When An Immovable Object Meets An Unstoppable Force

Prime Minister Erdoğan returned home yesterday from his trip to North Africa and immediately erased any hope that might have existed that he has been chastened by the protests rocking Turkey. He was met at the airport by a few hundred (or a few thousand, depending on who is doing the counting) supporters whom the AKP had bussed in to greet his plane (along with others who got there via metro and tram lines that were mysteriously kept open after hours), and the PM was not in a particularly conciliatory mood. In a fiery speech, he called for the protests to end immediately, blamed shadowy foreign interests and international bankers for stirring up trouble, and said that the stock market dip was caused by speculators and the “interest rate lobby” while his supporters chanted that they were going to “crush” Taksim Square. This stands in stark contrast to President Gül, who continues to send signals indicating his displeasure with the government’s response to the Gezi protests. It seems that Erdoğan, however, is beginning a campaign to mobilize his supporters to start showing up in the streets, and has no intention of backing down, admitting real errors were made, or apologizing for the police response to the protests. He is rather gearing up for a showdown and counting on the fact that the AKP still has enormous support, so much so that it would almost certainly be reelected for a fourth term were elections held today.

None of this should be surprising. Erdoğan is supremely confident, not prone to self-reflection or course correction, and has surrounded himself with a coterie of yes men who either cannot or will not stand up to him. He never admits mistakes and seems to be genuinely offended and incensed that protestors are committing what he views as illegitimate criticism and illegal acts against the government, and there is nothing in his nature or his track record to suggest that he is suddenly going to become more diplomatic and less Manichean in his outlook. To Erdoğan, the government is unqualifiedly in the right and the protestors are unqualifiedly in the wrong, and the fact that he has begun resorting to nationalist rhetoric about foreign powers and speculative bankers and keeping up his lines about terrorists in the streets show that he is purposely appealing to polarizing cleavages in order to strengthen his base of support and that he is also continuing to misread what is actually driving the protests. Expecting him to back down given this mindset is bound to lead to extremely frustrated expectations. Erdoğan is convinced of his cause, and almost nothing is going to change his mind.

On the other side though, there are some serious structural economic conditions that are soon going to make Erdoğan’s stance more difficult to maintain. Erdoğan’s bombast has been very bad, to say the least, for the Turkish economy. During his press conference in Tunisia yesterday, the Turkish stock market dropped 4.5% and bond yields rose 60 basis points literally while Erdoğan was speaking – which this graphic does a better job of illustrating visually than any numbers will do – and overall Turkey’s benchmark index is down 15% since the end of May. Bond yields are now at 8%, and by some estimates $1 billion in capital outflows left the country in the last week. This is not at crisis level yet, but the government is playing a dangerous game given how heavily it relies on foreign capital. The Turkish economy relies on outside short-term loans comprising 25% of GDP and the Turkish economic miracle has been driven by hot money. In addition, Turkey’s current account deficit is driven by energy imports, which is not bound to change anytime soon, and the only good way of even making a dent in the deficit is by increasing exports, which will be far more difficult if the unrest continues as it contributes to a credit crunch and the drying up of foreign financing. The only reasons the current account deficit has not been a bigger problem is because of Turkey’s sustained economic growth, which had already slowed down in 2012 and 2013, and certainly what is taking place right now is not going to help matters. If foreign investors become too spooked, Turkey will potentially face a fiscal crisis that will erase many of the economic gains made under the AKP.

This is important for deeper political reasons as well. Despite all the talk of the AKP as an Islamist party that appeals to a socially conservative populace, it is important to remember that the AKP ran in 2002 on an economic platform of which the primary plank was joining the EU. Many of those socially conservative Anatolian voters cast reelection votes for the AKP in 2007 and 2011 because the Turkish economy has taken off under this government, and while the values aspect of the AKP is appealing to them, it is the economic growth and improved living standards that are most important. The reason for the AKP’s unprecedented vote totals  – and remember that the AKP has gained an additional 15% of the vote from 2002 to 2011 – is because more people are more well off, and those social conservatives have been joined by a fair share of more liberal and more secular voters who vote for the AKP on economics alone. Erdoğan is counting on the 50% of the country who, as he repeatedly reminds everyone, voted for him less than two years ago to keep on supporting him as he takes a hardline against the people in the streets, but if he thinks that all of these voters are solidly in the AKP camp come economic hell or high water, he is in for a shock. Nationalist rhetoric will only take him so far in this situation, and as Erdoğan raises the stakes of confrontation while the economy begins to teeter, he is creating a potentially explosive situation.

