Unlike the first debate between President Obama and Mitt Romney, last night’s vice presidential debate had plenty of talk about foreign policy (thank you, Martha Raddatz!). As I had hoped, both Israel and Turkey got mentioned during the mix of topics, and there are some conclusions that can be drawn from what both Joe Biden and Paul Ryan had to say.

On Israel, unsurprisingly both candidates were climbing over each other to note their support. Israel is popular with the American public, so this was a smart move for both sides. The strategy for each man was slightly different though; Ryan noted a couple of times that he and Romney have adopted a policy of stopping Iran from gaining nuclear capability rather than building a nuclear weapon, which is official Israeli policy as well, while Biden went out of his way to emphasize how closely the administration has worked with Israel and how he himself has a close and longstanding personal relationship with Bibi Netanyahu. Biden’s approach might reflect one of two things: either that he generally likes to brag about his relationships with other world leaders and knows that he has an advantage in this area since Ryan is a foreign affairs neophyte and cannot make a similar claim, or that the Obama campaign has numbers suggesting that Netanyahu is popular with Americans at large and also within the American Jewish community.

On a related note, I do have to say that it was a bit strange to hear Biden repeatedly refer in a televised debate to “Bibi” as if he were some random childhood buddy or family member. I get that Biden was trying to push how well he knows Netanyahu and that informality is part of Biden’s natural shtick, but can you imagine Biden talking about any other foreign leader in such an informal manner? Not sure if this says more about Biden, Netanyahu, or the U.S.-Israel relationship more broadly, but it’s worth thinking about.

Also significant is that Raddatz did not actually ask a question about Israel, but the candidates brought it up in conjunction with talking about the Iranian nuclear program. This suggests to me that despite Netanyahu being stymied so far by his own domestic politics and by the U.S. on striking Iranian nuclear facilities, his constant barrage on the issue has still had a large effect, in that he has managed to make Israeli concerns an important part of the debate around Iran here in the U.S. I am in no way suggesting that the U.S. is in thrall to Israeli interests and will do anything solely because Israel wants it to (hear that, Mearsheimer and Walt?), but Netanyahu has done a good job of making sure that Israel’s concerns are duly noted at the upper echelons of the U.S. national security apparatus.

There was less mention of Turkey than there was of Israel last night, but it did come up in the context of Syria. Biden mentioned that we are working “hand in glove” with a number of countries, including Turkey, which is technically true, but I doubt that Erdoğan and the Turks would describe things the same way. We are certainly working with them, but the implication is that we are on the same page, which is not the case since the Turks would love to have us support an outside intervention. Of course we are trying to coordinate with Turkey, but U.S. goals and Turkish goals are very different in this case. The U.S. wants to manage the situation and keep Syria from exploding outside its borders without having to do anything particularly active, whereas Turkey wants the U.S. to ultimately get involved militarily, whether it be in establishing a no-fly zone or even to go as far as contributing troops and air support for a ground invasion to get rid of Assad. The last scenario will never happen and I am deeply skeptical that the first one will happen either, but Biden did a nifty job of glossing over these differences in pretending that the U.S. and Turkey are of one mind on this. As for Ryan, he said we should have deferred to “our allies the Turks” in coming up with a better plan for Syria. I found Ryan’s remarks on foreign policy last night to sound as if he had read from a briefing book without really thinking through the issues, and I thought his comments on Syria were far and away his weakest and most unintelligible, but hopefully somewhere Rick Perry is sitting around dazed and confused that the GOP nominee for vice president recognizes that Turkey is our ally and not run by “Islamic terrorists.”

When It Comes To Turkey & Syria, Is Robert Wright Right?

Robert Wright has been keeping an eye on developments between Turkey and Syria, and unlike me, he thinks there is at least a 50/50 chance that the two countries end up going to war. Wright’s argument boils down to the fact that events on the ground are rapidly spinning out of both Turkey’s and Syria’s control and Turkey is facing serious refugee and Kurdish problems, so that “both of these issues–refugees and Kurdish nationalism–could lead Turkey to conclude that the sooner the Syrian civil war ends, the better.” In addition, Wright believes that the U.S. and NATO may get involved, and that the Turkish-Syrian border is not going to quiet down since Syria cannot afford to ignore it and because Turkey is basically poking Syria in the eye by arming the rebels.

