The Politics of the Anti-ISIS Coalition

Now that U.S.-led airstrikes – or according to the UAE’s press release, UAE-led airstrikes – have begun against ISIS positions in Syria, it seems we have an actual coalition to size up. Participating in one way or another were the U.S., Saudi Arabia, Jordan, Bahrain, Qatar, and the UAE, with Qatar the only one of the six to not actually drop bombs or shoot cruise missiles. One of these things is obviously not like the others, and that is Qatar. Aside from the fact that Qatar’s participation is going to remain limited to logistics and support, Qatar’s inclusion in this group is striking given that the four other Arab states represent one distinct camp in the Middle East, while Qatar represents another. There has been lots of talk the past few years about a Middle Eastern cold war taking place between Saudi Arabia and Iran, but there is a separate battle taking place between what I’ll call status quo Sunni states such as Saudi Arabia, Egypt, Jordan, etc. and revisionist Sunni states Qatar and Turkey. The latter are trying to upend the current regional order, and have thus spent lots of capital – both actual and rhetorical – supporting Muslim Brotherhood groups and other actors opposed to the current regional configuration. It is interesting to see Qatar openly participating in the anti-ISIS coalition, and it is likely a response to the charges that Qatar is tied to terrorism and has been funding shady jihadi and Islamist rebels. Qatar wants to demonstrate that it is not aiding ISIS, and this is the best way of going about that.

Far more intriguing is who is not part of this coalition, and that would be the other member of the Sunni revisionist camp. Along with Jordan, Turkey is the country most threatened by ISIS given its long border with Syria and the growing number of Turks being recruited as ISIS fighters. Turkey’s hostages have just been released by ISIS, so the biggest reason for Turkey’s hesitation has been removed, and yet Turkey is adamantly not joining the coalition. Aaron Stein has a good rundown today of what Turkey is doing behind the scenes to help out, but there are still reasons why Turkey is not going to publicly join the fight. The big one is that Turkey isn’t actually for a particular outcome; it only knows what it doesn’t want. It does not want Bashar al-Assad to benefit from any moves taken to degrade ISIS, but it also does not want ISIS to permanently control territory in Syria, but it also does not want the Kurds to benefit from ISIS being rolled back. Where Turkey runs into trouble is that not one of these outcomes can be realized in its entirety without limiting the success of the other outcomes. Eliminating ISIS will benefit Assad and the Kurds, while removing Assad creates a vacuum that will be filled by ISIS and/or the Kurds, and limiting any gains by the Kurds necessarily means that ISIS is maintaining its strength in northern Syria. Turkey wants a combination of goals that cannot be filled simultaneously, and yet it does not want to or cannot choose between which ones should be shunted aside.

The irony here is that by not throwing the full force of its weight behind getting rid of ISIS, it is risking a bigger domestic problem with Turkey’s Kurds, some of whom are crossing the border to fight with Kurdish forces against ISIS. Turkish Kurds blame Ankara for allowing ISIS to fester and even empowering the group with its previous see-no-evil-hear-no-evil border policy, and thus the more half-hearted the Turkish government behaves with regard to getting rid of ISIS, the harder any Kurdish peace process and any effort to fully integrate Kurds into Turkey will become. In trying to appease ISIS by not taking a public role in the fight against the group – and thereby attempting to head off any jihadi terrorism inside of Turkey’s borders – Turkey is going to reignite an entirely different type of domestic problem. It is also foolhardy to believe that ISIS is a fire that won’t burn Turkey if the country steps away from the issue. At some point, ISIS violence is bound to come to Turkey whether Ankara participates as a full in open partner in the fight against the group or not, and when that happens, the vendetta against Assad and the worries about Kurdish nationalism are going to seem myopic.