It is tough to see which side is going to give here. Erdoğan does not want to back down, but my instincts tell me that as he is reminded of just how much his popularity depends on the economy and as he faces the prospect of losing the bid for the 2020 Turkish Olympics, he will try to come up with some sort of solution to end the chaos in the streets without having to go so far as to issue a formal full-blown apology. The fact that there is no opposition party poised to take advantage of the situation makes backing down slightly easier for him to do, and even Erdoğan understands just how crucial it is for his and his party’s longterm political future to make sure the Turkish economy keeps humming along. Only the prospect of serious economic damage will get him to back down, since giving in to the protestors in any way is completely anathema to his general philosophy and outlook. How long it will take for him to get to this point is way beyond my prognostication skills, but I’d be surprised if he doesn’t get there at one point or another.

What Comes After The Turkish Protests

Events in Turkey are still taking their course and so it is obviously premature to write any type of postscript, but I thought it might be useful to try and look ahead and game out some of the longer term consequences of the protests. First though, it is important to dispense with two quick points that I have seen floating around in various places. First, the Turkish government unquestionably displays some authoritarian tendencies and even more unquestionably has a distinct illiberal and majoritarian bent, and the excessive use of teargas on peaceful protestors is nothing short of shameful. Turkey is not, however, a fascist state and neither is it a dictatorship, and throwing those charges around in a vociferous manner won’t make them any less inaccurate. Second, Prime Minister Erdoğan is not going to resign, no matter what some stunningly ignorant folks might speculate. The AKP was elected with 50% of the vote in the last election, which was more than double than the share received by the second place CHP, and Erdoğan does not have any serious challengers in the party who would even think about trying to depose him. When these protests die down, Erdoğan will still be the prime minister, albeit a weakened one and maybe – but not likely – a chastened one, and the AKP will still be Turkey’s governing party. And furthermore, if I had to wager today, I’d bet with a large degree of confidence that the AKP will be Turkey’s governing party after the next election as well.

So how does this thing end? As Claire Sadar noted among other points in an excellent post, the comparisons to the Arab Spring are particularly inapt for a few reasons. The first and most obvious one is that, as I pointed out above, Turkey has free and fair democratic elections by even the strictest standard, and Erdoğan is not an unelected autocrat. The thousands of protestors in the street are shouting for Erdoğan to resign because they are unhappy and it is a convenient slogan to use, but I highly doubt that many of them – and this is certainly the case with my own friends currently manning the barricades in Istanbul and Izmir – have any reasonable expectation that this will happen. Everyone knows that Erdoğan will leave government the same way by which he entered, which is through elections, and because this is his last term as prime minister anyway, the protests are not going to change the timeline of his departure.

Another way in which this differs from the Arab Spring protests in Egypt and Tunisia in particular is that the military is highly unlikely to get involved. The Turkish armed forces have been brought to heel, first by the democratic reforms that placed the military under true civilian control for the first time in Turkey’s history, and then by the far less democratic witch hunt that jailed over 20% of Turkey’s active and retired officers for alleged coup plots against the government. Civil-military relations in Turkey have been transformed in a way that cannot be overstated, and while I would never go so far as to say that a military coup is absolutely impossible given Turkey’s history, the chances of one happening are infinitesimal.

Finally, the situation in Egypt was marked by scenes of non-uniformed government thugs attacking protestors, armed clashes between supporters of the government and opponents of the government, and a general violent breakdown along sectarian and ideological lines pitting civilians against other civilians. Despite the abhorrent police behavior – and reports indicate that police brutality seems to be slowing down as well – so far we have not seen bands of AKP supporters attacking protestors, and this is a good thing on many levels. When something along those lines occurs, it creates the likelihood of the situation spiraling out of control in unpredictable ways, and hopefully the fact that it has not happened yet means that Turkey is going to avoid large scale violent unrest.

