There has been much sound and fury over the past couple of weeks over labeling; more specifically, over the labeling rules for goods coming into the United States that are produced in the West Bank. There is lots of misinformation going around about the rules and even why they are now in the news, so in order to make it easier to have an informed opinion, I thought I’d write a quick and handy guide to the labeling controversy answering everyone’s questions.

Why is the Obama administration coming up with new ways to punish Israelis when there are much bigger problems going on in the Middle East? Actually, the Obama administration didn’t come up with anything new here at all. The labeling controversy erupted as a result of U.S. Customs and Border Protection issuing a reminder on January 23 about the existing rules on the books for how products made in the West Bank must be labeled. The rules, which were enacted in 1995 with the support of the Israeli government as a way to boost the Palestinian economy, state that any products made in the West Bank or Gaza shall be labeled as coming from the West Bank or Gaza but cannot be labeled with the phrases “Israel,” “Made in Israel,” “Occupied Territories-Israel,” or a similar variation. It is an open question as to why Customs decided to issue this reminder now for a rule that has been honored more by its breach than its enforcement. It could have been a matter of routine, it could have been as a result of outside complaints, it could have been due to the new EU settlement goods regulation, or it could have been because the White House or State Department asked for it to be done. For those who want to assume the worst and jump on President Obama for his perfidious treatment of Israel, however, let’s remember that the same people now calling for the president’s head over a low level bureaucratic organization issuing a policy reminder twisted themselves into knots in insisting that Prime Minister Netanyahu was entirely in the dark when a low level bureaucratic organization issued plans for new construction in Ramat Shlomo during Vice President Biden’s visit to Israel in March 2010. Funny how all perceived affronts to the U.S. committed by Israel are nothing but unfortunate mistakes of timing or bureaucratic slip ups beyond the prime minister’s control, but any perceived false move toward Israel from one of the executive branch’s four and a half million employees must have been cooked up in the Oval Office by the president himself. 

Who cares whether the president did this himself or not? How dare anyone allow the boycott of goods made by Israelis! Why is the president supporting BDS? I agree; economic and cultural boycotts of Israel and Israelis are odious in my view, and the BDS movement is about destroying Israel as a Jewish state rather than ending the occupation of the West Bank. Of course, we may as well be discussing the merits of the revamped Boston Red Sox starting pitching staff as discussing BDS, since they both are equally irrelevant to the topic at hand. As we all know from the Israeli government’s position over Israel’s proposed NGO bill, labeling things is about transparency and information rather than about a value judgment. In any event, whether you think that labeling things is justified or not, it is certainly a completely different animal than a boycott since it places no barriers on anyone’s ability to buy goods made in the West Bank.

Ok, fine. But the Obama administration is singling out stuff made by Jews! Isn’t that only a short skip and a jump away from the Nazis and the Nuremberg Laws? This is a popular position being expressed in my Facebook feed, but it has the unfortunate element of being not true. The key difference between U.S. labeling requirements and European labeling requirements is that the U.S. does not distinguish between goods made by Jews or Palestinians, or between goods produced in Jewish settlements versus goods produced in Palestinian towns and villages. To suggest that this is a measure targeting Jews is completely wrong, since a widget produced in Efrat is given the same label as a widget produced in Jenin. In fact, the American labeling regulation should actually appeal in many ways to the pro-Israel community, since it does not allow for a category of “Made in Palestine,” which the EU explicitly mandates as an option, and it also rules out using the phrase “Occupied Territories.” Unlike the EU regulation, the U.S. version explicitly recognizes that the West Bank is disputed territory still subject to negotiation.

Your absence of outrage over this is outrageous. Why aren’t you angry? Quite simply, this is a policy that not only makes sense to me, but comports with Israel’s official position on the West Bank. Israel has not annexed the West Bank, and the core of the defense of Israeli democracy despite the occupation is precisely that the West Bank has a different status. Mirroring Israel’s treatment of the West Bank as a distinctly separate entity without prejudicing the outcome of any future permanent status agreement is something with which I find it hard to quibble.

