Haj Al-Husseini and Holocaust Hucksterism

Most anyone familiar with the give and take of discourse on blogs and social media knows about Godwin’s Law. Godwin’s Law is the proposition that the longer an online discussion takes place, the greater the chance of someone making an analogy to Hitler or Nazis, until at some point such an analogy becomes inevitable. It might be time to create a new corollary to this principle, which is that the more that Prime Minister Netanyahu discusses Israel’s external foes, the more inevitable the eventual Holocaust analogy becomes. In light of Netanyahu’s comments this week to the 37th Zionist Congress about Jerusalem Mufti Haj Amin al-Husseini and his responsibility for the Final Solution, the corollary seems to be in full swing.
In his Tuesday speech, Netanyahu brought up al-Husseini’s well-known connection to the Nazis and vocal support of Hitler in warning about the dangers of Palestinian incitement regarding Israel’s alleged efforts to alter the status quo on the Temple Mount. His connection between these two seemingly disparate threads was that al-Husseini had instigated riots in the 1920s by accusing the Jews of wanting to destroy al-Aqsa, and he later met with Hitler in 1941 and – in Netanyahu’s telling – convinced Hitler to exterminate European Jewry rather than expel them. So the implication is that false warnings about Jews trying to take over al-Aqsa, or to even just change the Temple Mount status quo, lead to attempts to exterminate Jews, including the Holocaust. If the logic of this is lost on you, then you are not alone, and it certainly is not the first time that Netanyahu has used Hitler, the Nazis, or the Holocaust to make a point about legitimate dangers to Jews in situations where the Holocaust has no place in the discussion.
The condemnations have come fast and furious for reasons large and small, from trivializing the Holocaust and giving succor to Holocaust deniers, to absolving Hitler from even a single ounce of the blame that he deserves, to distorting history by overstating the mufti’s role (even if he would have carried out the Holocaust if given the chance). I am positive that it was not Netanyahu’s intention in his poorly written and even more poorly conceived speech to trivialize the Holocaust or take the blame for it away from Hitler, but in his zeal to tie current Palestinian propaganda about the Temple Mount to a larger campaign to eliminate Jews wherever they may be, his words had that unintended effect. Furthermore, in getting his history wrong and overstating the role of the mufti – who was a virulent anti-Semite and a cheerleader of genocide but who was not the inspiration for the Final Solution, which started before Hitler and al-Husseini met – and linking Palestinian accusations about the Temple Mount to the Holocaust, Netanyahu makes it seem as if his grip on reality is lost. Anyone who found Ben Carson’s comments about guns and the Holocaust earlier this month to be irresponsible demagoguery should feel the same about Netanyahu’s ahistorical stream of consciousness.
While the focus on the inappropriateness of Netanyahu’s comments is important and is taking up most of the oxygen surrounding this sorry episode, the larger issue of the real-world consequences of Netanyahu’s comments is being neglected. In misappropriating historical memory while using the Holocaust to score political points and advance Israel’s agenda, Netanyahu instead accomplishes the precise opposite. Rather than alert the world to the dangers that Israel faces, Netanyahu ensures that the world will not take them seriously. This ham-handed effort at exposing lies, as Netanyahu put it in his speech, erodes Israeli credibility and desensitizes observers to the risks inherent in the daily life of Israel’s citizens.
Not for the first time, Netanyahu risks becoming the boy who cried Holocaust, seeing the ultimate marriage of threats to Jews and ability to carry those threats out at every turn. While vigilance is a virtue for any prime minister of Israel, the constant Holocaust analogies end up trivializing legitimate threats and make it far more difficult to take Netanyahu’s warnings seriously. After all, if Netanyahu is warning that al-Husseini was the inspiration for the Holocaust and that therefore current Palestinian claims about the Temple Mount should be viewed in that light, who is going to still be paying attention when Netanyahu warns about other issues? The incitement over the Temple Mount is, in fact, a legitimately dangerous issue, but it is hard to press that point once the duo of Haj Amin al-Husseini and Hitler have been turned into a social media meme. Reducing the Holocaust to just another genocide, which is what happens when every security challenge or episode of anti-Semitism is connected back to Hitler, waters down Jewish and Israeli credibility when it comes to true threats against Israel and Jews.
