How Will Romney’s Israel Policy Differ From Obama’s?

With Mitt Romney visiting Israel this weekend and giving speeches and making statements about his policy toward Israel, it seems like a good time to think about how his approach as president would be different from what we have seen under President Obama. Romney’s Jewish supporters, noting that a significant number of American Jews appear to be uncomfortable or disappointed with the way that Obama has interacted with Israel, have been pushing the notion that there will be a sea change if Romney is in office, and Romney himself has played up this idea as well. So, if Romney is sitting in the Oval Office come January 20, what can we expect to change?

The first big issue is military and intelligence cooperation and assistance, and almost nobody disputes the fact that these are at an all time high under Obama. Whether it be funding for Iron Dome, coordination on Stuxnet and other measures meant to disrupt the Iranian nuclear program, or the sale of advanced weaponry, Israel and the U.S. enjoy a closer relationship now than at any other time in the last 60 years. Indeed, last year Ehud Barak remarked, “I can hardly remember a better period of support, American support and backing and cooperation and similar strategic understanding of events around us than what we have right now.” This type of cooperation is sure to continue should Romney win in November.

Another big policy area is the peace process. Despite concerns over whether Romney supports a two state solution, which largely stem from the backing he is receiving from Palestinian state opponent Sheldon Adelson, I find it difficult to imagine that Romney will buck the strong bipartisan consensus and actually come out in favor of the rightwing one state solution favored by Joe Walsh and Danny Danon. Bibi Netanyahu himself is on record as being in favor of a Palestinian state, and even if you think this is mere lip service, it demonstrates just how far outside the mainstream abandoning the two state solution would place Romney. On the issue of whether he would push the Israelis on settlements and making concessions to the Palestinians, my guess is that Romney will occupy the same position as George W. Bush, which is to have an official policy against continued Israeli settlement expansion but to do nothing about it in practice. Obama famously pushed the Israelis on the issue of settlements earlier in his term, but has since backed off either due to a realization that his initial strategy was a bad one or in order to calm Jewish voters who were uncomfortable with his pressuring Israel but not the Palestinians, or perhaps a little bit of both. Whatever the case, Romney will likely not make the peace process a priority, but it is an open question as to whether a second term Obama would make a strong effort to force the two parties into a peace deal, and my own view is that he is going to let it drop. Between getting burned once and announcing a pivot toward Asia, I think that Obama’s heavy involvement in the peace process is a thing of the past.

Romney’s visit to Israel raised two other issues of American policy after he issued statements addressing each, and these are American support for a unilateral Israeli strike on Iran and moving the U.S. embassy from Tel Aviv to Jerusalem. On the Iran issue, there was initially some confusion as to whether Romney would commit U.S. troops after the fact were Israel to strike Iran, but Romney himself made clear in an interview in Ha’aretz that he and Obama hold the same position on Iran, saying, “President Obama has said that a nuclear Iran is unacceptable. I feel a nuclear Iran is unacceptable. The term ‘unacceptable’ continues to have a meaning: It suggests that all options will be employed to prevent that outcome.” While Romney has criticized Obama over his Iran policy and suggested that he would be more forceful with the Iranian regime, his actual policy is identical when it comes to tactics – namely, increased sanctions and keeping the military option on the table. Where the two men differ is over what constitutes the precise red line; for Obama it is Iran developing a nuclear weapon, while for Romney it is the attainment of nuclear capability.

Another place where Romney drew a clear distinction with Obama over the past two days was on the embassy question, but it is the emptiest of distinctions. Like George W. Bush and Bill Clinton before him, Romney pledged to move the American embassy to Jerusalem, and like Bush and Clinton before him, it is a virtual guarantee that should Romney be elected the embassy will remain right where it is. Since Jerusalem’s status is an issue to be negotiated under an Israeli-Palestinian peace agreement, no American government will actually move the embassy to Jerusalem so as to not act in a prejudicial way. Anyone who thinks otherwise simply knows very little about the politics of Israel in the U.S., and Romney himself knows full well that calling for the embassy to be moved is low hanging political fruit that will never see the light of day once he is in office.