Furthermore, maintaining a conceptual barrier between Israel and the West Bank makes it harder to delegitimize Israel down the road. Conflation of Israel and the West Bank is precisely what the BDS movement tries to accomplish through the back door. It denounces Israel’s occupation of the West Bank but also denounces Israel’s very existence as a Jewish state by calling for a full right of return, and by relying on people not sophisticated enough to grasp the distinction between Israel and territories under Israel’s control, it marshals those who oppose the occupation into actually opposing Israel itself. The very core of the BDS argument – that Israel is an illegitimate apartheid state – rests on erasing any line between Israel and the territories under Israeli military control and then arguing that robust Israeli democracy inside of the Green Line makes no difference because of what takes place beyond it. Why should the U.S. assist in this maneuver by itself erasing the difference? People will make up their own minds as to whether the U.S. rule on labeling is innocuous or an affront, but to throw a fit over a reminder about a twenty year old law that was enacted at Israel’s behest; that in no way boycotts Israeli goods but in fact treats all goods made in the West Bank identically irrespective of who made them; that does not use the terms Palestine or occupation; and that reflects Israel’s own view of the West Bank’s status; is to my mind a waste of energy that should be directed elsewhere.

Sticks And Stones May Break My Bones, And So Will Words

Frustrating the deeply held convictions of “Zionist Occupied Government” conspiracy theorists everywhere, it has not exactly been a banner week for the U.S.-Israel relationship. First there was the Bogie Ya’alon snub during his sojourn to Washington, where the Israeli defense minister met with Chuck Hagel and Samantha Power – the latter reportedly only because the White House was too late in trying to prevent it – but was not granted meetings with Joe Biden, John Kerry, or Susan Rice. Then came yesterday’s already legendary Jeff Goldberg piece in the Atlantic, henceforth known as the chickenshit article, during which an unnamed senior administration official used that moniker to describe Bibi Netanyahu. The piece, which proclaimed a crisis in U.S-Israel relations, was right and has now inflamed that crisis even further. As dedicated readers may recall, in July I wrote that despite the very bad personal relationship between Netanyahu and President Obama, the bilateral U.S.-Israel relationship was not going to be threatened in the long term, and I think that is still true. Nevertheless, what is going on now is certainly serious and can derail things in the short term. So to make up for my lack of recent blogging, and my even longer lack of blogging about Israel specifically, here are some semi-extensive thoughts about the entire contretemps.

First, just as Israeli officials are completely out of line and do damage to their own cause and interests when they make nasty comments about Obama, Kerry, and other U.S. government officials, the same goes for the inane and childish comments made to Goldberg about Netanyahu. I am and have been highly critical of Ya’alon, Naftali Bennett, and others who have launched inappropriate personal attacks; it reflects terribly upon them and does absolutely nothing to rectify whatever it is that has made them upset. This is no different, and the intensely personal nature of denigrating the courage of a former Israeli special forces commando is particularly ugly. Literally taunting an Israeli prime minister for not bombing Iran – as if the issue is a lack of guts rather than an array of barriers to doing so, from Israel’s security cabinet to intense differences of opinion about such a move across the political and military spectrum to serious pressure from the U.S. – is boorish and petty and smacks of smug, childish amateurism, not to mention a terrifyingly myopic and incomplete view of how foreign policy actually operates. I hope that the outrage expressed by some in the U.S. when Ya’alon has insulted Kerry in the press is also expressed today. On the flip side, those who found nothing wrong with Ya’alon’s remarks a few months ago should have the appropriate sense of self-perception to keep their mouths shut now as well. It’s not good when Israelis trash their American counterparts, and it’s not good when Americans trash their Israeli counterparts, but if you are a pro-Israel American, your outrage at one had better be matched by your outrage at the other.

Second, Netanyahu’s broadside in return today is a great example of a world leader who does not properly appreciate his country’s position in the international system. Israel is a regional power in its own right, but it is also largely dependent on the largesse of its great power patron – for which, by the way, it has no genuine feasible alternative replacements should that largesse ever be withdrawn. Despite the heady excitement Israelis have over increased trade ties with China and India, the optimism that this will translate into political support is misplaced, as excellently outlined by Rory Miller in Foreign Affairs, who demonstrated that both countries have completely delinked their economic relations with Israel from their political relations with Israel, and are not going to reverse that path any time soon. Were Netanyahu smart about this, he would have expressed his anger and disappointment behind closed doors, and publicly kept his mouth shut. The fact is that Israel and the U.S. will never be equal. There is an enormous power imbalance in the relationship, and the U.S. can afford to alienate Israel (although it shouldn’t and it would make things harder for U.S. initiatives in the region) but Israel can absolutely not afford to alienate the U.S. I get why Netanyahu’s impulse is to lash back out, but this is a tit-for-tat exchange that Israel will always lose. Israel’s greatest geopolitical advantage is its relationship with the U.S., and thus a well thought out plan would be to swallow whatever American insults come Israel’s way and do nothing to harm that relationship. Some Israeli leaders, including rightwing Likud politician President Ruby Rivlin, get this. Netanyahu quite obviously does not.