What the situation in Turkey does remind me of in some ways is the J14 social protests in Israel in the summer of 2011, during which hundreds of thousands of Israelis were in the streets protesting over the high cost of living for everything from housing to cottage cheese. Many predicted that this was going to mean the downfall of the government and a radical sea change in Israeli politics, but what actually happened was that Prime Minister Netanyahu and the Likud government were reelected less than two years later. The primary reasons for this were that Netanyahu and Likud still remained popular with a large segment of the population, and perhaps more importantly there was no strong opposition party able to take advantage of the situation and unseat Netanyahu. Labor, which was the main party on the left, was fractured and disorganized, and Kadima’s constituency was not one that had social justice concerns as its main priority as Kadima had never embraced such a platform in any way. Similarly, it’s important to remember that the AKP has enormous support in Turkey, and this might diminish that support but it will not undo it. The economy is strong, many Turks have conservative values that the AKP embodies, and if you are not an educated urbanite or a persecuted minority (such as a Kurd or an Alevi), you are still relatively happy with the job the government is doing. Even more crucially, Turkey has no viable opposition at all. The CHP is little more than a joke, completely feckless and politically tone deaf and with no vision at all other than opposing anything the AKP does out of spite. There seems to be a constituency of Turks who crave a more liberal party that will be a bit more humble and protect the rights of all Turks while keeping in mind that differences of opinion do exist. There is no party currently in existence that can fill that role though, as the CHP is Turkish political equivalent of the Washington Generals and the BDP is too narrowly focused as a party representing Kurdish interests to attract true widespread support. The upshot of this is that when the next elections roll around, I expect the AKP to win again handily, albeit with a smaller total vote share than it received in 2011.

That does not mean that the path of Turkish politics will not be altered. The new presidential system that Erdoğan has been trying to push through is now, in my opinion, dead and buried. Nobody, and that includes people within the AKP, is going to be supporting a system in which Erdoğan gets to be a powerful president, particularly after he has complained that the American presidency is inadequate for his needs because the U.S. president has insufficient power due to having to deal with Congressional checks. This means that President Gül may continue as president without a hitch, but I think what this actually brings about is Gül as the next Turkish prime minister. Gül likely has no desire at all to serve as PM under a President Erdoğan who actually holds the real political power in Turkey, but serving as prime minister in the current system is an attractive proposition. In the last few days Gül has been distancing himself from Erdoğan, first disagreeing with Erdoğan’s contention that elections confer upon the government the right to do anything it pleases, and then implying that he might not approve Erdoğan’s new law restricting the sale of alcohol. These are moves designed to shore up his support within the party and to appeal to AKP members for whom Erdoğan’s scorched earth approach is wearing thin.

The irony in all of this is that the likelihood of the party splitting apart is now lessened than it was even a week ago. When Erdoğan stood the chance of becoming the president in a new presidential system, which would have meant unseating Gül in 2014, it would have led to a clash between the two men and the distinct possibility that the AKP would divide into two camps. If the system remain as it is, however, Gül can become a prime minister who actually has real political power, and so despite what appears to be growing enmity between the two longtime friends and political partners, I think the AKP actually stands a better chance now of remaining united, even as it is will be weaker following the damage that Erdoğan has wrought over the past week.

Perhaps Erdoğan Is Not As All-Powerful As We Thought

The worst kept secret in all of Turkish politics is that Prime Minister Erdoğan wants to revamp Turkey’s political system in order to create a strong presidency and make himself the first newly empowered president. Turkey’s constitutional commission had been meeting for the greater part of 2012, and it was expected to recommend that Turkey adopt a presidential system. The idea was for all four of the parties in the Grand National Assembly – AKP, CHP, MHP, and BDP – to come to a consensus, but because this was always going to be extremely unlikely, Erdoğan had plotted out an alternate path toward achieving his goal. He repeatedly warned that if there was no unanimous agreement on what the next constitution should look like, he would drop the consensus requirement and simply advance a draft constitution written by the AKP. In order to do this though, he was going to have to band together with another party, as the AKP is three seats short of the number it needs to have an automatic referendum on the constitution. The assumption that many people – myself very much included – made was that Erdoğan had cut a deal with the nationalist MHP, in which it would provide the votes to give Erdoğan his presidential system and in return Erdoğan would sell out the Kurds and not make any real moves toward recognizing Kurdish rights or Kurdish identity.