Romney famously said earlier this year that he would do the opposite of what Obama has done on Israel, but this will plainly not be the case. When it comes to hard policy, the differences between the two men are negligible at best. The one place where Romney may differ from Obama is that, as pointed out in this excellent Aaron David Miller column, Obama does not seem to connect with Israel on an emotional level and this impacts the way he speaks about it and the way American Jews perceive Obama on the issue. Romney will not have this same problem, and while I think that looking at actual policies is the best way to judge the two on the Israel question, I understand the concerns that some Jewish voters have when it comes to Obama’s rhetoric. This divide on how one views Obama on Israel was captured in an instructive Twitter exchange yesterday between CFR’s Steven Cook (who is a friend and recent co-author) and Emergency Committee For Israel executive director Noah Pollak. After Pollak referenced “Obama’s abuse of Israel,” Steven queried how Iron Dome, Stuxnet, sanctions on Iran, and ensuring Israel’s qualitative military edge could be considered abuse. Pollak’s response was, “Diplomatic ambushes, tirade @ UNSC, joining HRC, WH snubs, going nuclear on settlements, isolating Isr to please Erdogan.” The bottom line here is that Obama supporters are convinced that he could not possibly be any more pro-Israel, and Romney supporters are convinced that Obama is anything but and that a President Romney would usher in a massive shift in Israel policy. From where I am standing, it seems pretty clear that, rhetoric aside, there is little daylight between the two when it comes to actual policies on Israel with the limited exception of what threshold will trigger military action against Iran, and that no matter who our next president is, we are bound to have almost complete continuity on policy toward Israel.

The Politics of Russia in Israel

Vladimir Putin was in Israel this week, and the government rolled out the red carpet for him. Shimon Peres hosted a state dinner for him and he held meetings with Bibi Netanyahu and Ehud Barak, and he inaugurated a memorial in Netanya to Soviet soldiers who were killed in WWII. The Israeli welcoming embrace might seem strange given that Israel and the Soviet Union had an acrimonious relationship and that Putin is not exactly seen as a paragon of virtue these days, but it is actually a no-brainer from a domestic political standpoint. There are over 1 million immigrants from the former Soviet Union in Israel out of a total population of 7.6 million, and there are many prominent Russian-Jewish politicians, from Natan Sharansky to current Foreign Minister Avigdor Lieberman. With the fall of the Soviet Union, many of these Russian olim no longer feel as acrimonious toward their former homeland as they once did, and they still have deep ties to Russia that make the Russian issue a political winner.

This point was really driven home for me this morning reading Marc Tracy’s post-Birthright thoughts on how his trip to Israel has made him feel more viscerally connected and emotionally attached to Israel even though he is an American Jew and not an Israeli. This connection felt by American Jews is one of the primary drivers behind the U.S.-Israel bond, as a particularly active and vocal (and yes, influential – let’s not sell ourselves short) segment of Americans feel so strongly about Israel. In Israel, the same holds true about the Russian population, who are Israeli citizens and may have not been to Russia or other former Soviet countries since they left but nevertheless feel a strong pull and sense of nostalgia toward their previous home. This relationship goes both ways, as the new annual $1 million prize that Israel is going to bestow on recipients whose contributions to sciences or the arts reflect Jewish values is being funded by a group of Jewish Russian oligarchs. It makes sense for Israeli politicians to take advantage of this sentiment through stronger ties with Russia and wanting to have their pictures taken with Putin when he visits.