Third, leaving aside the damage in the day to day working relationship, the infamous chickenshit interview has potential to backfire on the U.S. when it comes to the Iranian nuclear program in two ways. One has to with Israel, and the other has to do with Iran. On the Israeli side of the equation, the White House is quite obviously happy that Jerusalem has so far sat on its hands and kept its planes far away from Fordow. In the context of an Israeli populace and political class that sees external threats rising up around it, nervousness that the U.S. is getting snookered by Iran in the nuclear negotiations and will agree to nearly any terms to just make the problem go away, and an election coming soon in which the threats to Netanyahu come not from the left but from the right, is there a better way of prompting Netanyahu into taking military action against Iran than denigrating him as a chickenshit who is too scared to use his military? It’s almost as if the person or persons who felt the need to go blabbing to Goldberg are trying to end up with egg all over their faces. I’d agree that the chances of Israeli action at this point are remote, but just listen to some of the saner and more respected security voices in Israel – Amos Yadlin and Ya’akov Amidror are two who come to mind – and you will quickly realize that Israel does not necessarily share the same view of these unnamed administration officials that a bombing run is completely off the table.

On the Iran side of the ledger, I agree with Dan Drezner that there is a component to this that involves signaling to Iran. I am not as certain that it is intentional, however; rather, my fear is that the U.S. is instead unwittingly and massively reducing its negotiating leverage by openly doubting Israel’s ability and willpower to attack Iran’s nuclear facilities, and by implying that it sees a nuclear Iran as a near fait accompli. Any Iranian leader reading the Goldberg interview would logically assume that there is nothing Iran can do that will invite a strike against its nuclear program, and that it really has no reason to offer any negotiating concessions at all. Irrespective of whether or not the Obama administration has privately decided that it wants a deal with Iran at any cost, this is terrible negotiating strategy and very poor strategic behavior.

Fourth, the chickenshit comments are more likely than not going to exacerbate the type of Israeli behavior that frustrates the U.S. unless the insults and vitriol are ultimately accompanied by a genuine change in policy toward Israel. If things continue along the same path, meaning that there is no real penalty for increased settlement activity in the form of reduced intelligence and military cooperation, reduced defense aid, or reduced support at the United Nations, the takeaway message for Netanyahu is going to be that the only price for driving U.S. officials to apoplexy is having to absorb personal insults. I don’t know whether policy is going to change following the November elections or not; I have read some predictions that the cover for Israel at the U.N. in particular is something that will be endangered, but I have serious doubts as to whether that will be the case. The point is, if Goldberg’s unnamed official thinks that his or her words alone are going to have any real effect on Israeli policy, I wouldn’t hold my breath waiting for it.

Finally, it is pretty clear to me that this is not just a random attempt to make Bibi look bad here, but a deliberate ploy to damage his political prospects. There is a perception among Israeli elites that picking a real fight with the U.S. is fatal for Israeli politicians, and many in various U.S. administrations believe that as well. My friend Brent Sasley has argued otherwise, although others take a different view of the Shamir loss in 1992. In this case, in the short term the fight seems to have bolstered Bibi, with people like Bennett coming out and strongly backing him against the chickenshit comments. It makes him look like a stronger leader standing up to a petty and bullying American administration. In the long term, however, I think that the White House political calculation here is correct in the sense of wanting to play up the hostility between Netanyahu and the White House in order to damage him. There are going to be elections in the next few months, and there are plenty of rightwing politicians aspiring to unseat Bibi who can claim that they will stand up to Washington when need be but do not have the baggage that Bibi has. Ya’alon is obviously not in this camp, but Bennett, Moshe Kahlon, Avigdor Lieberman, and even Yair Lapid will all try to take advantage of this dynamic to siphon votes away from Likud and toward themselves.

Ultimately, whomever it was that has now made the term chickenshit a permanent part of the foreign policy lexicon may feel a lot better today after a self-satisfied venting session, but this kind of thing is entirely counterproductive. Allies can and do disagree, but this is not the way to do it. Nobody in the Obama administration should be too pleased with themselves this afternoon.