Then there is the issue of misuse of historical memory for instrumental purposes. One cannot decry those who, like President Obama in Cairo in 2009, point to the Holocaust as the primary motivating factor for Israel’s legitimacy – and argue instead that Israel’s existence is rooted as much in Jewish nationalism and historical claims to the land of Israel as it is to the need for a safe haven following Hitler’s campaign of extermination – and then turn around and use the Holocaust as a shield against any attempts to attack Israel in any way. Yes, the mufti of Jerusalem was a really bad guy, and yes, he encouraged Hitler to kill Jews. If that historical truth is used to create a historical fiction about the Final Solution, which then mushrooms into a larger historical misappropriation that connects genocidal extermination of Jews to limited violence motivated by false claims about the Temple Mount, then the historical crime being committed is taking place in the here and now.
There are Palestinians who do not like Jews and who will never accept Israel, and who attack Jews for no reason other than being Jewish and living in Tel Aviv. But many Palestinians bitterly resent the occupation of the West Bank or blatant discrimination within Israeli municipalities and push back against perceived and actual threats and injustices, and that pushback can be inhumane and is frequently directed against civilians. The fact that targeting civilians is unacceptable does not mean that there isn’t a tangible motivation behind it that is connected to more than blind hatred. Trotting out the Holocaust as a worldview that explains all of the violence and incitement that happens in Israel eludes reality, and places Israel in a dangerous position by missing what is actually going on and preventing an appropriate policy response. Many are laughing at what Netanyahu said on Tuesday, but the larger consequences of his ahistorical blather are no laughing matter.
Unholy Fire on the Temple Mount

As terrorist attacks on Israeli civilians proliferate across Jerusalem and other Israeli cities, everyone seems to be hoping that a combination of a greater Israeli military and police presence on the streets and the Palestinian Authority holding the line on larger organized attacks will prevent further violence. While everyone recognizes that there are no perfect solutions, the nature of this nascent uprising is more dangerous than those that have come before because of the fusion of political nationalism and religious nationalism. The Temple Mount has always been in the background imagery of the Israeli-Palestinian conflict, but now it is front and center and it does not bode well for what is to come.
The PA is largely impotent here because the attacks are being carried out by Palestinians from East Jerusalem, who are not under the PA’s jurisdiction, and the primary motivation is the most dangerous one of all, which is a perceived threat to Muslim dominance of the Temple Mount. Palestinians (and Jordanians, and the Arab League, and the Turkish government) accuse Israel of altering the status quo on the Temple Mount, and Abbas, the PA, Hamas, the Islamic Movement in Israel, Joint List Arab MKs, and nearly every other actor on the Palestinian side are whipping the Palestinian public into a frenzy over the issue. Because the status quo is an unwritten agreement and because the margins of what precisely it means have shifted over time, there is no consensus as to what precisely it entails, but the basic parameters are solely Muslim prayer on the Temple Mount and some form of access to the Mount for non-Muslims so long as prayer is not involved. From a technical standpoint, and in line with Prime Minister Netanyahu’s constant claims on the subject, the Israeli government has not altered the status quo, as it maintains an official policy of prohibiting Jews from praying on the Temple Mount. Indeed, Netanyahu has gone so far as to ban MKs from the site entirely so as not to risk a potentially explosive incident.
Nevertheless, Palestinians and Muslims worldwide refuse to believe that Israel is not in the midst of violating and attempting to alter the arrangement that has held since 1967. The reasons for this suspicion are that in the past half decade, and even more markedly this year, there have been increased Jewish visits and in larger numbers, along with visits from rightwing government ministers – Uri Ariel most prominent among them – who have prayed on the Mount and publicly demanded that the status quo be changed. This is part of a trend within religious Zionism to embrace the Temple Mount – as opposed to solely the Western Wall – as a site for prayer and a way of asserting Jewish nationalism in contrast to what was once a nearly universal religious prohibition from ascending to the Temple Mount plaza.
Given the involvement of government ministers in this changed dynamic and new restrictions on Muslim access to the Temple Mount during the High Holidays this year for security reasons, it is easy to understand why Palestinians are literally up in arms when their leaders demagogue about a mortal threat to Al-Aqsa. The fact that what Israel has given up in agreeing to this status quo – creating a blatantly discriminatory religious double standard against Jews at the holiest site in all of Judaism – or that by all objective accounts Netanyahu desperately does want to maintain the status quo seems not to matter. Also overlooked is that weapons and explosives were seized from Al-Aqsa by the Israeli police last month after having been stockpiled right under the noses of the Waqf in charge of administering the site, which seems to be quite the violation of the status quo given that weapons stockpiled atop the Temple Mount would almost certainly be used as part of a campaign to deny access to non-Muslims.
