Turkey’s Iran Quandary

Taking a step back and looking at the Turkish-Iranian relationship, it strikes me that it is following a similar pattern to the one Turkey had with Syria until 2011. The Turkish relationship with Syria was based largely on economic ties, and Ankara played down any political factors that might cause tension in the name of trade and economic growth. When Bashar al-Assad’s murderous behavior became more pronounced as the Syrian civil war heated up, Tayyip Erdoğan and Ahmet Davutoğlu operated on a mistaken assumption that they could softly manage the problem and convince Assad to change his ways. They presumed that in the same way that they saw economic growth and trade as a factor outweighing everything else, Assad would view things the same way. Assad had far larger and more pressing concerns, however, and after promising to Davutoğlu’s face not to kill civilians, he promptly continued his massacring of Syrians, which led Erdoğan to blow a gasket after feeling personally betrayed and adopt a policy of getting rid of Assad at any cost. This in turn caused the rapid downward spiral of Turkish foreign policy, which has largely collapsed due to the government’s Syria policy – a policy that was neither well thought out or well planned, and one which the Turkish government concocted on the fly. It chose to ignore all sorts of warning signs and then turned on a dime, all to devastating effect.

The variables with Iran are different, but the basic dynamic is similar. Turkey has cultivated a friendly and cordial relationship with Iran despite a host of structural reasons to be wary of its erstwhile regional rival and in the face of a coordinated Western effort to keep Iran isolated until concerns over Iran’s nuclear program are resolved. Turkey has made a concerted effort to improve ties with Iran for economic reasons, and in fact the two countries activated a deal last month to reduce trade tariffs with a stated objective of raising annual bilateral trade to $30 billion by the end of 2015, which would double the trade volume from 2013. I have written in the past about the power imbalance between the two due to Turkey’s over reliance on Iranian oil and gas, which is one of the primary reasons Turkey was such a willing partner in helping Iran evade sanctions by swapping gold for gas. The desire to boost commercial trade with Iran has only grown with the loss of Syria as a trade conduit, and thus Turkey has pressed forward on working to expand economic ties with Iran despite an effort among its NATO partners to isolate Tehran economically.

Like with Syria, the rial signs in Ankara’s eyes have blinded it to some larger geopolitical truths. Turkey and Iran have a shared interest in stamping out the threat from ISIL, and they have each played a big role in keeping Hamas alive and boosting its standing in relation to the Palestinian Authority, but otherwise they are operating at cross-purposes. While Erdoğan has stated his conviction that Iran’s pursuit of nuclear power is for civilian purposes only, Turkey has a longstanding policy of opposition to an Iranian nuclear bomb. Turkey and Iran are on opposite sides of the ledger in the struggle for hegemony in the region, with Iran wanting to limit the influence of a connected Sunni bloc and Turkey teaming with Qatar to boost Muslim Brotherhood and other Sunni Islamist movements. As a NATO member and EU aspirant, Turkey is ostensibly in the Western camp while Iran is decidedly not. On Syria and Iraq, which have been the two most pressing hot spots in the region, Iran has strongly backed both Assad and Nuri al-Maliki, while Turkey has turned a blind eye for two years to groups like ISIL all in the name of ending Assad’s rule and clashed with Maliki repeatedly and consistently while he was at the helm in Baghdad. In short, you have two populous non-Arab states with the largest militaries in the region who differ on nearly every policy issue of consequence and who have historically each tried to control the Middle East, and yet Turkey has treated Iran with all due deference.

I have no insider insights into the status of the P5+1 talks with Iran, but given the frantic NATO/EU focus on Ukraine and the emergent ISIL problem occupying the White House’s attention, this would be the perfect time for a revisionist state such as Iran to take advantage of the chaos and take a harder line in talks or restart elements of its nuclear program. The spotlight at the moment is elsewhere, and given the previous extension of the deadline following the interim Geneva agreement, Iran would not be out of line in assuming that the U.S.’s priority is to get a deal even if it means letting up on issues such as enrichment. The upshot of this is that with other foreign policy problems eclipsing Iran’s nuclear program and an improved economic situation following the loosening of sanctions, Iran’s position is improving, which should worry Turkey deeply in a wider regional context. There is no question that Erdoğan and Davutoğlu both pine for the days of Ottoman power and would like to restore Turkey to what they see as its rightful role as regional leader, and a stronger Iran is not something that will help this project.