Are The U.S. and Israel Really Headed For A Split?

Michael Cohen published an article in Foreign Policy a couple of days ago in which he argues that the future of the U.S.-Israel relationship will be marked by “less cooperation, more disagreements, and greater tension.” The piece is headlined “The Democrats Are Finally Turning Away From Israel” with the inflammatory subhead “And it’s high time they did,” but this does not reflect Cohen’s core arguments, and I am 100% confident that he had nothing to do with the title in any way (having been published in FP on numerous occasions, I can say from personal experience that the editors choose the title on their own and the first time the writer even knows about it is when it goes live on the website). What Cohen argues is that the relationship is being strained and slowly pulled apart by bad personal relationships between President Obama and Prime Minister Netanyahu, Israel actively trying to prevent a deal between the U.S. and Iran by working Congressional channels, differing strategic priorities in the region, and a widening gap between the two countries’ worldviews.

In Cohen’s analysis, all of these factors mean that support for Israel in the U.S. will wane as the U.S. government finds it increasingly difficult to justify or explain bad Israeli behavior – particularly on the Palestinian front – and that the U.S. will no longer rush to defend Israel from pressure coming from Europe. Furthermore, Cohen foresees the politics of Israel changing in the U.S. as support for Israeli behavior among American Jews wanes and as Israel identifies more and more with Republicans, making support for Israel less politically important for Democrats.

Cohen astutely identifies a number of points of tension between the U.S. and Israel, and he is not exaggerating things such as the distrust between the elected leaders or the frustration among administration officials over Israel’s handling of settlements and peace negotiations. Nevertheless, I do not entirely agree with the analysis, and I think there are some angles that Cohen either misreads or leaves out, particularly on the strategic front.

First, while Obama and Bibi have long been and likely always will be at odds, this duo only has two more years to go, and that means that the relationship can be reset in a heartbeat. The low point of the George H.W. Bush and Yitzhak Shamir pairing was followed by the apex brought about by Bill Clinton and Yitzhak Rabin, so I am reluctant to predict any longterm trends based on the two men currently in office. If Hillary Clinton or Joe Biden end up winning the White House in 2016, their track records and both public and private comments indicate that the relationship with Israel will improve irrespective of what happens with settlements and the peace process, and that goes double for any Republican not named Rand Paul. That is not to say that U.S. frustration with Israeli settlement policy is a mirage or only resides in the minds of Obama White House officials, since it absolutely permeates a much deeper group of politicians and foreign policy bureaucrats who rightly worry about the consequences of Israeli policies toward the Palestinians. Rather, it is a problem that must be considered in light of a larger strategic context (more on that below), which makes it important but not necessarily an ultimate driver of U.S. policy toward Israel.

Second, while it is absolutely true that support for Israeli policies among younger American Jews seems to be on the decline, the jury is out as to whether that support will increase as younger American Jews get older, and more saliently there is a question as to whether support for Israeli policies directly overlaps with support for Israel more generally. Furthermore, none of this may matter anyway if support for Israel among the general public remains strong, or if within the Democratic Party there is a gap between grassroots progressives and elite policymakers and opinion leaders. On the question of support among the general public, favorable views of Israel are at historical highs with a clear 55% majority of Democrats still holding favorable views, and historically Americans tend to sympathize with Israel versus the Palestinians at even higher than normal levels when Israelis are the victims of terrorism and violence, as was tragically the case this week. I am also not convinced from conversations with progressive politicians and thought leaders that they are on the verge of abandoning Israel wholesale, and there is a strong recognition among Democratic elites that Israel is not and should not be entirely defined by its settlement project, as deeply problematic as that project is.