The other regional player absent – although this is altogether unsurprising – is Iran. John Kerry and others have expressed hopes that the U.S. and Iran can cooperate together against ISIS given that the group presents a common threat. While I don’t rule out an eventual U.S.-Iran nuclear agreement (although I am skeptical), there is never going to be open Iranian cooperation with the U.S. on any shared goal such as the fight against ISIS, despite the optimism running rampant today following Hassan Rouhani’s charm offensive in New York. Iran is an ideological state, meaning that it references explicitly ideological claims or a programmatic mission in justifying political action and allows those claims or mission to constrain its range of actions. Ideological states behave very differently from non-ideological states because ideology is used as a source of regime legitimacy, and so fealty to the state ideology is crucial for the regime to maintain its rule. To the extent that the ideology is institutionalized, its protection becomes vital, as a blow to the ideology is a blow to the state’s legitimacy among its citizens. The ideology also becomes the most important feature of the regime’s legacy, and no true guardians of the state ideology want to be responsible for its downfall or delegitimization. A large element of the Iranian regime’s ideology is opposition to the U.S.; it is the reason that the regime has harped on this point for decades on end. When you base your legitimacy and appeal in large part on resisting American imperial power, turning on a dime and openly helping the U.S. achieve an active military victory carries far-reaching consequences domestically. It harms your legitimacy and raison d’être, and thus puts your continued rule in peril. Iran wants to see ISIS gone as badly as we do, if not more so, and ISIS presents a more proximate threat to Iran than to us. Despite this, Iran cannot be seen as helping the U.S. in any way on this, and simply lining up interests in this case is an analytical mistake as ideological considerations trump all when you are dealing with highly ideological regimes. The same way that the U.S. would never have cooperated with the Soviet Union at the height of the Cold War to defeat a common enemy – despite being able to come to agreement on arms control negotiations – because of an ideological commitment to being anti-Communist, Iran will not cooperate with the U.S. against ISIS. Those naively hoping that ISIS is going to create a bond between the U.S. and Iran are mistaken.

Ankara’s Nightmare Is Coming To Pass

Turkey is suddenly gearing up to face what might be the biggest foreign policy challenge the AKP has faced in its decade in government, which is the emergence of an autonomous Syrian Kurdistan. As Assad’s forces pull back and retrench, they have left the Kurdish areas of northern Syria in the hands of the PYD, which is the Syrian counterpart to the PKK, and all of a sudden Turkey is facing the prospect of a Syrian Kurdish state right on its border. This has caused enormous angst in Ankara, with the prime minister threatening to invade Syria in order to prevent the PYD from controlling its own swath of territory. In addition, it seems as if the time and effort spent courting Massoud Barzani has backfired, as he was responsible for getting the PYD to join the Kurdish National Council and present a unified Kurdish front and has subsequently allowed the PYD to train in Iraqi Kurdistan. All of this, of course, terrifies Ankara since it raises the specter of a mass movement on the part of Turkish Kurds to have their own autonomous region as well once they see independent Kurdish governments in northern Iraq and northern Syria. Consequently, Ahmet Davutoğlu is slated to visit Erbil next week to express his displeasure with Barzani and make Turkey’s concerns clear.

All of this comes at the worst possible time given the way in which Erdoğan has been dealing with Turkey’s Kurdish situation. Turkish Kurds are restive following the cessation of the AKP’s Kurdish opening, and as Aliza Marcus pointed out last week, Erdoğan has directed his energy at denying the existence of Kurdish nationalism and ignoring Kurdish concerns. Rumors have the AKP making common cause with the nationalist MHP in order to sidestep the Kurdish issue in the new constitution, and the government has continued arresting and trying people for alleged links to the PKK, including 46 lawyers earlier this month. In short, despite the obvious benefits that would have come with a gentler touch, the very recent strategy has been all sticks and no carrots when it comes to dealing with the Kurdish population, so the developments in Syria are even more worrisome for the government than they otherwise would be.