Turkey’s Iran policy up until now has been assume, like it did with Syria, that it can ignore the problems on the horizon and simply manage an ascendant Iran on its own. As with Syria, this has the potential to blow up in Ankara’s face in a big way, particularly once Iran no longer needs Turkey as an escape hatch out of its economic isolation. Whereas Turkey is reliant on Iran for its energy needs because it has no other viable suppliers yet, Iran is only reliant on Turkish capital and investment so long as it is under sanctions. Ankara’s assumption that Iran is always going to be a relatively friendly and cooperative neighbor flies in the face of the way regional powers operate, particularly when there is a power vacuum in the region in question. Erdoğan and Davutoğlu thought that they could manage Assad and that they could ignore ISIL outright, and that both problems would eventually melt away. They were wrong on both counts, and if Turkey keeps on treating Iran with kid gloves rather than realizing the threat that a powerful Iran presents to Turkish interests, it is ultimately going to end up with yet another foreign policy problem that it could have fended off with some foresight earlier in the process.

Erdoğan, Master Linguist

When the AKP came to power in 2002, Prime Minister Erdoğan and his party set out on an ambitious mission to remake Turkey’s economy and politics, turn Turkey into a regional power, and step up efforts to join the EU. It was a huge undertaking that was successful in some ways and unsuccessful in others. In recent days, however, the prime minister has embarked on an even greater challenge, since this time he is not content to simply remake Turkey. Instead, Erdoğan has decided to tackle a more global problem, which is redefining words whose definition seems clear in every language but which the prime minister has decided do not adequately reflect realities as he sees them.

Let’s start with the word “terrorist” which is often contested in terms of details but generally means a person who uses violence as a way of causing mass fear and intimidation. It seems relatively simple to distinguish terrorists from people who are not terrorists. For instance, Osama bin Laden is a terrorist for a number of reasons, including bringing down the World Trade Center. The folks who hang out in Franklin Square during my lunch hour are not terrorists since all they are doing is standing around. Erdoğan has apparently decided that the common definition is not good enough because it is too limiting. For him, the word terrorist must encompass all sorts of actions, such as protesting against the government, running away from police who are teargassing you, criticizing the prime minister or the cabinet or the police on Twitter, heading an opposition party, and almost certainly soon to include people who, like the folks in Franklin Square during my lunch hour, just stand around not doing much of anything at all. The new ingenious wave of protests sweeping Turkey encompasses nothing more than standing still, which began with a single man named Erdem Gündüz who spent hours standing silently in Taksim Square and has sparked hundreds of people doing the same (here are some awe-inspiring pictures of the phenomenon, and to see more go to Twitter and search #duranadam). The government claims that it will not intervene in the Duran Adam (Standing Man) protests unless there is a menace to public order, but I have little doubt that in a few days, as this spreads to more cities and grows to even greater heights, that Erdoğan will figure out a way to broaden the definition of “breaking public order” and we will all be enlightened as to how Gündüz is actually a foreign agent acting on the orders of the interest rate lobby, financial lobby, international media, social media, Communists, leftwing terrorists and anarchists, Zionists, foreign provocateurs, and how anyone who emulates him must be a foreign agent as well. And in case you are wondering, yes, he was in fact briefly detained by police for standing, a fate that also met Davide Martello’s piano after he played it for the crowds in Taksim over the weekend. It’s good to know that the piano spent a couple of days in jail, as you can never be too careful when it comes to terrorist musical instruments.