With one exception (the point about the U.S. and NATO), all of these things are arguably correct to some degree, but Wright is overlooking a bunch of other factors that either mitigate or cancel out completely the variables that he has pointed to as reasons a full blown war may happen. First and most importantly is that Turkey does not necessarily have the ability to intervene in Syria in such a way as to end the civil war. As friends of O&Z (and superb guest posters) Aaron Stein and Dov Friedman persuasively argued in the National Interest yesterday, Turkey’s military options in Syria are actually quite limited. Ankara does not have the intelligence capability to carry out extensive target selection, its air force faces a challenge in the face of Syrian air defenses, and its months-long bluster has not been backed by equivalent action, destroying its ability to use credible threats to deter Syrian provocation. In short, Turkey has been exposed as a paper tiger when it comes to Syria. Despite General Özel’s constant tours of the Syrian border and the military buildup, this appears to be similar to what Turkey did following the downing of its F-4 during the summer, when it made a show of force but ultimately did not use it. This is the double secret probation strategy, in which Turkey keeps on ramping up the threats to punish Syria to the point of absurdity. Wright’s argument is that Turkey will end up intervening in Syria in order to put a swift end to the civil war, but the inconvenient reality here is that Turkey might not have the capability to do so, which has obviously been affecting Ankara’s calculus this whole time. In addition, even if Turkey did have the capability to step in and put an end to the sectarian fighting in Syria, Wright assumes that this would put a damper on Kurdish nationalism, but in fact it might very well have precisely the opposite effect. Once the Assad regime falls, the PYD and other Syrian Kurdish groups are likely to try and carve out their own autonomous sphere within Syria, and Turkish intervention on the side of the rebels could accelerate this process.

Wright’s argument about NATO arrives at a similar dead end. He writes that “helping fight it [the Syrian civil war] could help end it–especially if Turkey’s fellow members of NATO help out. Speaking of NATO: The fact that a Turkish-Syrian war could draw America into the conflict will make such a war more attractive to some backers of American intervention.” There is, however, no way that NATO is going to get drawn into this war. There is zero appetite for it among NATO countries not named Turkey, and while NATO may be willing to convene an Article 4 meeting any time Turkey requests one and issue strongly worded condemnations of Syria, that is as far as NATO is going to go. The same goes double for the U.S., which is also going to sit this one out no matter how much Turkey begs and pleads. Wright is buying into the Turkish pipe dream that an international coalition is eventually going to be shamed into intervening in Syria, but I don’t see any plausible way that this happens.

Finally there is Wright’s point about the shelling along the Syrian border and Turkey already essentially fighting a war against Syria by arming and training the Free Syrian Army and other rebel groups. The tit-for-tat shelling has been going on now for a week, yet despite this Syria has shown no inclination to ramp up its military activity, and Turkey has been making a big show of force while essentially standing pat. Wright asks, ” If Syria doesn’t want a war, and Syrian shells that fall on the Turkish side of the border could start a war, why doesn’t Syria quit firing shells anywhere near the border?…The answer is simple: The Syrian regime is fighting for its life, and along the Turkish-Syrian border lies the lifeline of its enemy.” There is another simple calculation in play here as well though, which is that Syria is not targeting Turkey with its shelling but is targeting the rebels on its own side of the border, and Syria knows that Turkey knows this too. Intervening in Syria is a potential nightmare for the Turkish army given the sectarian issues and the fact that Turkey will be fending off attacks from not only the Syrian army but Kurdish fighters well. When Syrian artillery misses, as it is bound to do, and kills Turkish civilians, then Turkey is forced to respond, but Turkey does not want to go into Syria on its own and will do nearly anything to avoid such an outcome. By the same token, Turkey has been arming rebel groups now for months, yet Syria is not deliberately shelling Turkish military positions because it too does not want to draw the Turkish military across the border. I get that there is a logic of unintended consequences at work here with the potential to spiral into a war, but Wright’s arguments for how this will happen ignore that there is a very powerful set of incentives on both sides to avoid such an outcome.

Will The Israeli Elections Have Any Policy Effect?

I wrote a piece for Open Zion about Bibi Netanyahu’s call for elections to be held within three months, and I argue that the effect on Israel’s foreign policy will be pretty close to nothing. My essay went up a couple of hours ago and can be found in its original form here, but if you haven’t already seen it on Open Zion it is reprinted below for convenience sake.