It must also be noted that Erdoğan and Davutoğlu had no inkling that this was coming and appear to have no good strategy to deal with it. The assumption appeared to be that because the Syrian National Council is led by a Syrian Kurd, that would be good enough and the PYD would not seek to carve out its own autonomous sphere, which was naive at best. The two seem to have trusted that their zero problems with neighbors strategy with Barzani would hold, but much as this outdated policy imploded with regard to Assad, Barzani seems to be resistant to Ankara’s charms as well. So Turkey is left with a situation where it is madly rushing tanks and missile batteries to the border and threatening to invade and even to create a buffer zone, but we have seen this play before and it turned out to be all bark and no bite. While the PKK issue inserts a new variable into the equation, the fact remains that the PYD has joined hands with Barzani and the Kurds of northern Iraq, which makes military action against them far more risky than it previously was. Turkey has been reluctant to send its forces into Syria alone and has avoided doing so at all costs (including after its plane was shot down) up until this point, and nothing has altered that equation. There also still doesn’t appear to be a huge appetite among the Turkish public for an invasion of Syria and all that it will entail, and while the MHP might be chomping at the bit to take it to the Kurds once and for all, that isn’t enough to make armed conflict a foregone conclusion. The greater likelihood is that this is one big show designed to appeal to popular nationalist impulses and that the tough talk is being driven by domestic politics. The problem with making a lot of noise about the PYD is that Turkey risks being the boy who cried wolf if it blusters without doing anything yet again, which can have real world consequences. Threats are only effective if they are considered to be credible, and talking tough without actually taking action risks emboldening the PYD and the PKK and destroying any deterrence that Turkey has established. By taking such a hard rhetorical line, Turkey is risking its long term foreign policy and security goals unless it is prepared to follow through, and the evidence suggests that it is not ready to do so.

In short, Turkey is in a no-win situation after being completely blindsided, and it can only hope that moving troops and tanks to the border in a show of force will be threatening enough to keep things quiet and that the PYD will keep its focus on getting rid of Assad rather than stirring up trouble for Turkey and openly aligning with the PKK. In any event, going after the PYD would not solve much of anything anyway, since that is simply fighting the side effects rather than the disease. If Turkey wants to keep its Kurdish population happy and part of Turkey, Erdoğan is going to have to change his tune very quickly and come to the realization that eliminating the PKK, PYD, and all other Kurdish terrorist groups is not going to address the real issue of Kurdish disenchantment within his own borders. A military solution might be attractive, but political problems require political solutions.

PKK Pressure Both Internal and External

Turkey suffered a terrible bout of PKK terrorism today, with a bomb killing one policeman in central Turkey on top of the news that the PKK has abducted ten civilians in Diyarbakır. There are two primary reasons that there is a new round of PKK violence, one of which appears to be in Turkey’s power to control and one which is not. The first is a result of internal politics, namely the ongoing controversy over the Uludere drone strike that killed 34 civilians last year. The strike itself was bad enough as it stirred up enormous anger and resentment, but those feelings were magnified further this week after Interior Minister Idris Şahin referred to those killed as “PKK extras” and said that the government did not owe anyone an apology over the matter. This has prompted a furious backlash, including from AKP deputy chair Hüseyin Çelik who blasted Şahin’s remarks as inhumane and reiterated that his position was not shared by Prime Minister Erdoğan or the government. The damage has been done though, and the government’s continuing clumsy efforts to close the door on the episode are not going to alleviate things much, if at all. While Ankara paid the victims compensation, it has held the line on issuing an apology and has been unwilling to go further than expressing regret (which is ironically the same stance that Israel has taken on the Mavi Marmara deaths). This is, of course, not making the PKK any less popular in southeastern Turkey, and while there is absolutely zero justification for terrorist violence at all, the government is not making it easier to get that message to stick. Increased support for the PKK among Turkey’s Kurds leads to more terrorist attacks, and that is part of what is now going on.