Another term that Erdoğan is having issues with is “democracy.” Just yesterday, we found out from the prime minister that the European Union has no respect for democracy despite it encompassing the largest federation of democratic states in the history of the world. By criticizing Turkey, Erdoğan says that the EU is anti-democratic, which is funny because I was under the impression that democracy had something to do with free and fair contested elections for effective power along with granting and protecting a set of liberties, but apparently democracy is henceforth to be defined as agreeing with the current Turkish government. In fact, while one might argue that the right to criticize, as the EU has done with regard to the Turkish government’s response to the protests, is actually in itself a hallmark of democratic behavior, the prime minister wants to set us straight by letting us know that in fact criticizing the Turkish government is the very definition of anti-democratic behavior. Erdoğan chided the EU for supporting those who attack the freedom of others, since he insists that the Gezi protestors are restricting his own freedom rather than the other way around. Again, I was under the impression that the entity that detains, arrests, beats, teargasses, and chemically burns civilians was the party restricting freedoms, but once again I must be mistaken. Thankfully, Erdoğan has most helpfully educated all of us by instructing the world that it is not the ones who do the detaining, arresting, beating, teargassing, and chemically burning who restrict freedom, but in reality it is the ones who are themselves detained, arrested, beaten, teargassed, and chemically burned who are restricting freedom. As always, good to know. In addition, the prime minister would like us all to be aware that the Turkish police have an “inherent right” to use as much teargas as they please, so I’m happy to see that at least one group’s rights are being zealously protected by the state. And in case you were wondering, Minister for European Affairs Egemen Bağış assures that there is absolutely no state violence in Turkey and that this is all a foreign plot. Phew! I was starting to think that maybe Turkey was having some issues with democracy.

I could go on like this for literally hours, but you get the point. When a government has to resort to the most tortured explanations, absurd rhetorical flights of fancy, and outright dishonesty and dissembling to try and convince the entire world that what it is seeing in the streets is not actually happening, then there is something rotten afoot. I still can’t tell if Erdoğan has completely lost his mind or if this is a deliberate strategy, but no matter what the answer is, the Turkish government is looking more foolish and unhinged by the hour. The government has announced that it is writing new laws to regulate the use of social media in Turkey, and as Yigal Schleifer pointed out earlier today, the irony is thick when a prime minister who was imprisoned for reciting a poem tries to imprison people for exercising their rights to free speech on Twitter and Facebook. As the government moves to arrest people without charges and hold them indefinitely while throwing around vague accusations of terrorism, coup plots, and links to leftwing anarchist groups, it is eerily reminiscent of the prosecutions of the military, which also involved allegations of shadowy conspiracies and detentions without charges. We know how that game ended, and it appears as if the government is once again pulling out the Ergenekon playbook. All the meanwhile, Erdoğan attempts to convince everyone that up is down, black is white, and freedom and democracy mean getting mauled by police for protesting. War is peace, freedom is slavery, ignorance is strength. All that’s left is for Erdoğan to announce that the protestors will be dealt with by the Ministry of Love. If you can’t convince your citizens that basic terms mean something other than what everyone always thought they meant, then what’s the point of being prime minister anyway?

Guest Post: Are Islamism And Authoritarianism The Same Thing?

Friend of O&Z and frequent guest poster Dov Friedman – who tweets from @DovSFriedman – is back today with thoughts on Egypt and President Morsi, and whether focusing on the Islamist character of Morsi and the Muslim Brotherhood risks missing the forest of authoritarianism for the trees of Islamism. Bonus points for relating the debate over Morsi to the debate over Turkey and the AKP and making sure to cover the Ottomans portion of this blog, which has been lacking as of late due to Gaza and the upcoming Israeli elections. Without further ado, here’s Dov:

In The New Republic on Monday, Eric Trager criticized those who bought into the idea of Mohamed Morsi as a moderate during the Egyptian uprising.  The timing of the piece makes sense, as Morsi expanded his already considerable power last Thursday in a constitutional declaration.  Trager was among the analysts consistently skeptical of the supposed moderation and democratic potential of the Muslim Brotherhood.  Yesterday’s piece served to remind observers that not every analyst bought into last year’s dominant narrative.  As evidence, Trager provides excellent detail about the Muslim Brotherhood’s “cultish” structure and immoderation:

That’s because the very process through which one becomes a Muslim Brother is designed to weed out moderates. It begins when specially designated Brotherhood recruiters, who work at mosques and universities across Egypt, identify pious young men and begin engaging them in social activities to assess their suitability for the organization. The Brotherhood’s ideological brainwashing begins a few months later, as new recruits are incorporated into Brotherhood cells (known as “families”) and introduced to the organization’s curriculum, which emphasizes Qur’anic memorization and the writings of founder Hassan al-Banna, among others. Then, over a five-to-eight-year period, a team of three senior Muslim Brothers monitors each recruit as he advances through five different ranks of Brotherhood membership—muhib, muayyad, muntasib, muntazim, and finally ach amal, or “active brother.”