As was widely expected, Prime Minister Binyamin Netanyahu announced yesterday that Knesset elections are going to take place within three months. The ostensible reason that Netanyahu provided was deadlock over the budget, but this was an obvious move on Netanyahu’s part given the political situation in Israel. The J14 social protests this past summer were a shadow of their previous incarnation, the situation on the southern border with Egypt appears relatively quiet for now, and Iran has been put on hold. Netanyahu’s Likud party is on top of the polls and the parties that make up the rest of his right-wing coalition bloc are all poised to do reasonably well.

More importantly though, Netanyahu’s opponents don’t appear to present much of a threat at the moment. Kadima’s erstwhile leader Tzipi Livni, who led the party to the most seats in the 2009 election, is now without a political home and has been reduced to communicating to the public through her Facebook page, and current Kadima head Shaul Mofaz is busily running the party into the ground. Labor will almost certainly do better this time than it did in 2009, but the consensus is that Shelley Yachimovich is not quite ready for prime time and needs some more seasoning before presenting a real threat to Netanyahu. While there are some plausible but remote scenarios in which Netanyahu is cast out of the prime minister’s residence, the overwhelming likelihood is that three months from now Netanyahu will remain exactly where he is.

The reason Netanyahu is calling for new elections now is primarily because the domestic political scene is so favorable for him. Much like when he engineered the unity government deal with Mofaz and Kadima last spring, there will undoubtedly be speculation that the timing of the vote is related to Iran or to the peace process, but as was the case back in May, this is not being done with foreign policy considerations in mind. Thinking about what this abbreviated election campaign will look like and what constraints will be in place when it is over yields some insights as to why this is so.

On Iran, there should be little question left that the elections are the final toss of dirt on top of what I have argued is the long-buried coffin of a strike on Iran in the next six months. Even if Netanyahu were able to give the order to launch a strike, he is historically extremely risk-averse, and would not do so with an election coming up so soon and potentially endanger his strong political position. That does not, however, mean that Iran is not going to be an issue in the campaign. Mofaz is likely to bring up what he calls Netanyahu’s “warmongering” again and again, and I expect we will hear mentions of Netanyahu’s recklessness on Iran and his related precarious management of the U.S.-Israel relationship from Yachimovich as well.

The reason for this is that a unilateral strike on Iran remains deeply unpopular with the Israeli public, and that will still be the case once the campaign is over. If things go as expected, Netanyahu will remain in office with the same coalition partners and the same security cabinet, where he will still not have the votes for a strike on Iran. The upper echelons of the IDF will still be against a unilateral strike, and there will still be enormous pressure from the U.S.—assuming that President Obama is reelected—to hold off. In short, if Likud picks up an additional seat or two and the coalition grows by 2 to 5 seats, which is what the current polls indicate will happen, the structural constraints that are in place now and that have prevented a strike from happening will have not changed at all. The idea that Netanyahu will be newly empowered when it comes to Iran after this election seems to me to be highly dubious.

A similar static dynamic is at work when it comes to the peace process. Raphael Ahren argues in the Times of Israel that one of Netanyahu’s aims in scheduling an early vote is to avoid pressure from the U.S. on negotiating with the Palestinians. But irrespective of whether Obama is a lame duck come November or is gearing up for a second term, no such pressure will be forthcoming. Obama was burned during his first term by his attempt at creating an environment in which serious negotiations could resume, and between the massive uncertainty created by Iran’s nuclear program, the civil war in Syria, and the continuing reverberations from the Arab Spring, not to mention the administration’s Asian pivot, the peace process is not going to be chief among Obama’s second term priorities. If Romney wins in November, Obama is neither going to have enough time left nor sufficient political capital in his arsenal to push Netanyahu on the Palestinian issue.

Leaving the American dynamic aside, the early Israeli elections do not signal any change coming down the road on the peace process. Before the formation of the brief-lived unity government in May, the Israeli campaign season had begun to gear up, yet there was virtually no mention of the Palestinians or the peace process by anyone, including the left-wing parties that historically have used the peace process as a campaign issue. Social and economic issues dominated the Labor and Meretz discourse, and the current election campaign is going to be fought on similar grounds. The Israeli peace camp has basically disappeared in the aftermath of the second intifada and rockets from Gaza, and elections will not change that. Should Netanyahu remain prime minister, there will be little reason for him to suddenly deal with an inept Palestinian Authority or a violent and intransigent Hamas.