Most importantly though, in his focus on divergent strategic goals, Cohen glosses over a newly strengthened recognition that Israel’s strategic value as an ally is going up. It’s clear that Israel and the U.S. differ on their respective threat perceptions of Iran, whether Iran should be contained, and whether Iran can be contained, but in seeking to contain the fallout coming from the rest of the region as it implodes, Israel is pretty much the only reliable ally left standing. Despite an American desire to pivot to Asia, the Middle East cannot be ignored just because the U.S. finds it thorny, as the recent crisis in Iraq demonstrates all too well. The U.S. is going to be involved to a greater extent than it desires, and as I heard from multiple Israeli foreign policy and security professionals and experts when I was there last month, the Israeli government is well aware that the country is an island of stability amid the chaos. Iraq is a mess, Syria is in the middle of a civil war, Egypt is teetering dangerously on the brink of becoming a failed state, Saudi Arabia is dealing with massive uncertainty amidst a succession crisis, Jordan has been in constant crisis management mode since 2011 and now has to worry about being overrun by ISIS, Turkey is dealing with all sorts of internal problems and has proven itself to be a notoriously unreliable and myopic ally with its disastrous flirtations with jihadi groups in Syria…the list goes on and on. Israelis are of the view that the U.S. almost needs them more than they need the U.S., and while this is overconfident hyperbole, it is based on a foundation of truth. U.S.-Israeli coordination is now more vital than ever, and this is a variable that is not going to change for the remainder of this decade given the Middle East’s unraveling. When I wrote two years ago that Israel was going to benefit from the Arab Spring as a result of its neighbors being too busy with their own domestic unrest to worry about making trouble for Israel, I didn’t anticipate the positive externality of Israel becoming an even more crucial American ally, but that dynamic has arrived.

I share Cohen’s concerns about Israeli policies, and anecdotally there seems to be softening support for Israel among younger Democrats. Ultimately, however, I think the political tension in the relationship is fleeting, and the genuine and widespread disappointment at Israeli settlement building is a long term problem that needs to be addressed but that for next few years will be outweighed by larger strategic concerns. Surveying the state of things, I am not nearly so confident as Cohen that the U.S.-Israel relationship is destined to be remade.

 

To Bibi, Or Not To Bibi

As anyone who watched the vice-presidential debate on Thursday night may have noticed – and as I noted myself on Friday – Joe Biden repeatedly brought up Prime Minister Netanyahu but always referred to him by his nickname, Bibi. On Friday I wrote, “I get that Biden was trying to push how well he knows Netanyahu and that informality is part of Biden’s natural shtick, but can you imagine Biden talking about any other foreign leader in such an informal manner? Not sure if this says more about Biden, Netanyahu, or the U.S.-Israel relationship more broadly, but it’s worth thinking about.”

I actually did spend some time thinking about it for The Atlantic, and here’s what I came up with:

When the subject of Iran’s nuclear program came up during last night’s vice presidential debate, Joe Biden began talking about his friend, Israeli Prime Minister Binyamin Netanyahu. Biden likes to play up his long-standing connections with foreign leaders, so mentioning Netanyahu by name was not in itself surprising. The odd part is that Biden never referred to Netanyahu in any way but “Bibi,” which is Netanyahu’s often-used nickname.

While Netanyahu is referred to as Bibi in a number of settings (in line with Israelis’ proclivity toward nicknames, especially in the military), Biden’s use of his friend’s nickname stood out in a formal political debate. Even more noticeable is that Biden initially referred to “Bibi” without even providing his last name or his position as prime minister of Israel. It is impossible to imagine this happening with any other world leader, but Biden did it repeatedly and with ease when it came to Netanyahu.

It is easy to chalk this up to Biden’s generally informal nature, or his desire to create a contrast between his own decades of foreign policy experience and Ryan’s relative dearth of foreign policy chops. Yet even if Biden did so unintentionally, there are some lessons to be learned from the vice president’s colloquialism about Netanyahu and the current state of the U.S.-Israel relationship.

About Last Night

Unlike the first debate between President Obama and Mitt Romney, last night’s vice presidential debate had plenty of talk about foreign policy (thank you, Martha Raddatz!). As I had hoped, both Israel and Turkey got mentioned during the mix of topics, and there are some conclusions that can be drawn from what both Joe Biden and Paul Ryan had to say.

On Israel, unsurprisingly both candidates were climbing over each other to note their support. Israel is popular with the American public, so this was a smart move for both sides. The strategy for each man was slightly different though; Ryan noted a couple of times that he and Romney have adopted a policy of stopping Iran from gaining nuclear capability rather than building a nuclear weapon, which is official Israeli policy as well, while Biden went out of his way to emphasize how closely the administration has worked with Israel and how he himself has a close and longstanding personal relationship with Bibi Netanyahu. Biden’s approach might reflect one of two things: either that he generally likes to brag about his relationships with other world leaders and knows that he has an advantage in this area since Ryan is a foreign affairs neophyte and cannot make a similar claim, or that the Obama campaign has numbers suggesting that Netanyahu is popular with Americans at large and also within the American Jewish community.