I encourage you to read the whole thing.

The problem with Trager’s analysis is that the facts marshaled fail to support the hypothesis—it uses evidence of ideologically conformist Islamism to support a claim about Morsi’s authoritarianism.  Of course this may be correct, but it is not inherently so.

This same conflation occurs in the conversation about Turkey, the AK Party, and Prime Minister Erdoğan.  At its most benign, the error manifests itself as The Economist’s insistence on calling the AK Party “mildly Islamist.” The same misdirected criticism turns quite noxious at times.  Look no further than Daniel Pipes or Andrew McCarthy in National Review.

As Istanbul-based independent journalist Claire Berlinski has argued, it would be more appropriate—and more helpful—if The Economist called the AK Party “mildly authoritarian.”  Put differently, AK Party acts increasingly authoritarian in ways unrelated to its Islamist roots.  Critics’ focus on Islamist identity diverts their attention from the main problem: alarmingly anti-democratic developments under Erdoğan’s rule.  So they may snarl at last year’s education reforms or the current project to build a mosque in Taksim Square, but they miss Erdoğan’s systematic crackdowns on free speech, press, and association.

I cite Turkey as an example because the decade of AK Party rule has contained policy approaches that confounded critics.  In the early 2000s, Kemalist and secularist critics invoked fears that AK Party would impose a radical ideology on the country.  Erdoğan and President Gül stymied criticism by pursuing, among other policies, EU accession—the centerpiece of Kemalist and liberal dreams for Turkey.  When the AK Party did pursue some conservative domestic policies, the earlier conflation of Islamist identity and anti-liberalism robbed opponents of clarity in their criticisms.

Similarly, the early moments of AK Party’s authoritarian creep coincided with a period in which Turkey’s foreign policy was becoming deeply internationalist and aligned with the West.  In 2007 and 2008, Turkey spearheaded mediation efforts between Israel and Syria, and between Serbia and Bosnia.  In 2009, Istanbul hosted the Alliance of Civilization.  In 2010, a former Turkish MP served as president of the Parliamentary Assembly of the Council of Europe.  At the same time, in 2010, the government levied punitive fines on Doğan Holding, an AK Party critic.  By 2011, Turkey already imprisoned journalists in alarming numbers.  Erdoğan and other government officials have filed suit and won judgments against individuals who “insult” them.  The Ergenekon and Sledgehammer trials mutated in recent years from legitimate investigations to score-settling efforts to crush opposition voices.  Here again, arguments about Erdoğan’s nefarious Islamism were easily brushed aside, and—worse—masked some crude anti-democratic domestic developments.

Yesterday in The Atlantic, Trager expanded upon the previous day’s post and broadened the argument.  He argued that Morsi’s domestic power grab suggested that after the Brotherhood’s domestic power is consolidated, Morsi would construct a conservative Islamist foreign policy.  As evidence, he pointed to a series of distressing statements by top Muslim Brotherhood officials.

Prime Minister Erdoğan has also made distressing statements of late, as Michael has discussed in previous posts.  He’s called Israel a terrorist state and claimed that rocket fire is a legitimate means of resistance.  Turkey observers recognize that while these statements are odious—and likely detrimental to Turkey’s foreign policy standing—they may also serve a more complex purpose than simply representing the Prime Minister’s foreign policy beliefs.

I note these pairs of similarities to make a relatively simple point.  The number of world leaders with Islamist backgrounds has increased in the post-Arab Uprisings world.  Funneling analysis of their domestic and foreign policy actions through the lens of their radical Islamist ideology may, at times, inhibit the ability to understand not only why these leaders act in particular ways but also how these leaders may act in the future.  A strict focus on their Islamist identities may also overlook actions that are deeply problematic but do not naturally fit into a discourse of Islamist creep.  This has certainly been the case with Turkey.

Trager is very knowledgeable about Egypt, and thus I defer to him and other analysts to continue informing those of us for whom Egypt is an interest but not a specialty.  However, nuance in interpreting not only what has happened but also why it has happened remains crucial.

Why Is Erdoğan Needling The EU?