It is tempting to think that Netanyahu has some big grandiose plan in mind when it comes to Iran or the Palestinians and that he is calling early elections so that he can secure a mandate for some major foreign policy moves. The reality of the situation, however, is that Netanyahu is simply trying to capitalize on his current popularity at a time when the opposition is weak and fractured, and the effect that this election will have on Israel’s foreign policy is as slight as it could possibly be.

A Poor Use Of Turkey As An Excuse To Intervene In Syria

Michael Doran and Max Boot wrote an op-ed in yesterday’s New York Times calling for U.S. intervention in Syria and arguing that there are a number of reasons why this is the opportune time to do so. Plenty of people who spend a lot more time than I do thinking about Syria and the costs and benefits of U.S. intervention, including Doran and Boot, have been writing about this issue for months, and so while I happen to think that intervention is not a great idea, I’m not sure that I have anything new to add to the debate. Doran and Boot did, however, invoke Turkey a number of times in their piece, and each time it was in the course of making claims about Turkey that are incorrect.

First, Doran and Boot wrote that “a more muscular American policy could keep the conflict from spreading. Syria’s civil war has already exacerbated sectarian strife in Lebanon and Iraq — and the Turkish government has accused Mr. Assad of supporting Kurdish militants in order to inflame tensions between the Kurds and Turkey.” Turkey has indeed accused the Syrian government on multiple occasions of supporting the PKK, and maybe Assad is and maybe he isn’t (I think that he probably is), but Doran and Boot are still inflating the benefits of intervention here. To begin with, the Syrian civil war is in absolutely zero danger of spreading to Turkey in the form of sectarian strife, and that won’t change even if it rages for a decade. More relevant though is that the PKK foothold in Syria is firmly established and American intervention and the removal of Assad will not change that. The PYD, which is the Syrian equivalent of the PKK, controls a large swath of territory along the Turkish-Syrian border, and American intervention would not be aimed at dislodging the PYD. What this means is that it actually doesn’t matter all that much anymore whether Assad stays or goes when it comes to the PKK inflaming tensions between Turkey and its Kurdish population since the PKK’s safe haven is pretty well established. That ship has already sailed, and using Turkish concerns about Assad’s support for the PKK as an excuse to advocate U.S. intervention is a red herring.

Second, they argue that “American leadership on Syria could improve relations with key allies like Turkey and Qatar. Both the Turkish prime minister, Recep Tayyip Erdogan, and his Qatari counterpart have criticized the United States for offering only nonlethal support to the rebellion. Both favor establishing a no-fly zone and ‘safe zones’ for civilians in Syrian territory.” As anyone who spends any time studying the U.S.-Turkey relationship knows, bilateral ties between the two countries hardly need improving, and it can be argued that they have actually never been closer at any point in history as they are now. It is correct that Ankara is frustrated that it has not had much luck budging the Obama administration on intervening, but the implication that our relationship with Turkey is in need of repair falls somewhere between ludicrous and absurd. Doran and Boot are both extremely sophisticated analysts who know that catering to Turkish or Qatari wishes is not a good enough reason for the U.S. to undertake military action, and so they threw in the suggestion that by not intervening we are endangering ties with our allies in the region. As far as Turkey goes, that is just not the case.

Finally, in what is perhaps the most egregious mistake in their piece, Doran and Boot posited, “The F.S.A. already controls much of the territory between the city [Aleppo] and the Turkish border, only 40 miles away. With American support, Turkish troops could easily establish a corridor for humanitarian aid and military supplies.” Sounds like a piece of cake, right? In reality, the claim that this would be an easy and cost-free mission for the Turkish military is a highly dubious one. As it is, Turkey is having a difficult time dealing with the PKK inside its own borders and has suffered high military casualties in the past few months of fighting. Then consider the fact that establishing, but even more saliently then holding and defending, a corridor for aid and supply lines is no easy task under any circumstances, least of all during a civil war when you will be targeted along a miles-long corridor by whatever is left of Syrian troops, PKK terrorists, and possibly PYD fighters as well. Tack on that the Turkish military has no experience with this type of mission, is currently bogged down fighting the PKK, and is facing leadership and morale issues at the top stemming from the Ergenekon and Balyoz (Sledeghammer) cases and the simultaneous resignations of its chief of staff and service heads last year, and you will start to see just how the “easily establish a corridor” line begins to break down. In addition, from a political perspective, Turkey’s Syria policy is not popular domestically and a military invasion would be even less so. It would be certain to result in Turkish casualties, and so the decision to launch an invasion to establish a corridor inside Syria is not going to be an easy one for the government to make, which might explain why despite months of bellicose threats, it hasn’t yet happened.

