon are all members of Likud and presumably Netanyahu has some more sway with them since he is their party leader (although my hunch is that Meridor, and to a lesser extent Begin, would never flip). Yishai, however, is a member of Shas, and that’s how we get to the outrageously cynical ploy that Bibi tried yesterday. For the uninitiated – although since you are reading a niche blog about Israeli politics right now, you probably don’t need this background – Shas is an ultra-Orthodox Sephardic party whose spiritual leader, Rabbi Ovadia Yosef, controls how its members vote despite not being an elected official of any kind. I wrote about this dynamic back in May, when Rabbi Yosef ordered Yishai to change his opinion on being willing to consider alternatives to the Tal Law. What you have in Shas is a theocratic party, in which the elected politicians are beholden to the party’s rabbinic leadership and dare not contravene rabbinic orders when it comes to taking public positions or voting on issues in the Knesset or the cabinet. With this in mind, yesterday Rabbi Ovadia Yosef – who holds no elected or official position in the Israeli polity and has zero to do with Israeli national security – was the recipient of a national security briefing on Iran. Not only was he briefed, but it was done by Yaakov Amidror, the head of the Israeli National Security Council, lest anyone think that this was not a big deal or little more than a courtesy for a former chief rabbi of Israel.

Make no mistake about what is going on here in case it isn’t already abundantly clear: Netanyahu is trying to swing a vote to launch a strike against Iran by convincing a religious leader to order an acolyte to vote a certain way. He is not trying to convince Yishai by making a cogent case for military action – or perhaps it would be more accurate to say that he has given up trying to do it this way – but is going above his head to Yishai’s rabbi, whom he knows Yishai is bound to follow, and telling a man with no national security experience at all and no training or education in evaluating intelligence or threat assessments that it is crucial to bomb Iran. Does anyone think that Amidror, a general and Israel’s equivalent of Tom Donilon, had any trouble at all convincing Rabbi Yosef about the urgent need to strike now in order to prevent Israel’s annihilation? For all of the outrageous things that go on in politics, and Israeli politics in particular, this represents an absolute low. It is a naked appeal to religious authority made to a theocratic party in which politicians serve as mouthpieces for rabbis. The reason that Shas has never taken an interest in foreign affairs is because its spiritual leaders don’t care about the issue, and to prey on that ignorance in order to influence a crucial position on national security is nothing short of abominable.

There are two conclusions to be drawn from this sorry and craven episode. First, Netanyahu is desperate since he realizes that he is fighting a steep uphill battle and he will resort to anything, no matter how blatantly insulting and undemocratic, to get an advantage. Second, Netanyahu and Barak’s argument for an attack is not only falling on deaf ears but is so weak on its face that they both know it cannot win on its own merits. Briefing Eli Yishai’s rabbi is not a move made out of strength, but one made out of a position that is even weaker than anyone could have realized. If this svengali routine is the best that Netanyahu can come up with, I hope for his sake that he has something better when it comes to the rest of his security cabinet, since unlike Yishai, the three Likud holdouts do not answer to a higher authority.

What Is Shas Doing In Turkey? UPDATED

Over the weekend, the news emerged that an Israeli delegation of Shas MKs, European Haredi rabbis, and Bar-Ilan University professor of Arabic and Islam Moti Kedar made a secret visit to Turkey last week. According to the reports in the Israeli press, the group was led by Shas MK and deputy finance minister Yitzhak Cohen and had approval from Prime Minister Netanyahu’s office, although it appears that the Foreign Ministry was not on board with the trip and even tried to sway Cohen from attending some of the meetings. It also appears as if the group was invited to Turkey by “local interfaith organizations” and met with Turkish parliamentarians, including some from the AKP.

There are a number of strange things going on here. First, I can’t find any mention of this secret visit in the Turkish press. As of last night there were zero references to it in either the English language Hürriyet Daily News or Today’s Zaman, or in the Turkish language Hürriyet, Zaman, or Radikal. The Turkish press might not be reporting the story because the government does not want it to get out that members of the AKP have been meeting with Israeli officials, or it might be that the Turkish press finds this to be a non-story, but it’s odd to me that nobody in Turkey has any original reporting on this and that the Turkish papers haven’t even picked up the story from the Israel press.