The question for me is whether this is a good idea for Israel geostrategically once you set aside the domestic political benefits, and my answer is no. To begin with, as Elise Labott points out, Israel and Russia do not see eye to eye on many foreign policy issues these days. The two countries are working at cross purposes when it comes to Iran and Syria, and yesterday Putin met with Mahmoud Abbas and implicitly backed the Palestinian president’s view that Israel is the party responsible for the deadlock in peace negotiations. Peres spent much of the visit publicly pressuring Putin to come around to the Israeli view of things, commenting during the memorial dedication ceremony that the country that defeated fascism will not tolerate similarly odious regimes in Iran and Syria, and expressing his view during the state dinner that Russia will not allow Iran to develop nuclear weapons. This seems more like wishful thinking than an expression of confidence, since Russia has so far shown little inclination to budge on these issues and did not hint at any changes in policy during Putin’s meetings with Israeli leaders. Netanyahu, Barak, Lieberman, and other Israeli officials are assiduously working to court Russia, but to no avail. At some point, the closer relationship with Russia is going to come to a head, and it will be easier if there are fewer messy entanglements at that point.

Aside from the fact that Israel is destined to endlessly bang its head against the wall when it comes to Russian policy, there is another good reason for Israel to distance itself from Russia. Putin under Russia has evidenced an increasingly authoritarian bent, with Putin’s domestic opponents harassed and jailed, opposition political parties eviscerated, and charges of election rigging and voter fraud. Russia today is no longer a democracy, and Freedom House this year assigned it a 6 for political rights and a 5 for civil liberties (with 7 being the worst score a state can achieve). In short, Israel is trying to tighten its relationship with a deeply illiberal state, and one with which it foten disagrees on matters of foreign policy. In doing so, it risks damaging its relationship with other democracies and European states that do not look kindly upon Russian intransigence. Israel often evinces a view that any friend is a good one, but cozying up to Russia is not going to advance Israel’s international standing or leave it feeling less isolated. This is a classic example of losing sight of what is strategically prudent in the long term in favor of short term tactical political gain. Israel does not have to publicly repudiate Russia or Putin or lead the Mitt Romney vanguard that views Russia as the top geopolitical threat in the world today, but it also does not need to spend its time trying to be Russia’s best friend. Israel should work to keep its relationship with Russia as non-acrimonious as it can while holding Russia at arm’s length.

Lessons From The Israeli Comptroller’s Report

Israeli Comptroller Micha Lindenstrauss released a report earlier today slamming Bibi Netanyahu and Ehud Barak for their shoddy preparation, decision-making, and faulty assumptions in the lead up to the violence aboard the Mavi Marmara two years ago. Lindenstrauss detailed the way in which Netanyahu ignored warnings to convene the cabinet and hold a group discussion about how to prepare for the flotilla, did not consult with the National Security Council (a body first created by Netanyahu when he served as prime minister in the 1990s and with which the PM is required by law to consult), and along with Barak ignored warnings from military officials that boarding the boat would be a violent and potentially fatal enterprise. The picture painted here is one of two men making decisions in isolation without involving any other people with expertise and experience, rejecting or downplaying warnings that contradict their previously formed opinions, and forming plans without all the necessary information because they either couldn’t be bothered to obtain it or willfully ignored it. Unsurprisingly given what the report says about how he processes information contradicting what he already believes, Netanyahu’s response was to essentially ignore it by saying that Israeli security under his watch proves that there are no problems.

Amir Mizroch has a devastating critique of Netanyahu and Barak in which he points out that this behavior is not surprising given the two men’s backgrounds as elite commandos, which leads them to view everything as a military problem to be neutralized rather than looking at the wide range of security and diplomatic implications. This created a terrible problem that is ongoing with Turkey, and it does not inspire confidence on Netanyahu and Barak’s threat assessment regarding Iran, their willingness to legitimately exhaust all other options before striking Iran’s nuclear facilities, or their preparedness and sense of reality for what the aftermath of an attack on Iran will bring. Netanyahu has faced an avalanche of criticism from former defense and intelligence officials, and he or his spokesmen have brushed it all aside by denigrating their motives, their current level of knowledge, their lack of understanding of just how existential the Iranian threat is, and stressing that ultimately only he is responsible for the fate of Israel and the Jewish people. It has been widely reported for months, if not years at this point, that he and Barak are keeping their own counsel and not involving the rest of the security cabinet when it comes to national security decision-making. In short, nearly every mistake that the pair made in the run-up to the flotilla as outlined in Lindenstrauss’s report is being made a second time in the run-up to a decision on Iran. After reading this, does anyone still trust that Netanyahu and Barak have looked at all the angles, considered every possibility, and are listening to the opinions given and information presented by the IDF and the Mossad? Jeffrey Goldberg has just posted a write up of an interview he did with former Mossad chief (and strident Netanyahu critic) Meir Dagan in which the following paragraph appears:

