Maureen Dowd and Anti-Semitic Imagery

Maureen Dowd’s column in this morning’s New York Times going after Dan Senor and other neoconservatives has made a lot of people upset. Titled “Neocons Slither Back,” it employs a number of disturbing classical anti-Semitic tropes and images. After quoting from Paul Ryan’s hawkish foreign policy speech to the Values Voter Summit, Dowd writes, “Ryan was moving his mouth, but the voice was the neocon puppet master Dan Senor,” and later describes him as the “ventriloquist” for Ryan and Mitt Romney. In talking about GOP foreign policy, she says, “After 9/11, the neocons captured one Republican president who was naïve about the world. Now, amid contagious Arab rage sparked on the 11th anniversary of 9/11, they have captured another would-be Republican president and vice president, both jejeune about the world.” Senor is Jewish and the term “neocon” has become an unfortunate shorthand for Jews in many circles, and the idea that Jewish advisors are pulling strings behind the scenes and controlling world events and weak-minded actors is as classically anti-Semitic as it gets.
I read the column last night and have to confess that none of this crossed my mind at all until Senor’s wife, Campbell Brown, tweeted out this critique of Dowd’s column alleging that it was anti-Semitic, at which point I re-read Dowd and it came across in a new light. I never call things out as as anti-Semitic unless they are extremely egregious since I do not think it is useful to water down the term so that the charge rarely carries much weight anymore, so perhaps my radar for this kind of thing needs to be recalibrated. My original inclination was that Senor’s Judaism was incidental in this case, and that there is an important distinction to be made between criticizing Jews because they are Jewish vs. criticizing people who happen to be Jewish. I was willing to give Dowd the benefit of the doubt because that is how the column read to me and because I have never had any sense from stuff that she has written that she is anti-Semitic or goes after Jews in particular. There is, however, the unfortunate fact that many people use the term neocon as a code of sorts to refer to Jews, and Dowd did not stop at criticizing Senor but brought neocons writ large into the picture. So after thinking about it overnight, I am still not prepared to tar Dowd as an anti-Semite, but there is no doubt that the column is deeply troubling to many and rightly so.
There is an issue this raises though, which is to what extent certain criticism of Jews should be off-limits given the sordid history of anti-Semitism. Had Dowd written a column without the marionette imagery, or if Senor were not Jewish, the anti-Semitism charge would have never been raised, but has been given the combination of the specific type of criticism leveled here along with the idea of Senor manipulating his Gentile bosses. Does that mean that criticizing Senor for pushing a hawkish interventionist policy as part of his advice to Romney and Ryan is completely out of bounds? It certainly shouldn’t be if you are a liberal columnist concerned with the possible return of George W. Bush’s first-term foreign policy agenda. I also think that as Jews, we do not want to arrive at a place where people think that they cannot direct legitimate criticism at us just because we happen to be Jewish and they do not want to run afoul of anti-Semitism. Some criticism is anti-Semitic but much is not, and it will not benefit the Jewish community long term if we hurl around the anti-Semitism charge in any but the most clear cut case. I know there are many who will argue that Dowd’s column meets that standard and I understand why. I just think we need to make sure that if someone wants to call out a Jewish public figure’s bad actions or poor policy prescriptions, there is a way to do it without it turning into a maelstrom of bigotry charges. Dowd should have been a lot more careful and sensitive to what she was implying, but I genuinely believe that this was a case of her coming down on Senor’s ideas rather than his ethnicity or undue influence.

Talking Past Each Other On Turkey and Israel

In the midst of a very long day yesterday, the Atlantic Council’s Young Turkey Young America group had a meeting at the American Jewish Committee to talk about the U.S.-Israeli relationship with AJC executive director David Harris and former Israeli deputy permanent representative to the UN Aaron Jacob. I find that there is a general misconception in Turkey about the basis for U.S.-Israel ties along with a perception that the “Jewish lobby” controls U.S. politics (thank you very much Messrs. Walt and Mearsheimer), so to my mind this was a good opportunity for the Turks in the group to hear a different perspective and to separate fact from myth. It was also a great venue to hash out some of the many issues plaguing the Israel-Turkey relationship. One of the last questions asked was about Israel’s general unpopularity in the world, and part of the answer given was an attempt to demonstrate that Israel is not the only country that behaves in certain ways (Northern Cyprus and the fight against the PKK came up) and that both Israel and Turkey feel that they are misunderstood.
This last question and answer generated intense heated discussions throughout the rest of the day. A significant number of the Turks were unsatisfied with, and even angered by, the answer for two reasons. First, they did not feel that the question had been addressed, since the query was about why Israel is unpopular and isolated and this seemed to them like an attempt to avoid the question by changing the subject. Second, and more saliently, they were perturbed that someone would compare Turkish actions to Israeli actions, and some of them insisted that Turkey is not occupying Northern Cyprus and that the PKK is unquestionably a terrorist group whereas Hamas is not.
I took two lessons away from this. First, it never fails to amaze me how people – and my new Turkish friends are not unique in this regard at all, since we are all (myself included) guilty of this – will go to great lengths to distinguish their own country’s behavior from another country’s behavior despite the similarities that exist. Some of my Turkish compatriots were arguing later in the day that Israel must be doing something wrong since it has no friends in the world save the U.S. (and one person made the astute point during the AJC meeting that there is a real difference between friends and partners) and everyone is opposed to Israel’s foreign policy actions, yet in the next breath argued that Turkey was fully justified in its Cyprus policy despite the fact that the only country in the entire world that recognizes Northern Cyprus is Turkey. You can’t have it both ways, and yet many of the Turks were visibly annoyed when it was suggested that Turkey is not behaving any differently than Israel, or that Hamas is just as much a terrorist group as the PKK. It really reinforced just how hard it is to overcome your natural biases no matter where you are from, and how intractably difficult some of these issue are.
Second, it served as a reminder about how different audiences require different messages. Some of the AJC answers were exactly what you’d expect in terms of an aggressive defense of Israeli actions, but some of the Turks were taken aback at just how forceful the answers were, and as I noted were not at all receptive to the argument that Turkey and Israel are similar in their approaches and in both being misunderstood by international actors. The more forceful answers are the type that worked on the American audience to a greater extent and would have been very well received by a Jewish pro-Israel group, but the overall strategy seemed to backfire with the Turkish contingent. Rather than convincing them, it made them defensive and left them somewhat unsatisfied, whereas they appreciated the questions that were answered in a more measured or more reflective way. I don’t generally spend too much time thinking about communications issues, but it was interesting to listen to Turkish reactions to different answers and how interest group messaging strategy affected them. All in all a very interesting meeting, and many thanks to AJC for hosting a wide-ranging and frank discussion on a sensitive topic.
Guest Post: An Alternate History of Israeli-Turkish Reconciliation