On a related note, I do have to say that it was a bit strange to hear Biden repeatedly refer in a televised debate to “Bibi” as if he were some random childhood buddy or family member. I get that Biden was trying to push how well he knows Netanyahu and that informality is part of Biden’s natural shtick, but can you imagine Biden talking about any other foreign leader in such an informal manner? Not sure if this says more about Biden, Netanyahu, or the U.S.-Israel relationship more broadly, but it’s worth thinking about.

Also significant is that Raddatz did not actually ask a question about Israel, but the candidates brought it up in conjunction with talking about the Iranian nuclear program. This suggests to me that despite Netanyahu being stymied so far by his own domestic politics and by the U.S. on striking Iranian nuclear facilities, his constant barrage on the issue has still had a large effect, in that he has managed to make Israeli concerns an important part of the debate around Iran here in the U.S. I am in no way suggesting that the U.S. is in thrall to Israeli interests and will do anything solely because Israel wants it to (hear that, Mearsheimer and Walt?), but Netanyahu has done a good job of making sure that Israel’s concerns are duly noted at the upper echelons of the U.S. national security apparatus.

There was less mention of Turkey than there was of Israel last night, but it did come up in the context of Syria. Biden mentioned that we are working “hand in glove” with a number of countries, including Turkey, which is technically true, but I doubt that Erdoğan and the Turks would describe things the same way. We are certainly working with them, but the implication is that we are on the same page, which is not the case since the Turks would love to have us support an outside intervention. Of course we are trying to coordinate with Turkey, but U.S. goals and Turkish goals are very different in this case. The U.S. wants to manage the situation and keep Syria from exploding outside its borders without having to do anything particularly active, whereas Turkey wants the U.S. to ultimately get involved militarily, whether it be in establishing a no-fly zone or even to go as far as contributing troops and air support for a ground invasion to get rid of Assad. The last scenario will never happen and I am deeply skeptical that the first one will happen either, but Biden did a nifty job of glossing over these differences in pretending that the U.S. and Turkey are of one mind on this. As for Ryan, he said we should have deferred to “our allies the Turks” in coming up with a better plan for Syria. I found Ryan’s remarks on foreign policy last night to sound as if he had read from a briefing book without really thinking through the issues, and I thought his comments on Syria were far and away his weakest and most unintelligible, but hopefully somewhere Rick Perry is sitting around dazed and confused that the GOP nominee for vice president recognizes that Turkey is our ally and not run by “Islamic terrorists.”

Guest Post: Which Side Is It That Is Actually Politicizing Israel?

Following my post last week about the GOP turning Israel into a partisan issue, my friend Gabe Scheinmann emailed me to register his disagreement with what I had written. Gabe and I met when we were at Harvard and we both ended up as PhD students in the Government Department at Georgetown, and he is currently a Visiting Fellow at the Jewish Institute for National Security Affairs. Gabe is a rising star in conservative foreign policy circles, and I always take his unfailingly intelligent and informed views on security policy very seriously. Gabe has a different take on who is responsible for politicizing Israel as an issue in U.S. elections, and I asked if he would be willing to write a guest post laying out his rebuttal to my argument and he graciously agreed. Here is Gabe on the differences between the Republicans and Democrats on Israel and which side is more responsible for playing politics.

Making “Israel” into a partisan issue football is bad for Israel and bad for America. A true alliance does not bloom and wither based on the party in power, but instead represents long-term interests. By politicizing such an alliance, both political parties, and both countries for that matter, are jeopardizing the crucial trust and commitments needed for a fruitful relationship. Moreover, the current parties’ dispositions on Israel have not always been the same. Prior to the Nixon Administration, it was the Democratic Party that was a great friend of Israel, from immediate political recognition from Truman to the beginning of a military relationship under JFK. In contrast, the greatest crisis in U.S.-Israeli relations to this day occurred during a Republican Administration, when an irate Eisenhower browbeat Israel over its invasion of the Sinai and Suez Canal in 1956. Three decades from now, the parties’ identities may yet again change and it would be a disservice to the U.S, Israel, and the alliance if the parties were to develop diametrically opposed views on the subject.