But what angers him most is what he sees as a total lack of understanding on the part of the men who lead the Israeli government about what may come the day after an Israeli strike. Some senior Israeli officials have argued to me that a strike on Iran’s nuclear facilities might actually trigger the eventual downfall of the regime. Dagan predicts the opposite: “Judging by the war Iran fought against Iraq, even people who supported the Shah, even the Communists, joined hands with (Ayatollah) Khomeini to fight Saddam,” he said, adding, “In case of an attack, political pressure on the regime will disappear. If Israel will attack, there is no doubt in my mind that this will also provide them with the justification to go ahead and move quickly to nuclear weapons.” He also predicted that the sanctions program engineered principally by President Obama may collapse as a result of an Israeli strike, which would make it easier for Iran to obtain the material necessary for it to cross the nuclear threshold.

That Netanyahu has brushed off Lindenstrauss entirely is disturbing, since it suggests that he has learned nothing from his previous mistakes and is set in the way he makes decisions. Netanyahu claimed to the comptroller that nobody ever mentioned to him the possibility that taking the Mavi Marmara would end in fighting, but the report details that at least three ministers raised objections and questions along these line and were simply ignored. How many more scathing post-mortems of failed Israeli military operations need to be issued before some lessons are learned? Apparently the Winograd Commission did not do the trick, and the Lindenstrauss flotilla report has already met the same fate less than 24 hours after being released. If Netanyahu sincerely plans on striking Iran, he had better have all of his ducks in a row, since the flotilla blowback is nothing compared to what will happen should Israel be unprepared for an Iranian or Hizballah response. Netanyahu has now used up his last credible excuse, since nobody is going to believe at this point that he has listened to every possible voice and considered a wide range of advice. He needs to firm up his decision-making process to ensure that whatever he choice he eventually makes is an informed one.

Not All Unilateral Withdrawals Are Created Equal

There has been lots of buzz in Israel lately about the idea of a unilateral withdrawal from the West Bank. Ami Ayalon and his colleagues at Blue White Future wrote an op-ed in the New York Times in April arguing that a unilateral approach would lay the groundwork for a two state solution by allowing settlers to voluntarily relocate west of the Green Line and reducing tension on both the Israeli and Palestinian sides while establishing a preliminary border based on the security fence. Then yesterday at the annual Institute for National Security Studies conference, which draws nearly every important Israeli politician and defense heavyweight, Ehud Barak said that a unilateral withdrawal must be considered by the government if negotiations with the Palestinians remain at an impasse. Barak immediately came under fire from the Palestinian Authority, which said that a unilateral Israeli withdrawal would destroy any hopes for a negotiated two state solution, and from other Israeli government ministers such as Education Minister Gideon Sa’ar, who called Barak’s suggestion a dangerous idea and accused him of naivete. The prime minister’s office also distanced itself from Barak’s remarks and made it clear that Barak was speaking for himself rather than for the government.

There are two major objections to a unilateral withdrawal from the West Bank, one from the left and one from the right. The one from the left is that Israel has committed itself to negotiations with the Palestinians on the contours of a Palestinian state, and any moves to sidestep a negotiated solution are a violation of the Oslo Accords. I find this argument to be unpersuasive for two reasons. First, the Palestinian Authority has itself embraced unilateralism when it finds it to be convenient, such as its efforts to have the UN recognize an independent state of Palestine outside any negotiating framework with Israel. If unilateralism is ok for one side, then it is ok for the other. Second, and more importantly, the party that is currently refusing to return to the negotiating table is not the Israelis but the Palestinians. I have written before about the strategic foolishness of setting negotiating preconditions but the additional problem here is that whatever one may think of Bibi Netanyahu’s policy on settlements or his actual desires regarding an independent Palestinian state, he is not currently the obstacle to restarting negotiations. If the Palestinians were willing to sit down tomorrow, the Israelis would meet with them immediately, so the PA blasting unilateral moves as an unwillingness to negotiate when they themselves are refusing to hold talks smacks of hypocrisy of the highest order. There simply cannot be a negotiation when one side refuses to enter the room.