The other set of pressures is external and has to do with Syria. The government in Damascus has been holding the threat of PKK support over Turkey’s head if it does not back off its tough stance against Assad, and by some accounts this seems to be working. Soner Çağaptay argues that Turkey’s fear of a Syrian Kurdistan with a strong PKK presence has led Ankara to take a wait and see attitude when it comes to Assad after its earlier aggressive position. The Syrian support for the PKK is also driving the new PKK attacks in Turkey since they have a new base for training, logistics, and safe haven that they have been lacking since the Kurdish Regional Government in northern Iraq cracked down on them after repeated Turkish entreaties to do so. It also does not help things that the removal of Syria as a massive trading partner is leading to renewed economic depression in Diyarbakır, since increased trade and economic activity in southeastern Turkey was designed to make Turkey’s Kurdish population happier and thus less likely to support separatism or autonomy. Neither Syrian support for the PKK nor the drop-off in trade is in Turkey’s power to alter, but  these factors are starting to give rise to a slow burn underneath the Kurdish issue that is making the government’s life a lot more difficult.

What all of this means is that PKK terrorism, which has dwindled in recent years, is probably making a comeback. Turkey can do some things to alleviate it, such as actually resolving the Uludere issue to Kurds’ satisfaction rather than letting it linger and endless live on, but the situation in Syria is largely out of Turkey’s hands and certainly no longer a problem of its own making. The PKK violence against civilians this week is unfortunately a bad sign that this is going to be an unstable and bloody summer.

The AKP’s Kemalism and the Kurds

When the AKP came to power a decade ago, many believed that it heralded the end of Kemalism now that an Islamist party was running Turkey. Kemalism has always been associated by the outside world with secularism (or perhaps more accurately, laicism) and the prevailing viewpoint was that the AKP would do away with the old Kemalist philosophy. This overlooked the inconvenient fact that dating back to Atatürk and Inönü and throughout the remainder of the 20th century, the CHP and the military only allowed new actors into the political system if they agreed to maintain Kemalism and protect its core tenets, and when this agreement was violated the military was all too willing to step and reset the system back to what it viewed as its natural equilibrium. When Atatürk determined in 1930 that an opposition party was needed in order to channel discontent and provide the CHP with some competition, his only requirement was that it agree to uphold Kemalism. Similarly, when the DP won Turkey’s first free and fair elections in 1950, the party was mocked in some quarters for being a carbon copy of the CHP due to its embrace of Kemalism. All of Turkish political history dictated that the AKP would not be allowed to compete and take over the reins of government in 2002 absent a commitment to at least tacitly maintain Kemalism, and the subsequent decade has revealed this to be the case.

While the AKP has tried to soften enforced secularism at the margins, it has actually embraced other aspects of Kemalism with surprising vigor, particularly nationalism. As one of the six arrows of Kemalism, nationalism was meant to stress Turkish – rather than Ottoman – identity and focused on civic rather than ethnic citizenship as a means of foreclosing nationalist hope for groups such as the Kurds. Every citizen of Turkey was to be considered a Turk irrespective of ethnic background or heritage, and recognizing the Kurdish national movement would violate the Turkification project. Erdoğan and the AKP have taken up the mantle of Turkish nationalism, perhaps as a way to preempt or blunt any criticism that the AKP seeks some type of pan-Islamic arrangement, and this has manifested itself most visibly over the issue of Kurdish autonomy. On Monday I highlighted what I believe to be foolish behavior on the Turkish government’s part with regard to Nevruz celebrations and expressed that it would just lead to an ever larger outpouring of Kurdish demands for autonomy. Naturally, yesterday and today there have been more clashes and injuries and the official Nevruz celebration has been cancelled in Diyarkabır, which has Turkey’s largest Kurdish population. Just as predictably, a PKK bomb exploded outside the AKP office in Diyarbakır, explosives were found in a number of other locations, and four special forces soldiers were killed in clashes with the PKK. Inevitably, the uptick in terrorist violence along with the heavy-handed response of the government to Nevruz festivities and civilian demonstrations will lead to even greater disenchantment among Turkey’s Kurds and a hardening of Turkey’s position on Kurdish autonomy. In many ways, Nevruz is beginning to resemble marching season in Northern Ireland, during which Ulster loyalists inevitably clash with police and violence, chaos, and civilian deaths ensue.