For awhile, this appeared to be exactly what was transpiring. Arrests of lawyers, journalists, and politicians sympathetic to the Kurdish cause were up, the government was not making any moves to revive its Kurdish Opening of a few years ago, and the AKP in collaboration with the MHP was refusing to even hold a parliamentary debate on the military operation against the PKK in the southeast of the country. All signs pointed to a new constitution rammed through with MHP votes that would maintain the fiction of one overarching Turkish identity as a reward to the MHP for supporting Erdoğan’s invigorated presidency.

Yet, the constitutional commission’s December 31 deadline came and went, and there has been no move on Erdoğan’s part to follow through on his public threats of abandoning the process and imposing his own vision of what the new constitution should look like. Instead, there has been little talk of what comes next, and haggling over the AKP’s proposed presidential system is delaying agreement on other proposed constitutional articles. More interestingly, the government has begun negotiating with imprisoned PKK leader Abdullah Ocalan, which has infuriated the MHP to no end. This is not quite a renewed Kurdish Opening, but in some ways it is even more surprising and remarkable given the view of many Turks that Ocalan is an unrepentant terrorist who should not be lent any credibility through negotiations with the government.

Reading between the lines of all this, it is fairly obvious that Erdoğan’s plan to remake Turkey’s political system and give himself more power in the process has so far failed. I speculated in September that Erdoğan was facing some internal AKP discontent for the first time in his decade as PM, and my strong hunch now is that he does not have the support within his own party that he needs in order to create a strong presidency and force out Abdullah Gül so that he can take over the position. He also clearly does not have the MHP on board, since if he did he would never risk alienating them in the way that he has through the Ocalan negotiations. His dream of creating an imperial presidency is on the ropes, and it might even be entirely gone for good at this point. The only chance he has of rescuing it is trading MHP support for BDP support, and hence the out of the blue approach to Ocalan and the PKK. The AKP has always attempted to compete for Kurdish votes, and in this way it has a more natural partner in the BDP than the MHP since its approach to Kurdish issues is not the hardline one expressed by Turkish nationalists. Faced with the defeat of his ultimate political ambition, Erdoğan has done a complete 180 turnaround and decided that the road to a new Turkish constitution and presidential system is one that embraces Kurdish rights and identity rather than one that flouts them.

This is a good outcome for two reasons. First, any productive move on resolving Kurdish rights and recognizing Kurdish identity is one in which everyone wins and Turkey becomes internally stronger and more cohesive, rather than less so. The Kurdish issue has been dragging Turkey down for decades, and Turkish Kurds have a fundamental right to be able to speak their language and promote their rich cultural heritage free of restriction and discrimination. Second, it shows that Erdoğan is not quite as powerful as we though, which is a victory for Turkish democracy. As his prime ministry has progressed, Erdoğan has demonstrated an increasingly authoritarian side and has not been faced with any real challenges to his power. That he cannot just ram through a new presidential system at will is hopefully a harbinger of things to come and a sign of some greater checks on his power, and this too will ultimately make for a stronger, more prosperous, and more successful Turkey.

The Turkish Debate Over Separation Of Powers

As has been happening with increasing frequency, President Gül and Prime Minister Erdoğan are having a passive aggressive public disagreement, this time over whether separation of powers is a necessary element for democracy or a hindrance to democratic development. It began with Erdoğan’s comments on Monday fingering separation of powers as the biggest obstacle facing Turkey’s government. According to the PM, there is a bureaucratic oligarchy that hinders efficient provision of services, and projects are unnecessarily stalled due to judicial objections. Erdoğan’s preference would be for the executive, legislature, and judiciary to all work together in order to eliminate “errors within the system” that he feels slow things down. In response today, Gül said that separation of powers is absolutely fundamental to the success of Turkish democracy and said that Erdoğan must have misspoken. This is of course a proxy fight for the larger argument that is taking place over whether the AKP is going to revise the constitution in a way that creates a powerful presidency in a presidential system, and whether Erdoğan is then going to become Turkey’s first directly elected and newly empowered president or whether Gül is going to remain in his post and finish out his term.