There may be lots of good reasons why the U.S. should be intervening in Syria, but let’s not pretend that we should do so for Turkey’s benefit, or that our stepping in will solve Turkey’s PKK problem, or that our partnering with Turkey in a Syrian invasion will be a cost-free enterprise for our Turkish allies. If we are going to have a debate about intervention, it should be based on reality rather than on fantasy.

Erdoğan Stays Home

Prime Minister Erdoğan, who was supposed to be traveling to New York for the annual opening of the United Nations General Assembly, has canceled his trip and will instead be staying home. According to Hürriyet Daily News, “The ruling Justice and Development Party’s (AKP) fourth congress on Sept. 30, the prime minister’s hesitation at going abroad amid increased militant activity, as well as the lack of a chance to meet with U.S. President Barack Obama, were all cited as three reasons for Erdoğan’s last-minute cancelation, according to a source from the Prime Ministry.” I have no doubt that all of these reasons are true to one extent or another, but the decision to skip the UNGA is nevertheless a curious one. With the AKP congress coming up, I wonder if Erdoğan is  feeling some political heat for the first time during his decade-long tenure as prime minister given events at home.

There is really no overstating just how serious of a problem the government’s Syria policy has become. I know that I have written about this a lot, but it is putting nearly all of Erdoğan’s and the AKP’s accomplishments at risk. The fighting next door and the influx of refugees into Turkey has placed an economic burden on the country, not to mention the loss of trade with Syria and the general instability that makes Turkey a slightly less attractive target for foreign investment. It is no coincidence that Turkey’s 2012 growth forecast was just cut or that its GDP growth last quarter was lower than expected, and as the economy slows, Erdoğan has a lot less room for error. Foreign policy missteps could be papered over when the economy was making all stumbles seem more trivial, but this is no longer the case. The government has badly mismanaged Syria from the beginning, lurching from supporting Assad and hoping that he would reform long after the dye had been cast, to threatening to create buffer zones or even launch an invasion of Syria when it was clear that this would never happen, to supporting and arming opposition groups in Syria no matter how murky their provenance or motives. Turkey is now basically in the worst possible position, having taken a clear side in the Syrian civil war without getting involved enough to really affect the outcome. It’s no wonder that Erdoğan came off as highly defensive and testy in an interview with Lally Weymouth in the Washington Post, which is par for the course with Turkish interviewers but somewhat unusual for interviews with big American newspapers. The Syria policy is highly unpopular with the Turkish public and is an unmitigated disaster and that is dragging down Ahmet Davutoğlu’s entire foreign policy with it.

Relatedly, as I predicted back in May, this has been a horribly unstable and bloody summer when it comes to PKK violence, and it is clear that this is another area in which Erdoğan has made a bad miscalculation. The idea that the PKK could be quashed militarily and that would be the end of Turkey’s “Kurdish problem” was always suspect, but as the PYD has carved out its own territory along the Turkish border and as de facto Kurdish autonomy becomes a reality in both Iraq and Syria, Ankara’s dream of rolling along with the status quo in its own Kurdish-dominated southeast has become even more untenable. The army, while inflicting plenty of damage on the PKK, is taking bad losses of its own, and when parliament deputies are kidnapped in broad daylight and the government has to seal off entire districts to the outside world in order to fight effectively, it is tough to argue that Erdoğan is prosecuting the war successfully or that his overall Kurdish policy is anything but a disaster.

Finally, there is the recently concluded Sledgehammer trial in which 331 of the 365 defendants were sentenced to time in prison, including 20 year sentences for three former service chiefs. There have been signs that Erdoğan realized that the trial went too far, and the military cannot be happy at the visual of so many officers being sent to jail amid serious allegations of forged documents and falsified evidence. The chances of a coup in Turkey at this point are extremely slim to the point of non-existence, but if I were a prime minister running a country that suffered through four military hard or soft coups in as many decades and a trial just concluded that was seen in many quarters as a witch hunt targeting the army, I might be a little paranoid.

All of this backdrop must be taken into account with the news that Erdoğan is sticking to his home base. If ever there was a time for him to show up at the UN and try to wrangle up some support for intervention in Syria, this would be it, yet he has decided that there are more urgent matters to take care of. I think that there must be some grumbling going on behind the scenes, and that Erdoğan knows that his dream of becoming Turkey’s first directly elected president is in danger. This is the last AKP congress in which Erdoğan is running as party leader, and the fact that he is acting so risk-averse to the point of not even daring to leave the country may be a sign that all is not right in AKP land.