Second, I’d love to know the identity of the unnamed interfaith groups that invited the Israeli delegation to Turkey and presumably set up meetings for them with Turkish MPs. The first group that comes to mind, of course, is the Gülen movement, and Gülenists certainly have the sway to set up meetings between Cohen and AKP officials, but then we run into the problem that the Gülenist newspapers – Today’s Zaman and Zaman – have been completely silent about the trip. One would think that if the Gülenists had arranged the trip, their press outlets would be touting it. It’s also a strange mix of people that the unnamed interfaith groups invited, with its combination of Israeli Haredi Knesset members, non-Israeli European rabbis, and Moti Kedar, who is a rightwing academic known for his willingness to tangle with al-Jazeera hosts in Arabic but to my knowledge is not an expert on Turkey. The Shas MKs would certainly have a reason to talk to the AKP and try to improve official ties between Israel and Turkey, but the Europeans and Kedar have no purpose for being there in this regard, and so it almost looks like the point of the trip was indeed about some sort of interfaith dialogue and that any political meetings Cohen had were entire ancillary to the whole thing.

Third, the reported disagreement between Netanyahu’s office and the Foreign Ministry is intriguing. Avigdor Lieberman is a vocal hardliner when it comes to Turkey, and reiterated that Israel has no intention of apologizing to Turkey during his meetings with Turkish journalists in Israel last month. That the Foreign Ministry under Lieberman would not want Israeli MKs traveling to Turkey and meeting with the AKP with no strings attached and without embassy supervision is not at all surprising. This incident might signal a real split between Netanyahu and Lieberman over repairing the relationship with Turkey. In this light, the fact that Shas members are the ones who went to Turkey takes on greater significance, since there is outright hostility between Shas and Lieberman’s Yisrael Beiteinu, and between Lieberman and Shas head (and Interior Minister) Eli Yishai. If there is any party that would have no hesitation at all over crossing Lieberman and going against the wishes of the Foreign Ministry, it would be Shas. On the other hand, if this was a delegation explicitly sent by Netanyahu, it would strange to send Cohen and Nissim Zeev rather than Likud MKs or even one of Bibi’s personal advisers. Shas is not known for its expertise or even interest in foreign affairs, and using Shas MKs to act as diplomats would be highly unusual.

So in sum, something about this whole thing seems off to me. It doesn’t seem like it was orchestrated or initiated by Netanyahu even though he seems to have had no problem with it, and the veil of secrecy also makes little sense if it was not a delegation empowered to do much of anything. There would be no reason for the cloak and dagger routine over an attempt at interfaith dialogue, but there would also be no reason to have European rabbis and Kedar on the trip if it were anything but that. If the trip was actually planned as an interfaith dialogue but Cohen and Zeev were instructed to carry out a side mission of talking to the Turkish government, then the secrecy surrounding the trip was even more ill-conceived since once the story leaked it would ruin any efforts at plausible deniability. Basically, I can’t quite figure out what is going on here. If anyone has any ideas, I’d love to hear them.

UPDATE:

Somehow I missed  that Today’s Zaman ran a short piece yesterday quoting Ynet on the Shas visit to Turkey (thanks to Claire Berlinski for alerting me to that), but after I wrote this post last night, the Turkish language dailies this morning ran with the story of the Israeli delegation’s visit, so ignore my speculation above on why the Israeli press had this story but the Turkish press didn’t. The Turkish press did make a big contribution to our knowledge though by reporting that the Israeli delegation met with, among others, the notorious Adnan Oktar (otherwise known by the honorific Adnan Hoca or by his real assumed name, Harun Yahya), who was presumably the “local interfaith organization” that invited Cohen and his cohort to Turkey. If you’ve never heard of Oktar, take ten minutes and read this right now, and you will have gotten your fill of daily entertainment. For those who want the short version, Oktar is a Turkish televangelist known for being a Holocaust denier and for keeping what is literally a harem. He has also been charged with a bevy of crimes including rape, blackmail, theft, and cocaine possession. He is currently popular with the Israeli rabbinical crowd as he has denounced his former views on Jews and the Holocaust and defends Jews as vigorously as he used to denounce them. He has in the past scored a meeting with Israel’s Ashkenazi Chief Rabbi Yisrael Meir Lau and has a long-standing relationship with Kedar, which explains how Shas MKs would be coming to Turkey at his invitation but does not even come close to explaining why Israeli rabbis and officials are granting Oktar any shred of legitimacy. Is Israel really so desperate for a friendly face that it can’t find anyone with a more stable background than Oktar? It also sheds some new light on why the Foreign Ministry, which is presumably more familiar with Oktar’s exploits than the prime minister’s office, might have had reservations about the whole thing.