Dov Friedman (whose previous guest post can be found here) is taking over the reins of O&Z once again for an insightful counterfactual of what might have been had Shaul Mofaz used his time in the Israeli coalition to mend ties with Turkey. Dov thinks that Israel missed a golden opportunity with the release of the Lindenstrauss Report, and here’s why:
Though few realized it at the time, the day Israeli Comptroller Micha Lindenstrauss released his highly critical report detailing the government’s mishandling of the Mavi Marmara raid—June 13th of this year—doubled as the best chance for Israel and Turkey to repair the countries’ damaged relations. Only four weeks prior, Shaul Mofaz had led Kadima into Netanyahu’s government. The expanded coalition had weakened the power of Foreign Minister Avigdor Lieberman, a chief opponent of an Israeli apology. The Lindenstrauss Report revealed new information that would have made an apology credible—and restored relations possible. But Netanyahu dismissed the report, the public discourse faded, and a key opportunity was missed, the effects of which are still being felt by Israel—and by Turkey.
Upon the grand coalition’s forming, analysts offered various explanations for the surprise Netanyahu-Mofaz partnership. Many observers—including Jeffrey Goldberg, Amir Oren of Ha’aretz, and Commentary’s Jonathan Tobin—viewed the deal as increasing the likelihood of an Iran strike. David Horovitz argued optimistically that Netanyahu could use the coalition to advance talks with the Palestinians. Here at O&Z, Michael saw the deal as motivated by domestic issues, specifically the unconstitutional Tal Law.
Frozen relations with Turkey were an afterthought. The most recent attempt to broker a deal between the recalcitrant sides had dissolved the previous summer. The Lindenstrauss Report created an opening. Netanyahu was still motivated to protect his expanded coalition, and Likud-Kadima unity on an apology could marginalize radical coalition opponents.
Yet, Mofaz exerted no pressure to reengage Turkey. Turkey had spent the previous six months going out of its way to needle Israel, reminding it that the freeze had costs. In February, Turkey demanded that Israel not receive data from the NATO missile defense system housed by Turkey. In late April, Turkey rejected Israel’s participation in NATO’s May summit in Chicago. Unquestionably, rapprochement with Turkey would eliminate a considerable—and unnecessary—headache for Israel.
If Mofaz had pressured Netanyahu to resume negotiations with Turkey, the outlines of a deal were clear. Netanyahu’s government would have said that in light of its own internal report, Israel regretted the poor planning and lack of preparation that contributed to the loss of life, and it recognizes that the circumstances could have—and should have—been prevented. Turkey could then have returned its ambassador and pledged aid ships to Gaza—ships that would conveniently dock in Ashqelon, tacitly reaffirming Israel’s security interest in managing the flow of aid into the Strip.
Of course, that deal never materialized. Not three months after entering the coalition, Mofaz led Kadima out ashen-faced. Netanyahu balked at confronting the religious parties over the Tal Law, refusing to implement Yohanan Plesner’s recommendations for haredi national service. Mofaz—having cried wolf one too many times—had no appealing options.
While analysis of the collapse focused on the domestic political implications, it overlooked lost international opportunities. Undoubtedly, Turkish Prime Minister Erdoğan and Foreign Minister Davutoğlu will seek—and relish—further opportunities to poke Israel in the eye. Israel wisely refrains from comment, but that hardly means it doesn’t smart from the blows. Turkey is still a NATO member, and it can create problems for Israel indefinitely.
However, Erdoğan and Davutoğlu err if they believe the standoff has not detrimentally affected Turkey. If the Netanyahu-Mofaz coalition and Turkey had hammered out a deal, the downed Turkish F-4 jet may never have flown. As friend of O&Z Aaron Stein noted in an incisive piece in World Politics Review, Turkey’s intelligence capabilities are decidedly limited. Israel’s are significantly less so. Israel maintains a fleet of satellites with broad intelligence-gathering capabilities. The Mossad is active in Syria, and the IDF has experience flying aircraft in and out unscathed.
The theory prevails that Turkey’s jet was testing Syria’s air defenses. One need not theorize that Turkey was out of its depth. If Israel and Turkey had ended their superficial feud, Turkey’s pilots might never have been asked to broach Syrian airspace.
Israel has suffered publicly from the downgraded relationship; however, Turkey has lost out as well, albeit less obviously. Because trade relations between the countries remain strong, neither has felt pressure to alter the status quo. Nevertheless, the sides continue missing opportunities to collaborate to mutual benefit. This alternate history merely illustrates that the full extent of the shared loss may be continually underestimated.