That said, I think the real culprit is that for the first time in a long time, real differences have emerged between the two parties regarding their policies towards Israel. The Democratic Party’s lurch leftwards on foreign policy—partly a result of Vietnam, partly due to demographics—has also shaken its once solid support for Israel. The Democratic Congressional leadership remains very pro-Israel, way more so than the current president. But if you look at poll after poll of Democrats, especially liberal Democrats, what you find on Israel is very troubling. Whether it’s the J Street crowd (whose leadership is way more right-wing than its supporters, and that’s saying something), or the African-American community, or the environmentalist community, or the gay community, you’ll find some terrible sentiments on Israel. The ritual condemnation of Israel by supposed “human rights” organizations, all left-leaning, are manifestations of this. And while the Democratic leadership is indeed pro-Israel, the ranks of the Democratic party are not. The “Gaza-54” letter, asking Obama to pressure Israel to ease the Gaza blockade in 2010, was signed exclusively by 54 Democratic Congressmen, Rep Jim Moran (D-VA) blamed the Iraq War on AIPAC—earning the rebuke of Rep. Steny Hoyer—and, most recently, the New York Democratic Party establishment has come out against Charles Barron, the former Black Panther running for Congress, for his anti-Israel and anti-Semitic positions, even though he has been endorsed by the retiring Congressman whose seat he’s running for.

Moreover, President Obama himself has politicized Israel policy to a degree unseen in decades. The Obama Campaign put out a glossy, epic-music-leitmotif video on its “exemplary” record on Israel, the White House (note: not the campaign) has a webpage exclusively devoted to the president’s Israel record, longer than the entirety of its foreign policy page, and the president himself declared that he “has done more in terms of security for the state of Israel than any previous administration” and knows more about Judaism than any other American president. The list goes on. Obama has spoken at AIPAC two years in row, a first for a president. The recent spate of national security leaks—authorized or not—have served to make the president look tougher to his electorate, while compromising real national security, such as the disclosure of the joint U.S.-Israeli cyberwarfare campaign against Iran’s nuclear program, which has a direct quote from VP Biden blaming Israel.  In addition, Biden has recently reemphasized the president’s campaign speech of last October, also expounding that “I believe that no president since Harry Truman has done more for Israel’s physical security than Barack Obama”, even managing a small dig at the Bush Administration for supposedly not putting enough pressure on Iran.

Moreover, the President’s Israel policy seems dictated not by U.S. national security, but by his own reelection campaign, as his policies on the peace process and Iran have morphed as the November approaches.

Take the Peres ceremony. To be clear, if the GOP leadership was indeed invited, they should have gone. (However, Kampeas’ blog postings on the subject are far from definitive as to who was actually invited and who was out of town, so I’m not sure there’s solid evidence that the GOP absence was out of spite for Obama’s Israel record.) Notice the glowing and unprecedented reception the White House gave Peres compared to its shabby treatment of Netanyahu, Israel’s actual leader. Notice Obama quoting extensively from Peres’ 1993 Nobel peace prize speech, or the very act of giving Peres the medal, or more importantly, singling him out for a separate ceremony than the rest of the recipients the previous week. For example, when Obama gave Bush 41 the same medal two years ago, not only was it not a black tie event, nor at night, nor a reception, but he was one of fifteen recipients! This was an entire political operation by the president, from the decision to award the medal, to the manner in which it was presented, to the themes hit upon. (Notice how Peres brought up Iran, while Obama didn’t.) Obama’s message to Bibi was “See how I’ll treat you if you believe in what I believe”. It was a no-so-subtle dig.

To conclude, I believe that the core of the Democratic party has moved far leftward on foreign policy and, as a result, it is losing its reliable pro-Israel bent. This has begun to trickle up the ranks of its leadership, but for the moment its Congressional leadership is still solidly pro-Israel, more so than the president himself. So, what should the GOP or, for that matter, pro-Israel Democrats do? In order to keep Israel bipartisan, should they compromise? How should the Republican Party respond when the White House attempts to impose a settlement freeze on Israel, or equates the Holocaust with Palestinian suffering, or denies the existence of Bush era assurances to Israel, or attempts to refund UNESCO in contravention of U.S. law, or opposes the counting of Palestinian “refugees”?

In the past 5 years, substantive differences have emerged between the two parties on Israel, largely a result of a shift in the Democratic party. The emergence of groups like the Emergency Committee for Israel is a consequence, not a cause, of this shift and is merely trying to highlight these differences while ultimately letting voters decide. If the differences between the two parties, or Obama and Romney, were invented, then that would be a different story. However, they are not and therefore ought to be debated.