Gallimaufry: Adelson, Clark, Architecture, and Curiosity

You know the gallimaufry drill by now. I read a bunch of interesting or infuriating things this week that either required too little commentary for a separate blog post or have absolutely nothing to do with Israel, Turkey, the Middle East, or foreign policy, so let’s get started.

First is the essay on Jim Lobe’s blog by Marsha Cohen loathsomely titled “Protocols of the Elders of Las Vegas” which should have been more accurately and self-referentially named “Protocols of the Elders of Morons” given Cohen’s line of reasoning. Cohen’s argument – and I use that term loosely – is that there is a conspiracy afoot in which billionaire Republican Sheldon Adelson wants to “devote a small portion of his vast wealth to a neoconservative agenda determined to thwart negotiations between the Israeli government and the Palestinians; prevent the reelection of an incumbent U.S. president; engineer the destruction of political liberalism; and reshape the political environments of the U.S. and Israel by funding the election of politicians who serve his own corporate and ideological interests.” Cohen outlines Adelson’s myriad of immoral and illegal activities such as establishing a conservative think tank and a right wing newspaper in Israel, donating money to AIPAC, contributing money to political campaigns, devoting his time to political and philanthropic causes rather than concentrating solely on his business interests…wait, what’s that you say? None of this is immoral or illegal in any way? But Marsha Cohen claims that Adelson is orchestrating a vast illicit conspiracy! What Cohen is either too dim to see or too partisan to acknowledge is that under the First Amendment and the Supreme Court ruling in Citizens United, Adelson has every right to do all of these things, and in fact the only one that Citizens United specifically enabled him to do is donate tens of millions of dollars to Super PACs. Adelson has lots of money and is entitled to use it as he sees fit, and the real problem that Cohen has is not that Adelson is doing these things, but that he is doing them for Republicans. The implication is that right wing ideas, and particularly neoconservative ideas – which believe it or not have a long tradition in American political thought and discourse – are illegitimate and thus can only be advanced through nefarious means. I don’t agree with Adelson’s views on much of anything, and I think that Citizens United was a poorly decided case that has negatively reverberated in the exact way that the majority dismissed out of hand, but none of that is the point. The point is that Marsha Cohen thinks it appropriate to play on the most anti-Semitic of conspiracy theories about Jewish puppet masters using their money to control the world (and if you think I am being overly dramatic, go back and read again the verbatim quote where she describes what Adelson is doing) and has no problem retching venomous illiberal bile regarding free speech because she doesn’t like Adelson’s views. Someone please explain to me why a person willing to stoop to such an abhorrent low should be allowed in polite company.

Moving from unsubstantiated attacks to those with a little more substance, former NATO Supreme Allied Commander Europe and erstwhile presidential candidate General Wesley Clark has a new gig hosting a reality show on NBC called Stars Earn Stripes in which B-list celebrities perform simulated special forces military challenges, and it has a bunch of people upset on the left because it glorifies violence and a bunch of people upset on the right because it cheapens the military. Spencer Ackerman wrote an absolutely devastating putdown of Clark’s post-Army career, accusing Clark of being an unprincipled corporate shill, a failure as a general, and an idiot to boot. Clark’s son, Wesley Clark Jr., then emailed Andrew Sullivan with a defense of his dad that vociferously defended him from all of Ackerman’s charges and explained his decision to become a temporary reality show host as a way to get some much needed rest and spend time with his grandchildren. The entire exchange is really quite extraordinary, and you should read Ackerman’s critique and Clark Jr.’s retort.