Turkish Ambitions Vs. Turkish Limits

Spend five minutes listening to Turkish politicians or reading their speeches and you immediately get a sense of how high Turkey’s ambitions are. The best recent example of this is a speech Ahmet Davutoğlu made in April in which he declared, “A new Middle East is about to be born. We will be the owner, pioneer and the servant of this new Middle East,” adding that “even your dreams can’t and won’t reach the place where our power has come to.” Hugh Eakin captures this notion of immense Turkish ambition in a piece that uses Prime Minister Erdoğan’s plans to build an enormous new mosque overlooking the Bosphorus as a metaphor for Turkey’s grand strategic plans. As Eakin notes, Turkey under the AKP wants to lead the Sunni Muslim world and take charge of the Middle East while building up Istanbul in a style reminiscent of development in Gulf states.

I think that some of what Eakin writes is either wrong or goes too far; for instance, he implies that Turkey is turning away from the West which is neither true nor even possible given Turkey’s presence in NATO and the fact that over 60% of its trade is with the EU. The thrust of Eakin’s piece is that the AKP is moving Turkey in a more religious direction, but the talk of increased religion misses the point in two ways though; first, Turkey is and always has been a  traditional/conservative/religious society once you move away from Istanbul, Izmir, and other large cities, so I don’t think it is the government that is driving a religious revival, but rather a religious revival that is emboldening the government. Second, what should be the greater concern is not the move toward more overt acceptance of religion but the move toward more overt authoritarianism, which has absolutely nothing to do with religion and everything to do with the AKP transforming into a typical Turkish proto-authoritarian party. The focus on Islam is misplaced here, in my view, and risks overlooking the greater danger that is brewing. In any event, Eakin is making a larger point about Turkish ambitions, and it is certainly an accurate one.

Walter Russell Mead also wrote about Turkey earlier this week, but his argument was that Turkish ambitions are about to be dashed. In a typical  Mead-ian historical flourish, he compares Erdoğan to Woodrow Wilson:

Everywhere he went in the Middle East, crowds hailed him. Like Wilson, he brought a political movement out of the wilderness into power at home. Like Wilson, for his followers he embodied a mix of conservative religious and progressive social ideas. Like Wilson, events propelled him to a position of huge international prominence when he appeared to have the power and the ideas that could reshape world politics in the places he cared most about. (And like Wilson, he ruthlessly suppressed dissent in the press, sending opponents and critics to jail.)

Today, Erdogan still looks a bit like Woodrow Wilson, but it is the sharply diminished, post-Versailles Wilson he most resembles. His magic moment has passed; the world did not transform. The voice of God that sounded so clearly now seems to have faded, become indistinct. His dream of leading the march of Islamist democracy through the Middle East looks tattered and worn. Libya, Syria, Egypt: none of them look like successes for Turkish diplomacy or leadership, and Syria is a fully fledged disaster that threatens instability inside Turkey itself.

 Mead argues that Kurdish and Alevi discontent, bad relations with Turkey’s neighbors, and the slowing Turkish economy portend a tough road ahead for Turkey, one in which it will have to find dependable allies and work with them to restore a sense of calm and stability. In other word, Turkey’s (and Erdoğan’s) ambitions of becoming a great power are misplaced and the moment has passed, if it even ever really existed.
These two articles are a good study in contrasts and point to what will be the most intriguing thing to watch over the next couple of years when it comes to Turkey, namely whether Turkey tempers its ambitions as it recognizes its limits. There is no doubt that Turkish ambitions and goals have been sky high, but they have slammed against the brick wall that is the Syrian civil war. Ankara’s foreign policy is close to being in shambles for the first time under the AKP, there is a huge problem of PKK terrorism and (separately) a growing desire for Kurdish autonomy, tensions with Iran over energy and newfound wariness of its nuclear program, and of course the stream of refugees coming over the border from Syria, not to mention domestic discontent over Ankara’s Syria policy more generally. Much of this morass has emerged in the past year alone, and yet in many ways the government is still operating on the assumption that Turkey is about to become a world power. There are a host of structural limits on Turkey and problems if its own making that are combining to make that dream disappear, yet there isn’t much evidence yet that the government realizes or acknowledges the new reality that it has to deal with. How Turkey navigates between its ambitions and its limits is going to determine its success in the years ahead.