The objection to a unilateral withdrawal from the West Bank from the right is that the Gaza withdrawal was a terrible mistake that created a terrorist enclave, emboldened Hamas, and subjected Israel to a constant barrage of rockets raining down on southern Israeli towns. These are all valid concerns, but I think the comparison to the Gaza withdrawal is not the correct one to make since the circumstances are different in a few important ways. To begin with, Israel withdrew from Gaza completely and not entirely on its own terms. In contrast, an Israeli withdrawal from the West Bank would still leave Israeli soldiers in the Jordan Valley and Israel has determined the precise spot to which it would withdraw by constructing the security fence. Furthermore, while Gaza was a Hamas stronghold before Israel pulled out, the West Bank is under the firm control of the Palestinian Authority and that control has only increased in recent months as Mahmoud Abbas has cracked down on dissenters. The Palestinian Authority is far from perfect, but no serious observer would suggest that there is not a large qualitative difference between the PA and Hamas, both in terms of temperament and willingness to coexist with Israel. In addition, while Hamas has been able to smuggle rocket parts and weapons into Gaza through the Rafah tunnels along the border with Egypt, a tunnel system in the West Bank would be impossible since it shares a border with Israel and the Jordan River. Even if Hamas were to come to power in the West Bank or the Palestinian Authority reversed course and decided to launch a rocket war, the means to do so would be extremely limited as any smuggling taking place would be above ground and far easier for Israel to detect and stop.

There is also an important difference between Gaza and the West Bank in terms of environment and incentives. Gaza has always been more crowded and impoverished than the West Bank, and when Israel withdrew there was an argument embraced by many that there was little left to lose by taking the fight to Israel. There was also the fact that Israel wasn’t holding any more cards; it had withdrawn completely and Hamas was not interested in any negotiating toward a state anyway, so until Israel carried out Operation Cast Lead, there was little incentive for Hamas not to shoot rockets over the border. The West Bank, however, is not Gaza. The economy is much better, the quality of life is much higher, and Palestinians in the West Bank have a lot more to lose by risking a large scale Israeli military incursion. In addition, a unilateral Israeli withdrawal does not mean that the Palestinian Authority in the West Bank has nothing left to gain through negotiations. There will still be an IDF presence in the Jordan Valley, and the Palestinians will still not have a state along the borders that they desire and certainly will not have any part of East Jerusalem as their capital  (and unlike Hamas, the PA’s stated goal is establishing a viable state). In short, the incentive structure for West Bank Palestinians following a hypothetical Israel withdrawal is vastly different than it was for Gazan Palestinians following the Israeli disengagement in 2005.

An Israeli withdrawal from the West Bank certainly is fraught with dangers both known and unknown. That does not, however, mean that it will automatically carry with it the same consequences as the Gaza withdrawal did. Barak is right in noting that Israel at some point is going to have to do something, since holding onto the West Bank indefinitely is not a real option and Palestinian intransigence in negotiating needs to be met with some sort of response. The immediate PA attack on the idea itself gives you a good idea of whether Palestinian officials think that a unilateral withdrawal is in their best interests, and perhaps the credible threat of withdrawal will give them the kick they need to resume negotiations. In any event, the idea of unilateral withdrawal should not be so casually dismissed with facile comparisons to Gaza.

Which Of These Two Things Is More Important?