While it appears as if this could all be easily avoided by a more open and honest discussion about the place of Turkey’s Kurds within the state and whether Kurdish autonomy – rather than outright independence – is a feasible compromise, such a discussion is unlikely to occur. Ideological legacies are notoriously difficult to overcome, and Kemalism has thoroughly shaped Turkish politics, society, and discourse for 90 years. If the AKP, a party populated by religiously devout officials that is open about its desire to see some of the secular restrictions loosened on things such as head scarves in government buildings, has only tiptoed at the very edges of challenging secularism, it certainly is not going to tear down the Kemalist wall surrounding nationalism. Ideology is not something that can be easily discarded, and in the case of the Kurds it means that an important rethinking of the Kurdish question is not going to happen. Instead, the government and the PKK will continue their battle, Kurdish political parties will fight with the government over Nevruz observance and whether Kurdish can be spoken in public settings, and an important policy issue that is hampering Turkish political development and society will remain taboo and unresolved.

Turkey Shoots Itself in the Foot Over Nevruz

Nevruz, which is the Turkish name for the Persian New Year (traditionally celebrated the first day of spring) has caused all sorts of headaches for successive Turkish governments. It is a day that is celebrated by Kurds, leading to increased Kurdish nationalism and sometimes to PKK violence, both of which the Turkish government wants to avoid. In fact, Nevruz has been so controversial in the past that its celebration was actually banned in the mid-90s following demonstrations and police shooting and killing civilians in 1992. This year, controversy swirled again after the pro-Kurdish BDP announced that it would be celebrating Nevruz this year on March 18 rather than March 21 since Sunday festivities would get more people into the streets, and Turkish provincial governors responded by ordering celebrations to take place on March 21 as usual.

The reasoning behind forbidding Nevruz celebrations today was to minimize excessive shows of Kurdish nationalism, but as was entirely predictable, the move backfired terribly. The BDP refused to back down, police in Diyarbakır and Istanbul ended up using tear gas and water cannons on crowds that gathered to celebrate/protest, and BDP member in Istanbul was killed during the clashes (rumored to be a Kurdish politician).

Two quick thoughts on this, one specific to today’s events and one more general. First, having state officials attempt to dictate when a non-state holiday is to be celebrated is nothing more than foolish and guaranteed to lead to trouble. Ankara is understandably wary of PKK violence on Nevruz and of louder calls for Kurdish autonomy, but attempting to designate an official day on which festivities can be held is always going to be a losing proposition. There was no doubt that Kurds were going to fill the streets, and that police equipped with crowd control devices trying to stop them would lead to injuries and possibly fatalities. What was the potential upside to doing things this way? Now pro-Kurdish politicians get to loudly proclaim that Turkey’s actions make it a “fascist state” and Kurdish nationalism gets a larger boost than it otherwise would, obviating the very purpose of trying to eliminate a Sunday Nevruz observance.

Second, this type of stuff is going to keep on happening until Turkey finds a genuine solution to its Kurdish problem. Kurdish nationalism is not going to disappear, and the 15-20% of Turkey’s population that is ethnically Kurdish is not going to all of a sudden embrace the Kemalist narrative of “we are all Turks.” Erdoğan’s brief Kurdish opening was a start, but he quickly reversed himself and now again has gone back to trying to sweep the issue of Kurdish nationalism and identity under the rug. Until the government has an open and honest conversation about what to do with its Kurdish population in the long term, Nevruz is going to continue to be a day of violence rather than an innocuous festival heralding the end of winter.