The debate over separation of powers is an interesting one historically. Most people – including the folks at Wikipedia – ascribe the principle to Baron de Montesquieu, but this is actually incorrect. As my former professor Jack Rakove lays out in his excellent book Original Meanings, the idea behind separation of powers arose during the 17th century in Britain out of the upheaval caused by the English Civil War and the battle between the monarchy and the parliament. Parliamentary supporters in the 1640s came up with the principle of separation of powers as a way of distinguishing it from the concept of mixed government, which advocated for having representatives of the monarchy, aristocracy, and the people in the legislature as a way of avoiding tyranny, oligarchy, and anarchy. Separation of powers was an effort to draw lines between the different functions of government so that one particular branch of government would not overwhelm the others, as opposed to being concerned with one branch of society becoming dominant. Supporters of the monarchy under Charles I advocated mixed government since it allowed the king to dominate the parliament, and thus his opponents began to emphasize separation of powers as a way of leveling the playing field and eliminating the king’s power to govern without Parliament and abrogate legislation. Once Charles was beheaded and the monarchy was suspended, the separation of powers crowd turned on Parliament, as it was now Parliament under Oliver Cromwell that had enormous and unchecked powers.

This debate was picked up in the American colonies not as a response to the government in Britain but because of the constant feuding between colonial legislatures and colonial governors, who were battling over parliamentary rights and executive power and what the proper balance would be between the two. Colonial governors were actually viewed as a bigger problem than the British Parliament, and that led to the Congress eventually being granted something of a privileged position, as seen by the fact that Article I is about Congress rather than the president or the courts. As Gordon Wood has written, the reason separation of powers was given such a prominent place in the Constitution was not because the framers wanted to check Congress, but because they wanted to protect Congress and the judiciary from the president.

I bring this up because the Turkish debate over separation of powers is playing out in reverse, demonstrating just how extreme Erdoğan’s complaints are. Whereas the British and American concept of separation of powers arose out of a desire to check and limit a powerful executive and give the legislature more of a free reign,  Erdoğan is bringing up separation of powers because he believes that the executive does not currently have enough power and that it is the judiciary that is hindering the proper functioning of government. The English-speaking men of the 17th and 18th centuries immersed in the philosophy of government would have found this situation absurd, since nobody really contemplated that separation of powers would create a situation of judicial or bureaucratic tyranny, as Erdoğan is alleging, or buy into the idea that separation of powers should be eliminated in order to empower an executive even further. Despite controlling a near super majority in the Grand National Assembly and operating under a system in which real power is vested in the prime minister rather than the president, Erdoğan is still claiming that it is not enough and that separation of powers has to go, when in fact he is vested with a huge degree of autonomy despite separation of powers. This is precisely why separation of powers is so important, and Gül is correct to point out that it is the foundation of Turkish democracy. Eliminating it in the name of efficiency will lead very quickly to a complete erosion of Turkish democracy, since democracy is not about efficiency but about the ability for a diverse set of parties and interests to contest power while allowing the people to participate in civic life. As I’ve said before and will keep on saying, if you are focused on Erdoğan’s Islamist background rather than on his familiar Turkish authoritarian tendencies, you are missing what is actually going on in Turkey right now.

The Week In Ridiculousness

I thought I’d use today’s post to highlight a couple of things going on this week that are so absurd that I had resolved to ignore them at all costs, but since they are burning a hole in my brain I am giving in. And no, I will still not be commenting on anything that Jennifer Rubin has written (which should be the new textbook definition of ridiculous) since I am hoping that if nobody pays any attention to her she will, like my 5 month old son, eventually cry herself to sleep and we will no longer have to listen to her.