From the Department of Comically Entertaining Miscellany, the New York Times had a great piece about a guy living on the North Shore in Massachusetts named John Archer who has constructed a 13,000 square foot mansion out of architectural salvage. Archer is clearly a unique kind of eccentric who has spent what has to be millions of dollars constantly buying and building and renovating, and the article about him is fascinating, but what you really want to look at is the accompanying slide show of pictures of Archer’s house. It is weird and stunning and beautiful and confusing all at the same time. Make sure to check out picture 13, in which there is a house in the background that looks like it was plucked from a medieval storybook and then you realize that it is actually the Danvers wing of Archer’s own house, and picture 16, which could pass for an Oxford dining hall.

Finally, I can’t let the opportunity pass without linking to something about the Mars Curiosity rover, which has to be the most impressive feat of science, creativity, and engineering in the history of mankind. Don’t believe me? Watch this 5 minute video simulation showing how Curiosity plunged through the Martian atmosphere at 13,000 miles per hour, slowed down to 200 mph with a supersonic parachute, hovered above the surface of Mars by basically turning itself into a jet-pack, and was then lowered to the ground on a sky crane. Then contemplate that there are people walking this Earth who not only imagined that such a thing could be possible but figured out how to do it, and then made it work despite the fact that it takes 14 minutes for signals to travel from Mars to Earth but 7 minutes for Curiosity to get from the atmosphere to landing, so that this was all done completely blind (!). It is literally the most incredible science fiction come to life, and I challenge anyone to watch this video and then tell me that not every single penny spent on the space program is completely and entirely justified.

Should Turkey Host The Olympics?

The bid to host the 2020 Summer Olympics has been whittled down to three cities – Tokyo, Madrid, and Istanbul – and Turkey has been lobbying particularly hard to be named as the host country. Writing in the National Review, Michael Rubin argues that Istanbul should not be selected to host the Olympics, punctuating his point with the remarkable statement that “awarding Istanbul the games could do more to undercut the Olympic spirit than any choice since Berlin in 1936.” The reason that Rubin thinks that holding the Olympics in Istanbul would be such an affront to the Olympic spirit is because he believes Turkey’s bid is contingent upon its status as a Muslim majority country and is hence an appeal to religious parochialism. Rubin contends that Prime Minister Erdoğan views the potential Istanbul games as the “Muslim Olympics” and states that what he terms “religious affirmative action” should not trump other problems with the Istanbul bid such as Turkey’s lack of press freedom, its occupation of Cyprus, and security problems due to the PKK.

Rubin is a serious scholar, but this is a laughable argument built upon a host of misleading and shoddy evidence. Rubin’s central claim is that Turkey views hosting the Olympics as a religious statement, and his evidence for this is a remark Erdoğan made while in London for the recent summer games complaining that no Muslim majority country has ever hosted the Olympics and that the Istanbul 2020 logo features religious symbols by incorporating mosques and minarets. These two facts lead Rubin to conclude that awarding the Olympics to Istanbul would be to “assign the Olympics on the basis of religion.” Looking at Erdoğan’s remarks, however, and inferring that he is making a religious argument, rather than pointing out the possibility of bias, is a stretch. The full quote from Erdoğan, which Rubin truncates, is, “No country with a majority of Muslim population has ever hosted the Olympics. People will ask ‘Why? What is missing?’” He also said during the same interview, “This is the third time for London, Madrid was the host twice. Tokyo has hosted three games. Istanbul has bid to host the Olympics five times but has never been handed the rights. This is not a fair approach, and I shared this situation with Rogge.” People can infer whatever they like from this, but it seems pretty clear to me that Erdoğan is not rooting Turkey’s bid in religion, but rather bringing up issues of unfairness in past bid decisions, one of which is the fact that Muslim countries have always been passed over. Rubin also dredges up an 18 year old quote from Erdoğan about his being a “servant of shari’a” which I suppose means that the U.S. should never have been awarded the 2002 Winter Games in Salt Lake City since President Bush reportedly said that God speaks through him and that God wanted him to run for president, so those games must have been an explicit affirmation of Christianity in Rubin’s view.

