Is This What A Presidential Takeover Looks Like?

For political scientists interested in political development, it is in many ways more interesting to study why democracies break down than how democracies form. After all, the best predictor of whether a state is democratic at any given time is whether the state was a democracy previously, so delving into how and why authoritarian reversals occur is a fun field (for a deep dive into the subject, Jay Ulfelder does really good work, such as this). Democratic breakdowns come in a few flavors, but the two most common are military coups and incumbent takeovers (this latter category being when an elected government undermines democracy and the future electoral process). Writing in the British Journal of Political Science last year, Milan Svolik compellingly argued that we should be paying attention to the different categories of breakdown because doing so can give us a sense of where a state might be heading before breakdown occurs. The most interesting insight in Svolik’s article to me was his contention that democracies consolidate against military coups but not against incumbent takeovers. In other words, as a democracy ages and democratic rule becomes institutionalized, the risk of a military coup occurring substantially decreases at some point (according to Svolik, this happens somewhere between the 17th and 26th year of democratic government), but the risk of an incumbent takeover does not decrease. He also points to factors that make incumbent takeover a greater or lesser possibility, with a presidential system ten times more likely to break down than a parliamentary or mixed system, while having a history of past military rule makes incumbent takeover less likely because, in Svolik’s words, “In a democracy that lacks a history of military rule, an incumbent may succeed in accumulating enough power to subvert democracy, especially if aided by a presidential constitution and natural resources. But in a democracy that was preceded by a military dictatorship, these factors may be insufficient for a successful incumbent takeover because any such attempts will be preempted by a military coup.”
Why do I bring any of this stuff up? Because various happenings in Turkey make it look like the country is dangerously on the brink of an incumbent takeover, and Svolik’s piece is a useful guide in assessing what might be going on. It will come as no surprise to anyone who regularly reads this blog (or really anyone who keeps on top of international news) that things in Turkey have been going downhill for awhile. The question is not whether Turkish democracy has suffered, since it unquestionably has, but rather at what point do we cease talking about Turkey as a democracy and call it a flat out authoritarian state. I have never liked terms like illiberal democracy or quasi-democracy or troubled democracy, since I think of democracy similarly to the way I think about pregnancy: either a state is a democracy or it isn’t. Just as you can’t be sort of pregnant, you can’t be sort of democratic. So if Turkey has ceased to be a democracy, how will we know and what will that reversal look like?
My friend and erstwhile co-author Steven Cook has a piece in Politico comparing Tayyip Erdoğan’s rule to that of patrimonial Arab dictators, and laying out the ways in which Erdoğan has accumulated power and dominated politics. I’d add that since assuming the presidency, Erdoğan has done so in ways that subvert the Turkish constitution by taking over powers accorded to the prime ministry without formally amending the constitution. While it is true that the president has the constitutional power to preside over a cabinet meeting if he so chooses, this power is supposed to be reserved for extraordinary situations such as wars or other crises. And yet, there was Erdoğan last month chairing a meeting of the cabinet and purposefully not ruling out doing so again. Erdoğan has assembled a shadow cabinet of advisers around him that in many ways mimic Turkey’s actual cabinet, and he has asserted himself in all sorts of areas that are reserved for the prime minister. The biggest power play was actually symbolic but spoke volumes, when Erdoğan announced that Prime Minister Davutoğlu was to reside in the Çankaya presidential palace because Erdoğan was taking for himself the newly built, monstrously large palace that had been intended for the prime minister.
There is no question that Erdoğan is amassing power in what are unprecedented ways for Turkey since the death of the unapologetically all-powerful founder of the Turkish Republic Mustafa Kemal Atatürk. As former AKP parliamentary foreign affairs chief Suat Kınıklıoğlu writes, “Not a day goes by when our president is not to be seen on television, sometimes three times a day. Close to a dozen TV channels broadcast his speeches live. Even a prominent music channel cuts its broadcast and televises the speech. Total control. It is rather ironic to see how a political movement that aspired to break the authoritarianism of the old order has come to establish an even more effective authoritarian regime itself.” Everyone knows what is going on, as it is taking place in broad daylight and over the vociferous opposition of anyone not connected to the AKP. It is also in many ways completely and unabashedly shameless. Look at the government’s takeover of Bank Asya just yesterday, for example, which everyone knows is being done to punish Erdoğan’s current designee as Public Enemy Number One, Fethullah Gülen. The Gülenists in Turkey have hounded their own enemies for years, and their anguished cries of complete innocence are laughable, no matter what Gülen himself claims in the opinion pages of the New York Times (for a pitch perfect takedown of the op-ed, look no further than Claire Berlinski’s rejoinder to Hocaefendi yesterday). Nevertheless, whatever the Gülenist movement’s actual sins, nobody credibly believes that the “Bank Asya decision has no political dimension, it is a completely legal decision,” as Davutoğlu claimed with a straight face. This is a bill of attainder, pure and simple, and the fact that the people and institutions being targeted are themselves unabashed power-grabbers who subvert Turkey’s legal system for their own ends does not make the government’s actions democratic or legal. In a more candid moment, Davutoğlu said at a political rally yesterday that he doesn’t see why a religious movement needs a bank. Neither do I, but two wrongs don’t make a right.