Despite the fact that the incitement taking place on social media is centered around the Temple Mount, that Abbas and other Palestinian leaders keep on raging about the Temple Mount, and that attackers who have been apprehended have given defending the Temple Mount as their primary motivation, some refuse to accept the reality of what is taking place. In a widely shared column in the Wall Street Journal, Bret Stephens characterized the wave of terrorist attacks as a Palestinian communal psychosis with no motivation behind it other than to kill Jews. Stephens is absolutely and unreservedly correct that knifing Israelis on the streets is indeed a psychotic and evil act and that there is no rational justification for it. But his dismissal of the Temple Mount status quo motivation wholesale because “Benjamin Netanyahu denies it and has barred Israeli politicians from visiting the site” rings a bit hollow, and not only because in the very next paragraph he quotes Abbas saying, “Al Aqsa Mosque is ours. They [Jews] have no right to defile it with their filthy feet.” It ignores the fact that irrespective of what Netanyahu has actually done to preserve the status quo – something that State Department spokesman John Kirby yesterday confirmed – the perception among Palestinians, including those killing and maiming Israelis, is very different.
Which brings me to the final point, which is the wider context beyond the Temple Mount. To deny the role of the occupation of the West Bank and the second class status of Palestinians in Jerusalem in all of this is to be willfully blind, just as blaming the occupation for this completely is to be dangerously naïve and enables more and uglier violence. There is a middle ground between “the occupation causes terrorism” and “terrorism isn’t related to the occupation at all” and it is vital to keep this in mind, as there are no easy answers or parsimonious narratives that can entirely account for the terrible events happening in Israel. Humans are complex animals and we are capable of processing complex thoughts. Incitement from Palestinian leaders and false claims about the Temple Mount and even outright murderous hatred of Jews may be the spark for the current violence, but it can also simultaneously be true that a nearly half-century long military occupation of the West Bank and blatant mistreatment of Arabs living in a supposedly undivided Jerusalem is the propane supply for the current explosion. To deny the lessons of history on the awesome and destructive power of nationalism and to not see it on display among Palestinians as their nationalist dreams go unrealized is to defy logic, even when there are other factors at play as well.
If there is one lesson to take away from all of this, it is that separation for Israel from the Palestinians is more important than ever, as this is only a taste of things to come. The current violence is being driven by Palestinian women, teenagers, and children who could not care less about the PA leadership, the Oslo Accords, or the PA’s desire to maintain some sense of quiet in order to preserve its own hold on the West Bank. While the PA security forces may be able to keep the lid on organized terror attacks planned by cells in the West Bank, the lone wolf and unorganized attacks taking place on Israeli streets are beyond its control. The disappearance of a sense of safety and security for Israelis during their daily routines illuminates the chimerical fantasy of a one-state solution and provides a glimpse into what ethnic strife in a bi-national state might look like. Terror cannot and should not be rewarded, but there also needs to be a greater sense of urgency to come up with a solution that will ameliorate this situation for good.
A Glimmer of Light Through the Clouds

These are not auspicious times for supporters of two states. The generally despondent mood was captured by Chemi Shalev this week in a column where he declared the death of whatever remaining optimism to which he had been clinging, and resigned himself to Israelis and Palestinians never resolving their differences and continuously battling – a “war of the cowards” in his formulation. This comes on the heels of Mahmoud Abbas’s UNGA declaration that the Palestinian Authority no longer feels bound by the Oslo Accords and will pick and choose which elements it cooperates with; the mounting terrorist attacks targeting Israelis of all stripes and ages; the unrest wracking Jerusalem and its immediate environs; and the rumbling conflict and potential wider conflagration over the Temple Mount.
The most immediately pressing problem is the intifada that is taking place in Jerusalem, despite the reluctance of most politicians and other observers to call it what it is. There are multiple attacks and arrests taking place every day, too many incidents of rock throwing to catalogue, seizures of caches of weapons and firebombs, and entire neighborhoods in Jerusalem that are rapidly becoming battle zones. This does not even take into account what is going on in the West Bank, where attacks and arrests are both up as well, or the riot in Jaffa on Tuesday night. The intelligence and security forces have assured Prime Minister Netanyahu that there is no intifada yet, only a wave of increased violence, but this is a distinction without a difference that is based on an outdated fallacy. The fallacy is that an intifada can only erupt with the complicity of the Palestinian leadership, and since Abbas and the Palestinian Authority have been cracking down and trying to prevent the violence from spinning out of control, ipso facto there must not be an intifada.