Bibi Netanyahu and Ehud Barak are both abroad and are, among other things, engaged in their usual efforts to keep the pressure up on Iran. Netanyahu is in Prague while Barak was in Washington, but there are mixed signals coming from their dual diplomatic missions. After bringing seven cabinet members with him (including Avigdor Lieberman, who is apparently allowed to engage in actual diplomacy on rare occasions) and meeting with the Czech president yesterday, Netanyahu today said that he sees no evidence that Iran is about to halt its nuclear program, and compared its negotiation strategy to that of North Korea with the ultimate goal of delaying and buying more time. In doing so, he threw a bucket of cold water on the P5+1 talks scheduled for May 23 by making it clear that he views them as a farce. This is of course not surprising, but coming on the eve of the NATO summit and less than a week before the negotiations in Baghdad, it certainly reads as Netanyahu communicating his desire to strike Iran sooner rather than later, and unilaterally if need be. He also emerged with some support from his hosts, as Israel and the Czech Republic issued a joint statement expressing concern over Iran’s uranium enrichment program and the Czech foreign minister reiterated that the Czech Republic plans on continuing to support Israel within the EU. Combined with the story in Yediot that Israeli military and defense officials have suddenly gone quiet on Iran, it points to Israel preparing to attack on its own timetable and by itself if need be.

Meanwhile, Barak was in the U.S. meeting with Leon Panetta to request more money for the Iron Dome missile defense system and undoubtedly to talk about Iran as well. This comes on the heels of Israeli military intelligence chief Aviv Kochavi’s secret visit to Washington a couple of weeks ago to talk about Iran as well. Barak’s meeting with Panetta must have gone well, because it was announced afterward that not only is the U.S. committing more money to Iron Dome down the road, it is providing an immediate extra boost of $70 million so that Israel can fund more Iron Dome batteries in 2012. It seems unlikely to me that the funding guarantees for Iron Dome do not come with a promise of Israeli restraint in return, since this is a crucial component of Israel’s defense strategy and this is an area where the U.S. has leverage over the Iran issue. It is widely presumed that the U.S. does not want Israel to attack Iran, and it certainly does not want Israel to do so before the U.S. strategy of sanctions and P5+1 negotiations is exhausted, so the fact that top Israeli officials are still shuttling to Washington for close consultations and emerging with money for Israeli military priorities indicates that the U.S. and Israel are on the same page with regard to a strike on Iranian facilities.

So which of these two events has more explanatory power in thinking about what is going to happen next with Iran? As my regular readers know, I think that actions speak louder than words here, and I don’t believe that we are going to see an Israeli strike on Iran this summer. There are obviously electoral considerations in play that make some think that Israel will launch an attack before November, which is presumed to then tie President Obama’s hands and leave him no choice but to fully support Israel irrespective of the strike’s consequences. While this makes sense, I don’t think that the Pentagon would be authorizing extra money for Iron Dome that was not in the original defense budget if Obama and Panetta thought that Israel was going to flout their wishes, and so my money is on Barak’s itinerary being a lot more consequential than Netanyahu’s this week.

The Likud-Kadima Deal Is Not About Iran

Last night right after the news broke that Shaul Mofaz and Kadima were joining Bibi Netanyahu’s governing coalition and that the early elections that had been announced for September 4 are now off, I wrote this post on the implications of the deal for Israeli domestic politics. On the morning after, I have a few more thoughts pertaining to how the new unity government will affect changes in Israeli foreign policy. The short version is, it won’t.

The area in which some people are expecting Israeli policy to shift with the new government is Iran. Jeffrey Goldberg thinks that the larger coalition and unity government might make it easier for Netanyahu to strike Iranian nuclear sites should he be so inclined. I think it is true that it makes doing so easier since the new coalition comprises 93 out of 120 MKs, and a unity government deciding to launch an attack takes some of the bite out of the recent cascade of criticism coming from former defense and intelligence leaders. Kadima joining the coalition, however, does not alter the basic realities that were preventing Netanyahu and Barak from carrying out a strike months ago. Israeli public opinion is still ambivalent on a unilateral Israeli strike, U.S. and world pressure to wait and give sanctions more time has not disappeared, four out of the eight Shminiya (Octet) members are still opposed, and the security and intelligence establishment have raised legitimate concerns that cannot be waved away just because Kadima joined the government. Add to all this the fact that Israel has serious renewed security concerns on its southern border with Egypt and is keeping an eye on its northern border following reports that Scud missile installations being moved closer to the border in Syria, and attacking Iran appears to be a dicey proposition.