Topic number one that I had resolved to ignore is the Kafkaesque exercise in propaganda trial of Israeli military officers, including former chief of staff Gabi Ashkenazi, taking place right now in Turkey. The four IDF commanders are being tried in absentia for the deaths of nine Turkish citizens aboard the Mavi Marmara, and in case you are wondering if this trial is a genuine attempt to exercise justice or a political theater of the absurd, all you need to know is that the prosecution is asking for individual sentences of 18,000 years apiece. It might also interest you to hear that the government IHH (ed.. that was a sloppy mistake on my part), which sent the flotilla in 2010, has decided to run advertisements for the trial that are plastered around Istanbul, so you would not be mistaken in thinking that this is closer to a reality show than it is to an impartial judicial hearing. Despite the Turkish government’s best attempts to entice people to come out for its intricately planned modern day gladiator spectacle, the plaza in front of Çağlayan court house has been sparsely populated with only a couple of hundred people who have been competing for attention with Turkish pro-choice activists. The timing of the trial and the government’s efforts to use it to stir up nationalist sentiment are no doubt related to the fact that the AKP and Prime Minister Erdoğan himself are at the shakiest point in their decade-long rule, between the Syrian morass and intra-party tension between Erdoğan and President Gül. Rallying around the flag is the oldest trick in the book and this is a nakedly transparent move in that direction, but it remains to be seen whether it will work. There should be no doubt at all though that this is not a serious effort to get Israel to compromise, will have absolutely zero positive effect on Turkey’s campaign for an Israeli apology and compensation, and is purely and simply about domestic political gain. It is a political temper tantrum, beneath Turkey or any country that purports to take itself seriously. If Ankara were actually interested in a resolution to the dispute with Israel, rather than stage a show trial it would drop its demand for Israel to end the Gaza blockade – which it knows Israel will never agree to and which has nothing to do with Turkey anyway – and work out language on an apology and specific compensation, both of which Jerusalem has indicated it is open to accepting under the right circumstances. It might be too late now that Avigdor Lieberman’s power has been enhanced, but at least a good faith effort would put the ball in Israel’s court. What is going on now, however, is nothing short of an embarrassing and disgraceful spectacle.

Topic number two is the figurative self-immolation of Eric Dondero. For those unfamiliar with his work, Dondero is a former Ron Paul aide who is so upset at President Obama’s reelection that he has decided to personally boycott all Democrats for the rest of his life. What does this mean in practice, you might ask. The answer, in Dondero’s own oh so eloquent words:

All family and friends, even close family and friends, who I know to be Democrats are hereby dead to me. I vow never to speak to them again for the rest of my life, or have any communications with them. They are in short, the enemies of liberty. They deserve nothing less than hatred and utter contempt.

I strongly urge all other libertarians to do the same. Are you married to someone who voted for Obama, have a girlfriend who voted ‘O’. Divorce them. Break up with them without haste. Vow not to attend family functions, Thanksgiving dinner or Christmas for example, if there will be any family members in attendance who are Democrats.

Do you work for someone who voted for Obama? Quit your job. Co-workers who voted for Obama. Simply don’t talk to them in the workplace, unless your boss instructs you too for work-related only purposes. Have clients who voted Democrat? Call them up this morning and tell them to take their business elsewhere.

I read this yesterday, and assumed it had to be a joke. Nobody takes themselves this seriously, right? Not to mention that this is about as insane as it gets, even for a devoted Ron Paul employee who believes that the government is secretly planning to form a union with Canada and Mexico and probably carries Krugerrands with him to the supermarket to buy groceries. As it turns out based on Dondero’s interview in New York Magazine, not only is he not joking but he is more deranged than I could have ever imagined. Read the whole interview for a wonderful snapshot of the mental fever that has seized some folks in this country, but my two favorites snippets are Dondero’s answer to whether he would tap an unknown Republican to perform a complicated and risky brain surgery over a Democrat ranked as the top neurosurgeon in the country – “Simple: Avoid them both. Go to Mexico for your medical treatment. Avoid all the red tape and bureaucracy – and his demand that a Democratic neighbor drowning in a lake would have to yell “Obama sucks” before Dondero would jump into the water to rescue him. That people like this exist make me laugh until it hurts and curl up in a ball and cry at the same time.

Some Political Spats That Bear Watching

Today’s post is not a straight Friday gallimaufry, but does deal with disparate topics that all have a connecting theme. There are a couple of political relationships under serious stress that were in the news this week, and you should be keeping an eye on them in the months ahead because how the tensions are resolved will majorly impact politics in both Turkey and Israel.