Prime Minister Erdoğan seems to be going out of his way lately to push the European Union’s buttons. First, while in Berlin for meetings with Angela Merkel, he gave the EU an ultimatum that Turkey would halt its accession talks for good if it was not granted EU membership by 2023. Turkey’s frustration at being strung along is quite understandable, but there’s no doubt that Erdoğan’s threat to drop out of the process ruffled some European feathers. While in Germany he also made a strange reference to Turkey not adopting the euro but setting up its own “lira zone” which would presumably compete with the euro zone, thrilling a segment of Turkish nationalists who are convinced that the EU needs Turkey more than Turkey needs the EU but leaving many observers scratching their heads as the lira has a low trading volume and it is unclear which countries, if any, would ever join such a project.

The biggest salvo aimed at the EU, however, has been the prime minister’s recent comments on the death penalty. Erdoğan has now hinted that Turkey should reinstate the death penalty in a number of different forums, including an AKP meeting, a press conference, and on twitter, where he said that the state is not entitled to forgive a killer and that some killings may warrant the death penalty. Ahmet Davutoğlu and Sadullah Ergin both insist that Erdoğan was only referring to the Norwegian mass murdered Anders Breivik and that no preparations are being made for Turkey to reinstate the death penalty, but the issue rankles the EU nonetheless. While Turkey has not executed anyone since 1984, it officially abolished the death penalty in 2002 as part of its reforms aimed at joining the EU, and this issue is associated with EU reforms perhaps more than any other. That Erdoğan is now bringing up the death penalty is seen as a direct affront to the EU and is being taken by some as a signal that Erdoğan is trying to put some distance between Turkey and Europe. The prime minister’s comments prompted a swift response from Martin Schulz, the president of the European Parliament, who stated in no uncertain terms that a Turkish move to reinstate the death penalty would deliver an enormous blow to Turkey-EU relations.

It seems strange that Erdoğan is going out of his way to upset the Europeans, and while the death penalty row is a patented Erdoğan technique for deflecting attention away from the government’s missteps by bringing up a controversial issue (see his comments on abortion sweeping the Uludere airstrikes right off the front pages over the summer), this time it fits into a larger pattern of implicit and explicit EU-bashing. I actually don’t think that what is going on is about the EU at all, but is a misguided effort on Erdoğan’s part to pressure European countries into being more active in solving the Syria mess. Erdoğan has been trying in vain to get the U.S. or NATO to intervene, so far to no avail, and not only has he not made any progress but has managed to annoy both the U.S. and NATO by keeping up the rhetorical pressure in public and constantly bringing up intervention in private. Instead of recognizing that this strategy has failed and coming up with a new approach, I think Erdoğan is trying something similar now with the EU but from a different direction. Ankara has made it clear that Syria is its absolute top priority right now, and Erdoğan is playing on European fears that the West is going to “lose” Turkey. By threatening to withdraw from the EU process and by implying that he will consider reinstating the death penalty, Erdoğan is trying to do whatever he can to get European states to act to bring back Turkey into the fold  – a fold that Turkey has never actually left – and the easiest way to do that is to give Turkey a helping hand on Syria. Deploying Patriot missiles along the Syrian border is the U.S. and NATO response to keeping Turkey happy and by taking constant digs at the EU, Erdoğan is trying to coax some European action in order to pacify Turkey, whether it be greater rhetorical pressure on Syria and recognition of the Syrian opposition (as France did yesterday) or a renewed push in the Security Council for some sort of action. The question is whether Europe is going to play along or call Erdoğan’s bluff, and that remains to be seen. In any event, I don’t think that the recent attempts to imply distancing from Europe is about Europe at all, but like so much else going on with Turkey these days, is actually about what’s taking place with its next door neighbor.

The Latest Reminder That All Politics Is Local

Remember the enormous optimism in Turkey when François Hollande was elected? Predictions abounded that Turkey’s path to EU membership was going to be far easier than it had been under Sarkozy, and it appeared that the kerfuffle over the Armenian genocide denial bill in France was a thing of the past. At the time, I thought this enthusiasm was misplaced, and wrote the following:

France sees much of North Africa as being in its domain given its colonial history there, and it is threatened by another outside power establishing deep economic ties as Turkey has been doing. The Armenian issue is also not one that was first initiated by Sarkozy; the French parliament voted in 2001 to declare the events in Armenia a genocide and the Assembly voted in 2006 to criminalize its denial (it did not pass the Senate at that time). Turkey-bashing is a popular electoral sport in France no matter who is running, and the emotions that it stirs up are not so easily suppressed once the votes are counted. At the end of the day, a Hollande victory is likely to herald a positive reset in France’s relations with Turkey  – although Hollande is considered to be one of the Socialist Party’s most pro-Israel politicians so the continued shenanigans over Israel in NATO forums won’t help matters – but it is not going to be the panacea that permanently puts the Armenian issue to rest in France or mean a fast track victory for Turkey’s EU bid.