There is also the Mofaz factor, which does not necessarily weigh in favor of a strike. Looking at Mofaz’s position on Iran, a little over a month ago he blasted Netanyahu for pushing for a strike that he deemed would be premature and ineffective, and said that he would stand with any PM who ordered an attack as the last resort but that Israel was not yet at that stage. Just yesterday, he accused Netanyahu of politicizing the issue of a strike and endangering the relationship with the U.S. Now, anything Mofaz said in the guise of campaigning must be taken with a grain of salt, but that he chose to hit Bibi hard on Iran cannot just be brushed aside so easily. It is also important to remember that Mofaz was not campaigning primarily on security or defense issues but rather donned the mantle of social justice, and was particularly targeting preferential treatment for Haredim. The deal with Likud gives Mofaz and Kadima the task of leading the committee charged with coming up with a Tal Law alternative, which is again not a security-related issue. It is easy to think that bringing a former defense minister and IDF chief of staff on board must mean that Netanyahu is seeking to add another buffer against criticism should he choose to attack Iran, but the details of Mofaz’s campaign and the particulars of the unity deal do not necessarily point to this conclusion. There are now three former chiefs of staff in the cabinet – Barak, Mofaz, and Yaalon – and based on what we know, only one of them is on board for an imminent unilateral strike on Iran. Just because the cabinet is full of generals does not mean that they are all gung ho to launch a new military adventure.

There is, however, one important way in which Israeli foreign policy might change with this unity deal, and that is the renewed empowerment of the foreign minister should Avigdor Lieberman be indicted, which I expect will happen in light of Zeev Ben Arie’s indictment and plea bargain last week. If Lieberman has to leave the government, it is safe to assume that Mofaz will take his place, and Israel will then once again have a foreign minister who is actually trusted to carry out the state’s diplomacy. This would undoubtedly be a good development should it occur, since Israel’s Foreign Ministry is too important to be left in incompetent hands.

When all is said and done, I do not think this deal is about Iran. I think it was done for domestic political considerations first and foremost. Let’s remember that while Netanyahu has faced no real challenges, Likud has not been on nearly as solid footing as its party leader. It is right now the second largest party in the Knesset – and that Kadima is the largest but is only getting one minister slot out of this deal tells you all you need to know about its long term prospects – but had been facing a new threat from Yesh Atid, a Labor bump following summer social justice protests, and a rightwing revolt within its own ranks led by Moshe Feiglin, Danny Danon, and others who do not find Netanyahu sufficiently committed to the settlement cause. The deal with Kadima eliminates these problems or gives Netanyahu more time to deal with them. By bringing Kadima and Mofaz into the coalition, it increases the chances that an increasingly unpopular Kadima (polls had it coming in fourth or fifth were elections to be held in September) will simply merge back with Likud before October 2013 and undo the rift that Ariel Sharon created in order to pull out of Gaza. It also cuts the legs out from under Yair Lapid and his new party before it can really get off the ground, and while Yesh Atid might stick around and build support, October 2013 is a long ways away for a party that has no seats in the Knesset. A newly stabilized government gives Netanyahu more time to quell the growing backbench rebellion within Likud as well, and he can expect Kadima to now back him full-tilt on settlements once he backs Mofaz’s Tal Law alternative. In sum, this is move to bring in Kadima and cancel the early elections is a no-brainer that eliminates potential rival parties, strengthens Likud internally, and probably increases its vote share over what it would have gotten in September. Does it make it easier to attack Iran? Sure – Mofaz might now become Netanyahu’s Colin Powell inasmuch as his known reticence about a strike and his presence in the cabinet make it more credible should Netanyahu decide to act. But I don’t think that is the correct prism through which to view yesterday’s political machinations.