The first pair is Prime Minister Erdoğan and President Gül. I’ve been predicting a clash between these two for awhile, and this week brought new tensions over their conflicting approaches to the Kemalist Republic Day rallies. After the governor of Ankara, presumably on Erdoğan’s orders, had banned a separate CHP-led rally outside the old Grand National Assembly building that was to coincide with the official government military parade, Gül told the governor to ignore the ban and remove police barriers from the site. This information prompted Erdoğan to strongly criticize Gül indirectly by denouncing “double-headed rule” and saying that if people want a strong presidential system, he is happy to oblige. Gül then fired back, stating that the president should make sure that government officials and police are allowing people to celebrate Republic Day in whatever manner they see fit and that there is no double-headed rule in Turkey. This fight is about more than just who ordered what with regard to Republic Day, and rather is the latest proxy battle over who is going to be Turkey’s next president. Once the new constitution creating an empowered president is in place, Erdoğan fully intends to be the first directly elected president in a presidential system and wants to push Gül out early. Naturally, Gül has no intention of leaving without a fight, and so this is the latest salvo in the fight that will determine both men’s political futures. As I’ve written before, expect to see lots more of this type of stuff going forward, and should the skirmishes get nastier, this has the potential to grind Turkey’s politics to a halt and rip the AKP apart.

The second pair in the news this week is Likud minister Moshe Kahlon and his long-time political home. Kahlon, who is Minister of Communications and Minister of Social Welfare and the most prominent Sephardi member of Likud, announced a few weeks that he would be stepping down from his post and not running in the Knesset elections in January. Kahlon is wildly popular for  reducing fees on all sorts of things from cell phones to bank transactions to electricity bills, not to mention he is the face of Likud’s Sephardi base, and so his announcement was bad news for Likud. Now it turns out that Kahlon might not be leaving politics after all, but is flirting with the idea of creating a new party, which is even worse news for the new Likud Beiteinu list. In many ways this makes sense, since Kahlon’s socioeconomic views clash with much of the official Likud party line, and his views on security issues and the Palestinians don’t exactly make him a Laborite. Bibi Netanyahu, realizing the threat that Kahlon poses, is now racing to keep him in Likud while a poll commissioned by Labor that shows it winning the most Knesset seats should Kahlon join the party means that Shelley Yachimovich is after him too. I don’t see Kahlon going to Labor, and my hunch is that he is not going to form his own party but is rather using the polls showing him damaging Likud Beiteinu should he run alone as leverage to return to Likud in a more powerful position. In any event, the Kahlon-Likud dance also has the possibility to alter the trajectory of Israeli politics depending on the outcome, so keep a close eye on how it is resolved.

Finally, there is the domestic dispute between San Francisco Chronicle columnist Bruce Jenkins and his brain, which apparently decided to leave Jenkins’ body and take with it any cognitive capacity for logic and reasoning that Jenkins had. That is the obvious conclusion to be drawn after reading this brilliant paean to ignorance in which Jenkins claims that the world champion San Francisco Giants won the World Series because the members of the Giants front office “look at the face, the demeanor, the background, the ability to play one’s best under suffocating pressure” rather than even take a glance at players’ statistics – otherwise known as the way one actually measures whether a player is good or not – and that “if you throw a binder full of numbers on their desk, they don’t quite get the point.” I know I have made this plea before, but Michael Schur (aka Ken Tremendous) and crew really need to come out of retirement and start up Fire Joe Morgan again. Where does one even begin with this mind-blowing example of  imbecilic dreck that would have been more believable had it appeared in the Onion? Yes Bruce Jenkins, I am sure that the team that drafted and developed such classic physical specimens as Buster Posey and Tim Lincecum relies only on scouting reports and never looks at stats. The way to win two World Series in three seasons is to completely ignore a huge resource of evidence and to just rely on your gut. Yup, that must be how it was done, since there is no way that Brian Sabean even knows how to do long division, let alone figure out what VORP stands for. There are two possibilities here. The first is that Jenkins is seriously delusional to the point that he is becoming a danger to the people around him. The second is that he is perpetrating an elaborate Joaquin Phoenix piece of performance art. Irrespective of which of these two options is the correct answer, Bruce Jenkins’ family might want to get him to a mental health professional as soon as possible.