Now, as it turns out, the Armenian issue cannot be put to bed so easily. Exactly as he promised he would do during his campaign, Hollande has announced plans to reintroduce a bill criminalizing denial of the Armenian genocide. His reason for doing this is pretty simple: there is a large Armenian community in France, and Hollande wants to ensure that he has their votes in the next election. In fact, Hollande is so committed to this issue, it has been reported that he has been exploring means other than legislation, such as an official degree that would penalize Armenian genocide denial, given the fact that a previous iteration of the law was ruled unconstitutional. It is worth remembering that Prime Minister Erdoğan had restored full ties with France following Sarkozy’s defeat on the assumption that this issue was over, and if Hollande indeed pushes for another Armenian genocide bill, I expect that ties will be downgraded once again. On top of the fact that Turkey has suspended formal political ties with the EU during Cyprus’s presidency, it does not appear that Turkey’s EU bid is any better off now than it was when Sarkozy was in office.

This should be a useful reminder of two things. First, domestic politics trumps everything. Hollande cares a lot more about being reelected and pleasing various domestic constituencies than he does keeping Ankara happy. He is more than happy to risk Erdoğan’s wrath on this issue if it means another term down the road in the Élysée Palace. Second, and more importantly for our purposes, it indicates that there is a perception gap between France and the rest of the EU on one side and Turkey on the other over Turkey’s value to the EU. There is a view that has taken hold in Turkey over the past few years, as Turkey’s economy has exploded while Europe’s has tanked and as Turkey has become a more influential global player, that Europe needs Turkey more than Turkey needs Europe. I myself think that Europe stands to benefit greatly from Turkish accession to the EU, but the fact that Hollande is willing to risk another rupture in ties over what seems to be a comparably small domestic political issue suggests that many in Europe do not share this view. Ankara would do well to take heed of this, since bad relations with France and endless fighting over Cyprus only benefit Turkey if Europe as a whole believes that there is something to lose by alienating Turkey. Were I advising Erdoğan and Davutoğlu, I would suggest that they ignore this latest provocation, keep tensions low over the latest Armenian genocide news, and wait to see how things play out. Blowing up at Hollande and France will not accomplish anything in this case, and will demonstrate that Turkey is willing to be more pliable and puts joining the EU at the top of its list of priorities.

Are We Reaching A Tipping Point on Turkey’s Image?

Turkey’s rise is attributable to a bunch of factors, but one of the primary ones is the image of Turkey as a democracy. When the AKP took over, they did a good job of making Turkey more democratic in a number of important ways as part of the EU accession process, and the world noticed. For a decade, Turkey has been heralded as a model of Muslim democracy and been held up as a successful example of how a state can transition from a military-dominated polity to one where the elected civilian government is the ultimate accountable body. Turkey has played up its democratic status at every opportunity, and is has been taken as a given that Turkey is a democracy, one that has its own issues to overcome but certainly not a state that is in danger of authoritarian backsliding.

Two columns this weekend make me wonder if we are coming to a tipping point where outside observers are no longer going to give Turkey’s democratic status the benefit of the doubt. In the New York Times, Tom Friedman (who probably represents conventional elite opinion better than anyone aside from Fareed Zakaria) had a rambling column that managed to work its way to Turkey by the end, and what he had to say about Prime Minister Erdoğan and the AKP was not kind. He concluded his column with this:

The A.K.P.’s impressively effective prime minister, Recep Tayyip Erdogan, has not only been effective at building bridges but also in eliminating any independent judiciary in Turkey and in intimidating the Turkish press so that there are no more checks and balances here. With the economic decline of the European Union, the aborting of Turkey’s efforts to become an E.U. member and the need for America to have Turkey as an ally in managing Iraq, Iran and Syria, there are also no external checks on the A.K.P.’s rising authoritarianism. (Erdogan announced out of the blue last week that he intended to pass a law severely restricting abortions.)