This ignores a very basic lesson in political science, which is that just because something has always happened in one particular manner does not mean it is fated to always unfold the same way. Civil uprisings have a logic of their own, which is what makes them so difficult to predict. One of the main lessons of the inaptly termed Arab Spring is that Middle Eastern authoritarian governments –which the PA most certainly is – do not have absolute control over their subjects, and this is particularly the case for regimes that are already hampered by questions of legitimacy. Just because the first and second intifadas were encouraged and planned by the Palestinian leadership does not mean that the next one must take the same path. The PA does not have a monopoly on violence in the territory under its control, and nationalist entrepreneurs seeking to foment civil unrest for their own political goals will not necessarily heed the PA’s preferences or follow its lead. In addition, Palestinian politics is more fragmented than it was fifteen years ago, and Hamas and other even more extreme groups do not have the same incentive structure as the PA. Finally, given what we have seen from seemingly leaderless social movements around the globe over the course of this decade, expecting the PA to turn the intifada switch on or off at its discretion may be foolhardy.
Adding to the tension is that the current unrest is centered around Jerusalem and the Temple Mount. While the second intifada was set off following Ariel Sharon’s Temple Mount visit but was not driven by the Mount itself, the recent increase in violence is centered almost entirely around the Temple Mount and the allegation that Israel is attempting to alter the status quo that establishes the plaza as a site exclusively for Muslim prayer. Anything having to do with the Temple Mount is inevitably explosive given that it is a symbol simultaneously religious and nationalist for both sides, and the fact that actors who should know better – such as Abbas and King Abdullah of Jordan – are fanning the flames by making grossly exaggerated accusations about Israeli actions only furthers the prospects of violence spreading out of control.
It is not only the Palestinians or the Jordanians who are using attacks on Israelis to further their own political ends, but members of the Israeli government as well. The more hardline rightwingers in Netanyahu’s coalition, including ministers from Likud such as Haim Katz and Yariv Levin and Habayit Hayehudi ministers Naftali Bennett and Ayelet Shaked, have been agitating that Netanyahu needs to adopt harsher responses to terrorist attacks on Israelis, and some went so far as to demonstrate outside his house in protest of policies that the government in which they serve has adopted. Netanyahu batted them down earlier this week by implicitly threatening to disband the government should the friendly fire continue, but adding a dose of political unrest to the soaring civil unrest makes for a poisonous mix.
So what is the silver lining, if any, to be found in this doom and gloom? It is that Netanyahu is actually behaving like the reasonable adult in the room and doing his best to prevent the situation from spiraling further downward. Aside from appearing to finally understand the threat that expanded settlement activity poses to Israel internationally and continuing to enforce an unpublicized settlement freeze, Netanyahu is doing his best to actually maintain the status quo on the Temple Mount despite the enormous political pressure on him to establish new facts on the ground (and despite the inherent injustice of preventing Jewish prayer at Judaism’s holiest site). Furthermore, Netanyahu has ordered the police to ban all government ministers and MKs from the Temple Mount, an extraordinary step that speaks to how seriously he understands that there will be no capping the eruption should tensions over the site escalate.
Folks on the left and the center tend to come down hard on Netanyahu – and rightly so – when he does and says things for his own political gain that deepen Israel’s isolation or contribute to illiberal trends in Israeli politics and society, yet Abbas is often given a free pass due to the uncomfortable political situation in which he must operate. While the estimation of the Israeli security establishment is that Abbas is doing his best to tamp down the violence erupting throughout Jerusalem and the West Bank and that Israel is going to miss him enormously when he is gone, this is not the whole story. He certainly deserves credit for all positive steps, but the fact that he has his own political survival at stake should not inoculate him from criticism over fanning the flames on the Temple Mount, or refusing to condemn terrorist activity that can in no way be chalked up as legitimate political protest or civil disobedience or resistance against an occupying power. The Israeli occupation is not a trump card when it comes to irresponsible rhetoric that will inevitably lead to incitement or the murder of civilians, and holding Netanyahu to an exceedingly higher standard than Abbas is the soft bigotry of low expectations.