 

Republic Day Highs and Lows

Today is Republic Day (Cumhuriyet Bayramı) in Turkey, which marks the anniversary of the founding of the Turkish Republic in 1923. While most Americans would probably assume that Republic Day is like July 4 here and that it is a controversy-free public holiday where people gather with friends and family to celebrate, Republic Day is not quite that simple. Because Turkey’s institutions were created concurrently with Kemalism, a set of challenges arose that continue to this day, and the various controversies playing out on this year’s Republic Day illustrate how unsettled Turkey still is when it comes to the basic issue of what the purpose of the state should be and what role ideology should play.

When Mustafa Kemal Atatürk founded Turkey out of the remnants of the Ottoman Empire, he did so with clearly thought out ideas about how his new state should be organized and what goals it should seek to attain.  Furthermore, unlike in other states where an ideology may be adopted after the institutions of the state are already in place, Atatürk built Turkey’s political and social institutions at the same time that he was installing Kemalism as the state’s official ideology.  This enabled him to create structures and rules that were explicitly designed to strengthen and enable Kemalism, meaning that any challenge to the state would unmistakably be a challenge to Kemalism as well.  Kemalism was so entrenched and well articulated that its tenets were explicitly written out and incorporated into the ruling CHP’s flag during Atatürk’s tenure so that there was no ambiguity about which theories and actions comported with Kemalism and which did not.

Since ideology was so wrapped up and intertwined with the state itself, it meant that Turkey was unable to convert first order battles over ideology into a lower grade conflict even after the initial transition to democracy after WWII.  Any ideological wobble away from Kemalism precipitated a crisis, particularly given the fact that the most important and powerful state institution, the military, saw itself as the ultimate guardian of Kemalism irrespective of which party was in power.  Thus, ideological conflict ensured that once ideological fights erupted into the open post-transition, the system was unable to successfully manage them.  Lingering ideological issues hampered Turkey’s political development for decades, leading to a cycle of military interventions and shaky returns to civilian government.

Turkey today under Erdoğan and the AKP seems to have broken the pattern of military coups, which is certainly something to be celebrated during this year’s Republic Day. The fights over Kemalism, however, and whether the state should still be pushing a specific ideology that is linked to both secularism and statism (among other things) are very much ongoing. On a positive note, this is the first Republic Day during Abdullah Gül’s time as president that the leaders of the Turkish military are attending the official reception at the presidential palace. The reason that they had not attended in the past was because Gül’s wife Hayrünissa – along with the wives of other top government officials – wears a head scarf, and Kemalism frowned upon head scarves to the point of banning them from government buildings and universities. That top officers are going to the presidential reception this year might partially be a function of the Ergenekon and Sledgehammer investigations intimidating the military into changing their behavior out of fear, which is not a good development, but I think that the stronger impulse at work here is an emerging realization that ideological battles need to be put aside and deemphasized in order to make Turkey the strongest and most successful state that it can be.

On the other side of the ledger on this Republic Day is the unfortunate tendency of the AKP government to view ideological challenges as existential threats that require clamping down on freedom of expression. The government banned any Republic Day gatherings at the old Grand National Assembly building, which is closely associated with Kemalism and the founders of the Republic, under the theory that they would devolve into anti-government rallies. As a result, politicians and journalists, including CHP leader Kemal Kılıçdaroğlu, have been sprayed with water hoses and pepper spray today while hundreds, if not thousands, of Turks have been prevented from entering Ankara. This too is a result of the lingering legacy of Kemalism, but unlike the standoff in previous years between Gül and the military, this episode is not being resolved peacefully or amicably, and instead is a reminder of the AKP’s darkening record on freedom of speech. While Republic Day rallies may very well be aimed at criticizing the current government, true democracies are able not only to absorb such criticism but to enable it. As Turks celebrate this Republic Day, they should at the same time hope that future Republic Days remind everyone what an amazing country Turkey is rather than get hung up on still-unresolved issues surrounding Turkey’s ideological legacy.