So many conversations I had with Turks here ended with me being told: “Just don’t quote me. He can be very vindictive.” It’s like China.

This isn’t good. If Erdogan’s “Sultanization” of Turkey continues unchecked, it will soil his truly significant record and surely end up damaging Turkish democracy. It will also be bad for the region because whoever wins the election in Egypt, when looking for a model to follow, will see the E.U. in shambles, the Obama team giving Erdogan a free pass and Turkey thriving under a system that says: Give your people growth and you can gradually curb democratic institutions and impose more religion as you like.

In the Guardian, Mehdi Hasan unloaded on the Erdoğan government, describing Istanbul as gripped by a “climate of fear” and noting government pressure on the media and prosecution of ordinary citizens for criticizing state education policy and insulting Islam. He recounted how the authorities detained some of his colleagues and read through his tv program’s scripts to find anything that might be objectionable, and conveyed the opinion of some that Erdoğan is “Putinesque.” Hasan summed up with the following:

Those of us who have long argued that elected Islamist parties should not be denied the opportunity to govern invested great hope in Erdogan and the AKP. But what I discovered in Istanbul is that there is still a long way to go. The truth is that Turkey cannot be the model, the template, for post-revolutionary, Muslim-majority countries like Tunisia and Egypt until it first gets its own house in order. To inspire freedom abroad, the Turkish government must first guarantee freedom at home.

It comes as no surprise to veteran Turkey watchers that the government’s authoritarian tendencies are increasingly bubbling to the surface. Plenty of folks have been sounding the alarm for awhile, but Turkey’s image has remained as a democracy that is successfully struggling to shed a legacy of military coups and acrimonious ideologically charged politics. That people like Friedman and Hasan are starting to sit up and take notice of some of the more egregious problems signals to me that Turkey is entering a dangerous place. Once Turkey and Erdoğan start to get lumped together with Russia and Putin – a comparison that I would note is completely inappropriate at this point – it will present a whole set of challenges for Turkey’s foreign policy and severely set back relations with the U.S. and Europe. I get the sense that Turkish economic growth has led Erdoğan and Davutoğlu to think that Turkey is indispensable, and that the rest of the world needs Turkey more than Turkey needs the rest of the world. This is pretty clearly an overreach, and Ankara should be more mindful of the fact that Turkey’s democratic status is massively important to its new preeminent position. Taking this lightly or underestimating how vital it is that Turkey continue to be perceived as solidly democratic is a bad misstep, and the AKP government needs a serious course correction before it’s too late. David Ignatius can write as many glowing paeans to the Obama-Erdoğan relationship as he likes, but the fact remains that the U.S. holds all non-democracies (aside from the oil producing ones) at arm’s length, and Turkey will be no different should it continue to crack down on basic freedom of expression and harass political opponents. Reputational costs are important, and if the narrative takes hold that Erdoğan is consolidating power and turning Turkey into a one-party state, he will find that his power inside of Turkey is unchallenged but that his power on the world stage is diminished.

Egyptian Elections and the Turkish Model

For anyone who spends their time thinking and writing about the Middle East, today’s big news item is the Egyptian presidential election. While I spend most of my (non-dissertation) time on Turkey and Israel these days, my original academic interest was in the Arab world and I follow it generally, and Egypt specifically, very closely. Lots has been written over the past year about the “Turkish model” and whether it is applicable to Egypt, and indeed a recent Brookings poll indicates a preference among Egyptians to emulate Turkey. There is no need for me to rehash the specific reasons that Egypt may or may not be a good place to replicate the Turkish model, since plenty of smart people who know Egypt far better than I have already done so. I would only quickly note that based on the Brookings poll, Egyptians don’t actually know how Turkey is governed, as 54% of the respondents listed Turkey as the country that best reflected their aspirations for the role of Islam in politics while 66% of Egyptians support basing their laws on sharia. Even allowing for the 83% that say sharia should be adopted to modern times, a majority of Egyptians appear to believe that Turkish law is based in some loose way on sharia, which is not the case.