Rubin’s argument about Istanbul’s logo is problematic as well. Anyone who has ever been to Istanbul will immediately recognize the 2020 logo as an attempt to approximate the iconic Istanbul skyline. Are there lots of minarets in Istanbul? There sure are, but that hardly means that a drawing of some of Istanbul’s most famous features is an overtly religious symbol. You will also notice the Galata Tower prominently featured in the logo, which was built by Genoese traders who named it the Tower of Christ and has never had any Muslim religious significance or been used as a mosque, but you wouldn’t know that from Rubin’s characterization. The logo is an attempt to capitalize on the fact that Istanbul’s historic structures make it instantly recognizable, and is no different than the previous London Olympics logo that featured Big Ben and the Houses of Parliament. This is all the more evident in light of the fact that Istanbul’s bid organizers have purposely structured their bid around incorporating Istanbul’s historic landmarks into the Olympic venues, so the logo is just an extension of that strategy. The fact that Istanbul’s logo has minarets is incidental, not any type of coded religious message.

Rubin’s other primary argument is that Turkey is a bad choice for the Olympics because of its various issues with democracy and human rights. Certainly nobody can accuse me of being unaware of the many problems with Turkish democracy, but considering that the 2008 Summer Games were in China and that the 2014 Winter Games are in Russia, this line of reasoning rings hollow. If you are going to make an argument that the Olympics should only ever be held in liberal democracies, go right ahead, but Rubin does not make that argument. Instead, he is holding Turkey to a standard that does not exist for Olympic bids, and the credibility of this line of reasoning really breaks down in light of the fact that he unfavorably compares Turkey to Russia and China, both of which are unquestionably less democratic than Turkey. The assertion that Turkey should be disqualified because “for the Olympics to be a showcase, journalists must be allowed to ply their trade freely” with the unspoken implication that reporters from foreign countries will be jailed should they write unfavorably about the Istanbul Olympics is too silly to even deserve a comment. Additionally, the war against the PKK in southeastern Turkey is no reason to disqualify Istanbul (in Turkey’s northwest corner) on security grounds, and this is particularly so given London just pulling off an incident-free games despite serious worries about jihadist threats. The one place where Rubin is on solid ground is his concern over corruption in the construction industry, but eight years seems like plenty of time to ensure that Turkey’s Olympic venues and tourist lodgings are up to code.

In short, it is difficult to take Rubin’s argument about the Olympics at face value. Turkey has plenty of problems, but as the issues Rubin brings up have never disqualified any other country, including places like China and Russia that are far worse serial abusers of political and civil liberties, I fail to see why Turkey should be a special exception. The comparison to Berlin in 1936 is also outrageously inappropriate, and if Rubin really thinks that awarding the Olympics to Istanbul would undercut the Olympic spirit more than any other venue since then, I would love to read a more detailed exploration of how Moscow in 1980 or Beijing in 2008 better exemplified Olympic values than Istanbul today.

Turkey’s Dysfunctional Politics

If someone told you that there was a country whose government sealed off a district and cut off all information to the outside world and its own citizens for weeks in order to fight violent separatists, where a member of parliament was kidnapped by a terrorist group, where there are thousands of refugees streaming across the border, where the army is engaged in a virtual war inside its own borders but the parties in parliament cannot agree to even meet to discuss the best course of action, you would be justified in thinking that the country being described is well on its way to being a failed state. I am of course listing events that have taken place over the past month in Turkey, which is certainly nowhere close to being a failed state, but I do so to illustrate just how quickly Turkey’s fortunes are slipping. By any measure, Turkey has had an incredible run over the last half decade as its economy has boomed and its global clout has increased, but as Turkey deals with chaos next door in Syria and chaos at home with the PKK, it appears that darker days lie ahead.

To a large extent, all of this is out of Turkey’s control. Irrespective of how shoddily the government has dealt with the Kurdish issue, the PKK is a terrorist group that cannot be allowed to run free in pockets of southeastern Turkey. Similarly, there is nothing Turkey could have done to prevent the Syrian civil war (even if it is not handling the situation so well now). The problem is that Turkey’s politics is increasingly looking broken, and a dysfunctional political system exacerbates all of the dilemmas that Turkey currently faces.