A rightwing Israeli prime minister who presides over the narrowest possible coalition in the Knesset and is under constant assault from those to his right, whose commitment to two states is in question, and who has spent decades caving to the most irredentist elements of his party and coalition, has now halted new settlement growth, banned elected officials from the Temple Mount in an effort to protect exclusive Muslim rights on the site, and has so far refrained from a large and public show of force in the West Bank in response to multiple firebomb attacks, shootings, and stonings, all in recognition of the fact that the volume must be turned down in a major way. While some of these actions may be less just than others (and the Temple Mount issue in particular is one that I will write about in depth next week), they all point to a prime minister putting pragmatism over politics for the moment. Shalev opens his otherwise depressing column by noting how anyone watching Anwar Sadat emerge from his plane at Ben Gurion Airport in November 1977 could not help but believe that miracles do happen, and that it showed how calamity could transform into opportunity. Let’s hope that Netanyahu’s new leaf demonstrates that history always holds open the possibility of new beginnings.
Turkey’s Iran Quandary

Taking a step back and looking at the Turkish-Iranian relationship, it strikes me that it is following a similar pattern to the one Turkey had with Syria until 2011. The Turkish relationship with Syria was based largely on economic ties, and Ankara played down any political factors that might cause tension in the name of trade and economic growth. When Bashar al-Assad’s murderous behavior became more pronounced as the Syrian civil war heated up, Tayyip Erdoğan and Ahmet Davutoğlu operated on a mistaken assumption that they could softly manage the problem and convince Assad to change his ways. They presumed that in the same way that they saw economic growth and trade as a factor outweighing everything else, Assad would view things the same way. Assad had far larger and more pressing concerns, however, and after promising to Davutoğlu’s face not to kill civilians, he promptly continued his massacring of Syrians, which led Erdoğan to blow a gasket after feeling personally betrayed and adopt a policy of getting rid of Assad at any cost. This in turn caused the rapid downward spiral of Turkish foreign policy, which has largely collapsed due to the government’s Syria policy – a policy that was neither well thought out or well planned, and one which the Turkish government concocted on the fly. It chose to ignore all sorts of warning signs and then turned on a dime, all to devastating effect.
The variables with Iran are different, but the basic dynamic is similar. Turkey has cultivated a friendly and cordial relationship with Iran despite a host of structural reasons to be wary of its erstwhile regional rival and in the face of a coordinated Western effort to keep Iran isolated until concerns over Iran’s nuclear program are resolved. Turkey has made a concerted effort to improve ties with Iran for economic reasons, and in fact the two countries activated a deal last month to reduce trade tariffs with a stated objective of raising annual bilateral trade to $30 billion by the end of 2015, which would double the trade volume from 2013. I have written in the past about the power imbalance between the two due to Turkey’s over reliance on Iranian oil and gas, which is one of the primary reasons Turkey was such a willing partner in helping Iran evade sanctions by swapping gold for gas. The desire to boost commercial trade with Iran has only grown with the loss of Syria as a trade conduit, and thus Turkey has pressed forward on working to expand economic ties with Iran despite an effort among its NATO partners to isolate Tehran economically.
Like with Syria, the rial signs in Ankara’s eyes have blinded it to some larger geopolitical truths. Turkey and Iran have a shared interest in stamping out the threat from ISIL, and they have each played a big role in keeping Hamas alive and boosting its standing in relation to the Palestinian Authority, but otherwise they are operating at cross-purposes. While Erdoğan has stated his conviction that Iran’s pursuit of nuclear power is for civilian purposes only, Turkey has a longstanding policy of opposition to an Iranian nuclear bomb. Turkey and Iran are on opposite sides of the ledger in the struggle for hegemony in the region, with Iran wanting to limit the influence of a connected Sunni bloc and Turkey teaming with Qatar to boost Muslim Brotherhood and other Sunni Islamist movements. As a NATO member and EU aspirant, Turkey is ostensibly in the Western camp while Iran is decidedly not. On Syria and Iraq, which have been the two most pressing hot spots in the region, Iran has strongly backed both Assad and Nuri al-Maliki, while Turkey has turned a blind eye for two years to groups like ISIL all in the name of ending Assad’s rule and clashed with Maliki repeatedly and consistently while he was at the helm in Baghdad. In short, you have two populous non-Arab states with the largest militaries in the region who differ on nearly every policy issue of consequence and who have historically each tried to control the Middle East, and yet Turkey has treated Iran with all due deference.