Instead of getting into the weeds on Egypt, I’d like to discuss why no country, Egypt included, should be looking to replicate the Turkish model. To be clear, when I talk about the Turkish model I don’t mean the military being the arbiter of secular politics or guardian of the state, but an ostensibly Islamic party governing through secular state institutions without imposing any religious dictates. To begin with, the synthesis of Islam and democracy in Turkey has taken a very long time. The fact is that the Turkish model has only emerged in the past ten years after decades of instability, military coups, varying degrees of authoritarianism, and a complete lack of vertical accountability. When Mustafa Kemal Atatürk founded Turkey out of the remnants of the Ottoman Empire, he did so with clearly thought out ideas about how his new state should be organized and what goals it should seek to attain. Furthermore, unlike in other states where an ideology may be adopted after the institutions of the state are already in place, Atatürk built Turkey’s political and social institutions at the same time that he was installing Kemalism as the state’s official ideology. This enabled him to create structures and rules that were explicitly designed to strengthen and enable Kemalism, meaning that any challenge to the state would unmistakably be a challenge to Kemalism as well.

Since ideology was so wrapped up and intertwined with the state itself, it meant that Turkey was unable to convert first order battles over ideology into a lower grade conflict even after the first successful transition to democracy after WWII.  Any ideological wobble away from Kemalism precipitated a crisis, particularly given the fact that the most important and powerful state institution, the military, saw itself as the ultimate guardian of Kemalism irrespective of which party was in power. That the AKP was finally able to emerge out of the ashes of the Refah Party, win multiple elections, and govern without completely dismantling the state is the culmination of a long process of ideological softening on both sides. The overarching point here is that this process took 75 years to play out, and took 50 years after Turkey’s first democratic election. Democracy does not happen overnight under the best of circumstances, and Egypt is far from being an ideal staging ground. There are many things to contend with: a strong authoritarian legacy, social cleavages, a pending economic crisis, disputes over religion and what the state should look like, just to name a few of the big ones. Aiming for a synthesis of Islamic politics and secular government is a fool’s errand in the short run, and while Egypt may be able to eventually pull it off successfully, it will be years before that happens.

Another primary reason why the Turkish model cannot be replicated is that, as Steven Cook points out in Ruling But Not Governing, Turkey adapted for a specific purpose, which was joining the EU. The EU process made future military interventions more unlikely while also forcing the state to become more democratic, but at the same time it made the non-secular AKP soften any tendencies it might have had to weaken state secularism. When joining the EU is the ultimate goal, there is zero chance of adopting any type of sharia law or religious compulsion, and while I do not fall in the camp of those who think that the AKP actually desires to do this anyway, it would never happen while the EU negotiating process is underway. Egypt, and all other majority Muslim countries, do not have this structural constraint to contend with. If the Muslim Brotherhood is in power in Egypt and decides that it wants to legislate according to religious dictates, there is no comparable outside incentive to slow that down. The Turkish model did not emerge in a vacuum, but out of a highly specific context that does not exist elsewhere.

Finally, the specific electoral rules used in Turkey contribute to a unique situation in which extremist views on the poles of political thought are kept at bay. One need only look at the op-ed on Indonesia in the New York Times yesterday to get a sense of how this works. In Indonesia, the government coalition includes a number of extremely conservative Islamist parties, which in turn leads to restrictions on religious minorities and religiously motivated violence that the state ignores. In Turkey, however, the vote threshold for parliament is 10% of the vote, which means that smaller and more extremist parties get left out. This in turn has made the AKP a big tent that includes religious conservatives, merchants, the middle class, and some of the new urban elite. Such a party cannot afford to alienate religious minorities or condone any Islamist-led violence, and thus the AKP largely keeps its religious piety confined to personal behavior and governs over a secular state. Erdoğan’s lecture to the Muslim Brotherhood on his trip to Egypt about the vital need for secular governance was not an act; say what you will about him, but he practices what he preaches.

If Egypt is able to get to a place down the road where it embodies Alfred Stepan’s twin tolerations of the state being free from the yoke of religion and religion being free from the yoke of the state, it will be an amazing accomplishment. If it is able to replicate the Turkish model, it would be a positive development for its citizens and governing institutions. Nobody should fool themselves, however, on the likelihood of this happening. The Turkish model emerged out of a confluence of events playing out over decades with some unique structural constraints weighing on the entire process, and it is folly to imagine that this might happen elsewhere in what is in historical terms the blink of an eye.