P.S. Related to all of this, Brent Sasley has a great post over at Mideast Matrix that is well worth a read because it gets to the root causes of Israel’s political dysfunction. The casual observer familiar only with the American form of government looks at the fact that the Israeli prime minister just decided on a whim to cancel his own call for early elections and put them off for over a year as a gross violation of democracy, when in fact it is par for the course in a parliamentary system. That does not mean, however, that all is well with Israeli politics, and Brent makes a great counter-intuitive argument that yesterday’s events actually strengthen Israel democracy by temporarily papering over some of the immense structural problems that exist in the system.

Some Quick Initial Thoughts On The Israeli Political Bombshell

First of all, wow. The deal to form a Likud-Kadima government is a master stroke by Bibi Netanyahu, who now gets to avoid dealing with elections and having to make a bunch of imperfect choices in putting together a coalition, while also seizing on the fact that nearly 3/4 of Israelis want to see the Tal Law gone for good. He isn’t giving up anything, gets to cut Yair Lapid off at the knees, and strengthens his bid as the most dominant Israeli politician of his generation. This is an enormous win for him.

Another big winner, perhaps even more so than Bibi when thinking about relative gains, is Ehud Barak. I wrote last week that I was confident Barak and Atzmaut would get enough votes to be seated in the Knesset and remain in the coalition, but now Barak doesn’t have to worry about that anymore. He gets to remain as defense minister and doesn’t have to keep taking symbolic stands against settlements in an effort to rebuild his constituency. Barak also seems to genuinely hate Lapid, mocking him in the past week for using a teleprompter and comparing his Yesh Atid party charter to that of the Baath party in Syria, so the fact that Lapid now goes back to being a television host for the time being must make Barak happy.

The fact that Barak is staying as defense minister is even more remarkable when considering the that it is Mofaz who cut the deal with Netanyahu to join the government. Mofaz is a former IDF chief of staff and former defense minister, and you know that he must have wanted to take Barak’s seat but is instead joining the coalition as vie premier. Certainly not a bad gig by any means, but you have to think it is his second choice. What this says to me is just how badly Netanyahu wants and needs Barak by his side in order to provide credibility and instill confidence in the Israeli public should Israel move to strike Iranian nuclear sites. Netanyahu is clearly unwilling to give him up, which again reinforces the point I have been harping on about Barak being the critical decision maker and figure to watch on Iran.

Another winner here is Shelly Yachimovich and Labor. Yachimovich has been in major pander mode lately, saying that she would join the Netanyahu government under the right circumstances and even absurdly claiming to share a lot in common ideologically with Shas and UTJ. She knew that she was facing an uphill battle in an election with Mofaz trying to siphon off social justice voters, Yisrael Beiteinu seen as the face of the battle against Haredi military exemptions, and Yesh Atid going after Labor’s main demographic. Labor as of today had no ministerial posts and was not even the largest opposition party. Now, Labor instantly vaults over Kadima to be the primary opposition party and Yachimovich has a new position as opposition leader and a larger bully pulpit. Given that she had zero chance of replacing Netanyahu and becoming the next prime minister anyway, the Likud-Kadima deal benefits her in the end as well.

In hindsight, a deal between Likud and Kadima was inevitable given Mofaz and Kadima’s free-falling poll numbers. Mofaz harbored hopes of beating Netanyahu and becoming PM, but the polls made it clear that this was not going to happen. Things were looking so bad that there were even calls in the past few days for Mofaz to make up with Tzipi Livni and bring her back into the fold. As I’ve noted previously, Mofaz had no intention of orchestrating a leadership fight with Livni and taking control of Kadima to be just another powerless politician, and it was clear that he was going to move closer to Likud if he thought he couldn’t beat Netanyahu outright. But it never occurred to me that he and Bibi would forge a deal before the elections rather than after them. Good for Mofaz for leveraging his position when he was at his most powerful, and good for Bibi for recognizing a good opportunity staring him in the face.