On the Kurds and the PKK, the dysfunction starts at the top. Erdoğan has moved from the standard nationalist/Kemalist policy he inherited to the short-lived Kurdish Opening to a more limited recognition of Kurdish identity that does not go nearly far enough in solving the problem. All signs point to the AKP and the MHP banding together to ensure that Kurdish identity and Kurdish rights are buried in the new Turkish constitution, and Erdoğan believes that eradicating the PKK will solve all problems. This is not a policy as much as it is wishful thinking, and the reluctance to sit down and figure out the hard but necessary steps to be taken is not an indication of a strict zero tolerance policy on terrorism but an indication of political amateurishness. It is incredible – and I mean this in the literal sense of stretching the bounds of credulity rather than in any positive sense – that the AKP and CHP cannot agree to both attend a special session of parliament to talk about PKK attacks in the aftermath of Hüseyin Aygün’s kidnapping and whatever is going on in Şemdinli. Imagine if Nancy Pelosi called for a special House session following al-Qaida attacks in New Mexico that were met with an overwhelming but secret military response, and John Boehner and the GOP simply refused to attend so as not to legitimate al-Qaida. It demonstrates the astonishing arrogance of the AKP and the feckless impotence of the CHP, and neither of these things make for a functioning and efficient political system.

A similar dynamic is at work when it comes to Syria. Nobody is going to look at the Turkish government’s Syria policy and describe it as successful. Erdoğan clung to Assad for too long, and then cut him loose with assorted threats on which Turkey has not and cannot make good. The endless whispers of buffer zones and calls for international intervention are entirely hollow since they have zero chance of happening, and because Turkey is hamstrung, it could not even mount an effective response to shots across the border or the downing of the Turkish jet (and as Claire Berlinski has extensively pointed out, we still don’t know the full story of what happened). The CHP has been hammering away at the AKP’s ineffectiveness on Syria, and yet it’s ever so brilliant plan is an international conference. Have you ever heard of a more uninspired, platitudinous, hopelessly naive solution than the following one expressed by Kemal Kılıçdaroğlu? “After expressing their views on the issue at the opening of the conference, the Syrian administration and opposition should negotiate under the supervision of the secretary-general of the UN. In the final portion of the conference, a document of agreement prepared by the secretary-general of the UN, reflecting an agreement between the Syrian opposition and administration could be submitted to the UN Security Council.” This is the best that Turkey’s main opposition party can come up with?

A dysfunctional political system with parties that cannot agree to even talk to each other without a bevy of flying insults and outrageous accusations is not a hallmark of a rising power. It is the mark of a state bound to crash against its own limits. An important component of Turkey’s foreign policy is crumbling as its relations with Syria and Iran deteriorate to open hostility, but Ankara should be paying more attention to its own domestic political problems, because Turkey’s external strength is supported first and foremost by its internal political foundation, which is dangerously teetering.

Heads I Win, Tails You Lose

I don’t know if you guys have heard, but apparently Israel is about to go to war with Iran. Not only that, but it doesn’t actually matter what is going in Israel or the rest of the world, because any event or environment can be interpreted to mean that an Israeli strike is just around the corner. In fact, an imminent Israeli attack can be predicted based on two diametrically opposed sets of facts. For instance, in May it was reported that the decision to attack was imminent because Israeli officials were being uncharacteristically silent, and this speculation lockdown meant that an attack was about to come. As one unnamed Israeli official said, “Nobody is saying anything publicly. That in itself tells you a lot about where things stand.” So the lesson is that when things are quiet, an attack is on the way. But wait – now there is a slew of reports that Israel has decided to attack because all sorts of officials are openly talking about it, and everyone knows that rampant speculation means that an attack is about to come. So the lesson now is that when there is lots of noise about an attack, an attack is on the way. Isn’t it nifty how that works? No matter what Israeli officials are saying and doing, a strike on Iranian facilities can be easily predicted.