I have no insider insights into the status of the P5+1 talks with Iran, but given the frantic NATO/EU focus on Ukraine and the emergent ISIL problem occupying the White House’s attention, this would be the perfect time for a revisionist state such as Iran to take advantage of the chaos and take a harder line in talks or restart elements of its nuclear program. The spotlight at the moment is elsewhere, and given the previous extension of the deadline following the interim Geneva agreement, Iran would not be out of line in assuming that the U.S.’s priority is to get a deal even if it means letting up on issues such as enrichment. The upshot of this is that with other foreign policy problems eclipsing Iran’s nuclear program and an improved economic situation following the loosening of sanctions, Iran’s position is improving, which should worry Turkey deeply in a wider regional context. There is no question that Erdoğan and Davutoğlu both pine for the days of Ottoman power and would like to restore Turkey to what they see as its rightful role as regional leader, and a stronger Iran is not something that will help this project.
Turkey’s Iran policy up until now has been assume, like it did with Syria, that it can ignore the problems on the horizon and simply manage an ascendant Iran on its own. As with Syria, this has the potential to blow up in Ankara’s face in a big way, particularly once Iran no longer needs Turkey as an escape hatch out of its economic isolation. Whereas Turkey is reliant on Iran for its energy needs because it has no other viable suppliers yet, Iran is only reliant on Turkish capital and investment so long as it is under sanctions. Ankara’s assumption that Iran is always going to be a relatively friendly and cooperative neighbor flies in the face of the way regional powers operate, particularly when there is a power vacuum in the region in question. Erdoğan and Davutoğlu thought that they could manage Assad and that they could ignore ISIL outright, and that both problems would eventually melt away. They were wrong on both counts, and if Turkey keeps on treating Iran with kid gloves rather than realizing the threat that a powerful Iran presents to Turkish interests, it is ultimately going to end up with yet another foreign policy problem that it could have fended off with some foresight earlier in the process.
Abandon The Peace Process To Save The Two State Solution

My friend Jordan Hirsch and I (follow him on Twitter @jordanchirsch if you aren’t already for brilliant commentary on a whole host of topics) argue in Foreign Affairs that the recent fighting in Gaza proves the wisdom of the 2005 disengagement, and that Israel needs to unilaterally withdraw from the West Bank as well. As the latest battle between Israel and Hamas in Gaza wears on, there are two schools of thought — one on the right and one on the left — about what Israel should do next.
The first take, on the right, is that renewed fighting in Gaza proves that Israel’s disengagement from Gaza in 2005 was a mistake. According to this view, the withdrawal empowered Hamas, inviting rockets from above and tunneling terrorists from below, while earning Israel no international credit for having ended its occupation of the coastal strip. That pattern, the thinking goes, would repeat itself should Israel disengage from the West Bank. For that reason, any pullout now would be dangerously misguided.
The second argument, on the left, is that Israel’s mistake was not that it disengaged from Gaza, but that it did not sufficiently support the Palestinian Authority (PA) and its leader, Mahmoud Abbas, thereafter. By failing to reward Abbas’ nonviolent resistance, this theory suggests, Israel robbed Palestinians of the hope that anything but Hamas’ rockets could achieve their aims. The best means of countering Hamas in Gaza, then, is to present an alternative in the West Bank and immediately return to negotiations with Abbas to demonstrate the efficacy of a nonviolent approach.
Both positions are understandable. Israel has fought a string of wars with Hamas since leaving Gaza in 2005, each more threatening to its civilians than the last. For that reason, maintaining some control in the West Bank seems to be the most sensible option. On the other hand, those hoping for more Israeli support for the PA would like Israel to bolster the notion that Palestinians can succeed without resorting to armed resistance. Yet closer examination reveals that neither of these positions is tenable. And, in fact, there is a third option. Israel correctly, if not faultlessly, disengaged from Gaza. And now, to protect itself in the long run, it must do so again from the West Bank. Israel must abandon the peace process in order to save the two-state solution.

Dealing With The World That Is Rather Than The One We Want

I’ve been purposely keeping quiet as Operation Protective Edge rages on, which for someone who writes about Israel seems like a counterproductive move. The problem is, I have seen very little to convince me that writing anything will actually be productive in a real sense because everyone is living in a bubble. I have rarely been so disheartened by anything as much as I have by reading what friends and acquaintances are expressing as Israel and Hamas go at each other. My Facebook feed is a good illustration of this, being split between very different demographics.
On group is comprised of lots of Jewish friends from growing up in New York in an Orthodox community, attending Jewish day schools, currently living in a place with a large and engaged Jewish community, etc. and nearly all of them subscribe to the view that Israel is entirely blameless for its current predicament, the IDF is the most moral army in the world, and that Palestinians of every stripe are ceaselessly working toward Israel’s destruction. Among this well-intentioned group (and I am not saying that sarcastically or facetiously) there is a smaller subset of people who express extreme and odious views. Some examples from the past couple of days have been friends ruminating that perhaps Meir Kahane was right and shouldn’t have been demonized; a refusal to refer to Palestinians or use any word that has Palestine as a root and to instead only refer to Gazans or pro-Gazan rallies “because Palestinian is a made up word;” a conviction that the Palestinians in Gaza elected Hamas and so deserve anything that happens to them as a result; and deep concern over the fact that there is an Islamic center in the neighborhood which might present a physical danger because any and all Muslims are presumed to hate Jews.
Another group is comprised of very liberal friends from various educational stops and Turkish friends and colleagues, and nearly all of them subscribe to the view that Israel is the party most at fault for the fighting in Gaza, the IDF does not take any care at all to avoid civilians, Netanyahu is a liar who used the kidnapping and murder of the three Israelis as an excuse to execute a war that he had been planning all along, and that Israel intends to subjugate the Palestinians forever. Among this well-intentioned group (and again, I am not saying it sarcastically or facetiously), there is a smaller subset of people whose views are more extreme and odious. Some examples are that Israel is committing genocide; Israeli behavior is no different than that of Nazi Germany; and that Hamas is not in any way a terrorist group and is not even targeting civilians but is instead intentionally only using WWII-era rockets that it knows will fall into empty fields. Amidst all of this, I just throw up my hands in despair. I mean it when I call these friends and acquaintances well-intentioned; the first group is genuinely and legitimately concerned with Israel’s safety and survival and is terrified by the anti-Semitic outbursts and attacks around the world under the cover of the Palestinian cause and sees no other rational response to the nihilistic and eliminationist rhetoric from Hamas but IDF operations in Gaza, while the second group genuinely cannot abide to see hundreds of Palestinian civilians killed and images of dead children on the beach and blames the Israelis for bringing a tank to a knife fight and using it in ways that cause indiscriminate death despite Israeli civilians being relatively safe from Hamas rocket fire. Neither group is going to ever come over the other side or change its views, but that is to be expected. The despair comes from the fact that neither group even empathizes with the other side or remotely understands how someone can possibly arrive at a position different from its own. There is barely any acknowledgement that there are two sides to every story and that, without creating a false moral equivalence, there is indeed some gray involved here. It is cliche to talk about the Israeli-Palestinian conflict creating polarization, but never have I seen it worse than this. So I have kept my mouth shut and hoped that the fighting will end and everyone can go back to posting pictures of their kids and videos of baby animals.
Nevertheless, there is a point that I am itching to make, which is that this deep ideological bubble that so many are in leads to unrealistic expectations on all sides, because everybody wants to deal with a world that they want rather than the world as it is. Possibly my all-time favorite quote is the Pat Moynihan line that everyone is entitled to his own opinion but not to his own facts, and there is a worrisome trend going on of people ignoring reality in favor of ideology and attempting to make policy as if the world can be bended to their will, or suggesting that either Israel or Hamas act in a certain way that disregards facts on the ground.
One example of wishing for a reality that doesn’t exist is the hope of many of Israel’s supporters that the world will all of a sudden wake up to the fact that Hamas hides behind hospitals and schools and thus forgive Israel for piling up the Palestinian civilian casualty count. The fact that Hamas noxiously puts civilians in harm’s way knowing that its actions will inevitably lead to their deaths is revolting and should be called out by anyone and everyone. Yet, pictures of dead children and leveled neighborhoods are always going to blow back in Israel’s face no matter how many Hamas bunkers or strongholds are contained under the rubble. The Israeli government keeps repeating the same talking points about civilian shield ad infinitum as if it expects to convince anyone rather than just preach to the choir. I wish this weren’t the case, but it is, and the longer the fighting goes on, the worse off Israel is going to be, whether it be Israel’s rejuvenation of Hamas (a subject for another post, but yes, that is precisely what Israel has done) or the inevitable Goldstone Report redux and the eventual imposition of EU sanctions (which believe me are coming). None of this is to excuse Hamas’s disgusting and criminal behavior in any way, but just to recognize what the world sees in Gaza, which is dead women and children and UN schools being shelled rather than command bunkers under hospitals and UN schools being used as rocket storage depots.