The same can be applied to the looming presence of Bibi Netanyahu’s father, Ben-Zion Netanyahu. When Ben-Zion was alive, his influence over his son meant a strike was more likely. Now that he recently passed away, Bibi’s desire to heed his father’s warnings and sense of history make a strike more likely. How about the Likud-Kadima unity deal? When it was announced, some interpreted it to mean that a strike on Iran was now coming (which, for the record, I pointed out as bad analysis at the time). Now that Mofaz is even more clear that he opposes a unilateral Israeli strike, I have no doubt that someone somewhere has made the argument that Bibi let the coalition fall apart in order to pave the way for an attack on Iran. I could go on, but you get my point. The process at work here seems to assume that an attack will happen and then reverse engineer the facts to support that conclusion, rather than looking at the facts and trying to ascertain in light of those facts what is most likely to occur.

Rather than interpret any and every event as leading to war, let’s take a step back and assess actual factors that might mean an Israeli strike is more or less likely. To my mind, the recent extremely public chatter weighs against things, since successful Israeli strikes in the past – Iraq in 1981 and Syria in 2007 – were complete surprises and were not in any way publicly telegraphed. In contrast, we have heard that Israel was readying to strike at Iran for nearly a decade now, and yet it still hasn’t happened.

Also weighing against an attack is the fact that there is a lack of support for such a move from three influential groups. First is the Israeli public, which opposes a unilateral Israeli strike by 46% to 32%, and which has increasingly rated Netanyahu’s job performance as unsatisfactory over the past three months as he has ratcheted the war talk back up. Second is the U.S., whose top officials have repeatedly stated that sanctions should be given more time to work and have pleaded with Israel not to launch an attack. Third, and perhaps most significantly, Israeli officials aside from Netanyahu and Barak are staunchly opposed to a strike, and while the IDF has to carry out whatever orders are given, when the IDF chief of staff thinks that an attack is a bad idea, he is probably going to be listened to. There is also the inconvenient fact that there is no majority in the Shminiyah (or Octet), which is the inner security cabinet, for a strike on Iran, with Eli Yishai, Benny Begin, Dan Meridor, and Boogie Ya’alon all firmly opposed and Avigdor Lieberman and Yuval Steinitz reportedly wavering back and forth. Netanyahu and Barak are probably banking on the fact that the other six ministers will back them when push comes to shove, but that’s a real risk to take and the prime minister and defense minister cannot just make the decision on their own without the support of the rest of this group. In fact, one could make a good case that all of the recent war talk from the two men at the top is directed entirely at the Octet and that the chatter is completely about stirring up public pressure on them.

There are also the problems that Israel does not have the military capability to do the job thoroughly and completely by itself, that an attack on Iran would devastate the Israeli economy according to Israel’s central banker Stanley Fischer, and that the home front is woefully underprepared. There are indications that Netanyahu and Barak are deluding themselves about this last factor with their speculation that a retaliation from Iran would claim no more than 500 Israeli lives, but one would think that they will conduct a real and thorough analysis of the potential damage and loss of life before making any decision.

There are, however, two new factors that point to the conclusion that Netanyahu and Barak are readying an attack. First, the government just handed Netanyahu unprecedented procedural powers to delay ministerial committee decisions and to give himself a vote on every ministerial committee irrespective of whether he serves on it or not. This to me seems like a move to make a vote on Iran go Bibi’s way by eliminating debate and making it easier to put every single other issue to the side until the Iran outcome is to his liking. Second, after waiting months to appoint a replacement for outgoing Home Front Defense Minister Matan Vilnai, Netanyahu appointed Avi Dichter last night as Vilnai’s replacement, the Home Front Command is testing the emergency text message alert system this week, and gas masks and supply kits are being distributed around the country. This indicates that the government is suddenly taking the mission seriously of preparing its citizens for war, and unlike hawkish rhetoric, the recent moves are tangible and actually cost something.

So, all in all, it appears to me that a strike on Iran is still unlikely, but it is not out of the question. More stuff like this from the press and various analysts would be helpful, rather than people running around with their hair on fire and claiming that an attack is coming because the sun rose in the east this morning and will set in the west this evening. More facts please, and less rampant breathless speculation.