Another is this meme that Hamas’s problem is solely with the occupation, and that if Israel were to end the blockade, then Hamas would leave the Israelis alone. Hamas does not like Jews and is anti-Israel, not anti-occupation. Anyone who can’t see that sorely needs to examine their internal analytical process. Does Hamas want to get rid of the occupation? Yup. Is it true that Hamas did not shoot any rockets at Israel from the 2012 ceasefire until just before Protective Edge? Yup. Also true is that Hamas’s charter calls for the destruction of Israel in its entirely, Hamas political leaders repeatedly call for the same thing while inciting against Jews (not just “Zionists”), and Hamas build a huge network of tunnels into Israel for the purpose of kidnapping and killing civilians while it was respecting the ceasefire with regard to rockets, so one has to be willfully blind or colossally stupid to argue that its intentions were benign until Israel provoked it. I don’t doubt that Hamas is capable of an actual ceasefire, and I think that under certain circumstances it could abide by a longterm truce, but nothing that Hamas has said or done points to it quietly going away if Israel and the Palestinian Authority were to sign a final status agreement ending the occupation.
A third example of not accepting the world as it is can be seen in the debate on the role of Turkey and Qatar in any ceasefire. I wrote three weeks ago that I thought any ceasefire would have to include Turkey and/or Qatar, not because I think that either of them have been responsible foreign policy actors – in fact, they have been the opposite – but because of the simple reality that unlike in 2012, Hamas has an acrimonious relationship with the current Egyptian government to say the least, and will not agree to a ceasefire entirely brokered by parties it does not trust and with whom it has no relationship. Jonathan Schanzer and David Weinberg – both super smart and insightful analysts who do not fall under the category of ignoring reality or substituting opinions for facts – argue that Turkey and Qatar need to be kept out because otherwise it will create the moral hazard of rewarding the two countries that have sponsored Hamas terrorism. I am sympathetic to this argument, and they are right; Qatar shouldn’t be rewarded for funneling money to Hamas and providing a home for Hamas’s leadership in Doha, and Turkey shouldn’t be rewarded for harboring the Hamas leader behind the kidnapping strategy or constantly undermining Mahmoud Abbas and the Palestinian Authority in order to burnish Hamas’s position. Nevertheless, the problem comes from a line that Schanzer and Weinberg themselves write, which is, “A cease-fire is obviously desirable, but not if the cost is honoring terror sponsors. There must be others who can mediate.” I’m not sure in fact that there are others who can mediate, as evidenced by the disaster of a few weeks ago when Egypt was involved. If someone can point me to another potential Hamas interlocutor, then great, but so far no one has. Any deal will have to involve the U.S. and Egypt, but Turkey or Qatar as well, and that’s just the reality of things. I wish it weren’t so, but it is, and ignoring the basic structure of the players involved won’t get Israel and Gaza any closer to a ceasefire. John Kerry’s mistake last weekend wasn’t that he involved Turkey and Qatar in the process, but that he did so to the exclusion of Israel, Egypt, and the Palestinian Authority. It’s the mirror image mistake of the original ceasefire attempt, and thus was just as doomed to fail.
Finally, and perhaps most damagingly, there is the idea taking hold on the right that if given just enough time to keep fighting, Israel can end Hamas rule in Gaza. The fact is that there is no military solution to dealing with Hamas – as opposed to mitigating its military effectiveness – and the only way to neutralize Hamas is through political means. Hamas is in control of Gaza and not going anywhere. Fatah is extraordinarily weak there, and there is no other credible party with enough strength to take over. Israel could go into Gaza and completely reoccupy it and it wouldn’t matter, because the second Israel left Hamas would resume control. Israel made this mistake before in 1982 when it went into Lebanon based on the fantasy of destroying the PLO once and for all. All that happened was the PLO got kicked out of Lebanon and regrouped in Tunis, and Israel ended up permanently damaging its own credibility and public image. The Israeli government seems smart enough to know this and a reoccupation of Gaza is not imminent, but it’s a fantasy to think that Israel can hammer Hamas for a few more weeks and then somehow install Fatah and Mahmoud Abbas in Gaza. The military component is necessary for an eventual political component, but without that second part, Israel will just be fighting in Gaza again in two or three years. For some people that might be fine, but every time it happens, Israel emerges damaged and one step closer to genuine isolation. The quicker that everyone realizes that a political solution is the only long-term one, the better everyone will be. Let’s deal with the world as it is, not the world as we want it.