A Small Window Into Declining U.S. Influence

The big news in the Middle East over the weekend was new Egyptian president Mohamed Morsi’s sacking of the twin leaders of the SCAF, defense minister Hussein Tantawi and chief of staff Sami Anan, and annulling the SCAF’s previous constitutional declaration that gave it wide ranging legislative and executive powers. For some analysis about what all of this might mean, try Marc Lynch or Issandr El Amrani or my friend and fellow Georgetown compatriot Hesham Sallam. I have my own thoughts, but I’d instead like to make a wider point about what this tells us about American influence. One of the most notable aspects of what happened yesterday is that the president of Egypt got rid of the defense minister, chief of staff, and service heads with one fell swoop, yet the U.S. had absolutely no hint that this was coming. To give you a sense of just how much of a surprise this was, remember that last month Hillary Clinton met with Tantawi separate from her meeting with Morsi while in Egypt, and I’d wager that the meeting with Tantawi was the one that contained a more in-depth and far-ranging discussion. A couple of weeks ago Leon Panetta was in Egypt and he met with Tantawi as well and afterward said that “it’s my view, based on what I have seen and the discussions I’ve had, that President Morsi and Field Marshal Tantawi have a very good relationship and are working together towards the same ends.” Doesn’t sound like a guy expecting Tantawi to be forced into early retirement just two weeks later, does it? It also doesn’t sound like a guy particularly eager for such a step to be taken.

I do not mean to suggest that Egypt has any obligation to run its policy by the U.S. before doing anything, since Egypt is a sovereign state and has the right to do whatever it likes in this regard. It is certainly curious though that Egypt receives $1.3 billion annually from the U.S. in military aid, not to mention the fact that the U.S.-Egypt relationship is largely built on military to military ties and security issues, and Morsi did not feel the need to even give the U.S. a heads up that this was coming down the road. I understand the need to keep a move like this quiet before it happens, but there’s no way this was a snap decision; it’s not like Morsi woke up yesterday morning and just felt like replacing Egypt’s entire military leadership. That the administration or DoD did not know about this beforehand – and David Ignatius is clear on the fact that they did not – says a lot about the limits of American influence these days. Clinton and Panetta just wasted a whole lot of time for nothing, and irrespective of whether Morsi did this on his own or whether it was the result of an internal military coup (after all, Tantawi and Anan were both replaced by other SCAF members), the shadow of the U.S. should be long enough that either Morsi or other senior officers would have told someone here what was about to go down. It’s tough to imagine the U.S. having zero inkling of a complete turnover of Egyptian military leadership five or ten years ago, and I think this isn’t just about Morsi but about the Egyptian military as well.

Egypt is not the only place where the limits of U.S. influence are strikingly apparent. Israel is awash in speculation that Bibi Netanyahu and Ehud Barak have made the decision to strike Iranian nuclear facilities this fall, despite the fact that the U.S. has sent a parade of officials to Jerusalem – including Panetta on that same trip two weeks ago  – pleading with Israel to give sanctions some more time. Again, as with Egypt, Israel has every right to do what it wants, particularly when it has legitimate fears about Iran, but compare this to the 1991 Persian Gulf War, during which U.S. influence with Israel was so strong that it was able to convince Israel to sit tight as Saddam Hussein launched 42 Scud missiles at Tel Aviv and other Israeli populations centers. Of course, Israel has not yet launched an attack (and I plan on writing later this week about why I remain skeptical that it will), but the fact that it is being so openly contemplated and Israeli officials are saying nasty things to the press about American knowledge and intelligence capabilities demonstrates the depths to which U.S. influence with Israel has fallen. Israel is contemplating a strike despite not having the weaponry to completely eliminate Iran’s nuclear program and despite U.S. public and private assurances that it will not tolerate Iran producing a nuclear weapon, and that tells you all you need to know about waning American sway.

Power can be measured in lots of different ways. From a military/resources standpoint, the U.S. is doing perfectly fine. But power consists of many other things as well, such as persuasion or being kept in the loop. On these other measures, this weekend highlighted pretty clearly that U.S. influence could use some real strengthening.