The reason Svolik points to presidential systems as being prone to takeover is because presidential systems can be dangerous. The United States is a remarkable exception to this rule, but new democracies largely try to avoid them these days because of their instability. The only presidential democracy with an extended history of constitutional continuity is the U.S., and parliamentary democracies generally last more than three times as long as presidential democracies. A presidential system promotes a strong figure at the top of the food chain with an independent power base, which can be dangerous in divided societies or states without countervailing strong legislative and judicial institutions. Part of the argument against presidential systems comes from a sort of selection bias, in that they were adopted (and failed) in states where the conditions made them especially prone to failure, but the numbers also back up the fact that they lead to more short-lived democracies. Yet, just yesterday Davutoğlu had the following to say: “There is an argument that the presidential system will create authoritarianism. What’s your proof for that? Those who have little knowledge of politics and political science know that democracy is implemented both under presidential and parliamentary systems. These are both described as democratic systems in comparative political studies. Inclinations for authoritarianism can come from parliamentary systems as well.” Yes, it is true that democracy is implemented in both types of systems, but it is also true that one breaks down at a rate ten times that of the other. Surely the prime minister does not think this is a mere coincidence.
The transformation of Turkey to a presidential system is worrying when it comes to incumbent takeover, but so is the military component, because Svolik’s reason for why a military past tends to prevent incumbent takeover does not apply here. The threat of a military coup is supposed to deter an incumbent from amassing too much power and eroding the democratic system, but Turkey’s military has been so hollowed out and beaten down by the AKP (and its former move-along-nothing-to-see-here Gülenist allies) that the chances of a coup are close to nil. In fact, in many ways Erdoğan is primarily motivated by Turkey’s military past and sees his attainment of more and more power as the ultimate victory over the era of military tutelage. The unique history of the relationship between Erdoğan and the military in the pre-AKP era and the relationship between the AKP and the military since 2002 – and particularly since the failed coup by memorandum attempt in 2007 – actually make Turkey’s military past an exacerbating factor rather than a mitigating one. Combined with what Erdoğan has been doing since his election last summer, I don’t think any warning about what is coming down the road can possibly be strident enough.
The long and short of it is that Erdoğan is trying to institute a presidential system, and he is determined to do it one way or another. If he (meaning the AKP, his “former” party) passes the magic 330 seat threshold in the June election, he will attempt to do it by using his parliamentary supermajority to amend the constitution without a referendum, and if the AKP falls short, he will just keep on doing what he’s been doing until it is a fait accompli. But presidential systems are dangerous vehicles for shaky democracies, and that is even more so when the president is vocal and open about his contempt for liberal and democratic norms, views the entire country as something to be controlled by his personal whims, and sees checks and balances as nothing but a minor inconvenience. I don’t know if a complete incumbent takeover has yet happened, but I do know that if we ask that question again five or ten years from now, it will likely be too late.
The Means Matter As Much For Democracy As The Ends

One of the tricky things about democracy is that we think of it as being an end-state that a country can hopefully achieve and maintain – hold regular elections with peaceful transfers of power, establish rule of law, incorporate and protect civil rights – but the pathway to getting there matters. It matters for two main reasons. First, democracy is not only about substance, but also about procedure. Countries that have hollow democratic institutions, where you have parties and elections but ones that are rife with corruption, patronage, irregularities, may look democratic from the outside but are not because their process is fundamentally undemocratic. Elections themselves do not magically confer democracy. Second, people and governments are not inherently democratic. Democracy generally emerges as a way out of a political stalemate or as a compromise between parties who are not powerful enough to impose their will on everyone, and as democratic behavior is repeated and becomes habituated over time, genuine democracy takes hold. In other words, behaving democratically is not innate, but it becomes second nature as it is carried out.
The idea that process matters is enormously important in order to understand what is taking place in Turkey, and why the AKP’s constant drumbeat of claims about the high quality of Turkish democracy must be taken with a huge dose of skepticism. Almost everyone agrees that one of the AKP’s benchmark achievements has been to bring vertical accountability to Turkey, meaning that no unelected entity – in this case the military – wields ultimate power. It is for this reason that Iran is not a democracy no matter how many elections they have and no matter how free and fair they might be (not that they are), and very few people except a band of the most hardcore secular Kemalists would dispute that taking the army out of politics is a good thing and that power should be vested in those who win elections rather than those who carry guns. So the AKP’s campaign to bring the military to heel is an unqualified victory for democracy in Turkey, right? Except that it is not quite that simple, since the way the military was brought under control was through two investigations and trials, known as Ergenekon and Balyoz, that were fundamentally flawed and involved everything from detentions without trail to blatantly forged evidence. Nobody believes that these trials were victories for the rule of law, even if the ultimate end served democracy. Officers were subject to a witch hunt and the army was the victim of a campaign of recrimination in retaliation for its own decades of hounding Islamists and religious Turks, and so while it is an unqualifiedly good thing that the army will no longer be intervening in Turkish politics, nothing about the way that this result was carried out was model democratic behavior. All it did was reinforce the idea that Turkish democracy means winning power through elections and then using that power to act in fundamentally undemocratic ways.
Looking at what is taking place now as the AKP purges thousands of police officers and prosecutors in the name of subverting a coup attempt, you see a similar dynamic. The AKP talks about the Gülen movement as an undemocratic “parallel state” whose power needs to be curbed, and much like the move to curb the power of the military, there is truth in this. After all, it was the Gülenists who were responsible for the shady military trials, and to mistake them for pure democratic actors would be rank naiveté. Yet even taking the AKP’s claims about their former friends at face value, and granting that the Gülen movement uses its influence in the judiciary and the police in unsavory ways and that there needs to be some sort of check, the process here stinks to high heaven. Reassigning hundreds of police officers at once because they arrest people suspected of corruption, nakedly trying to remove all separation of powers and subordinate the judiciary to the power of the government, sending envoys from the prime minister to personally threaten the lead prosecutor of the graft cases, prosecuting eight television channels for reporting about the graft and corruption investigations…there is no way to justify this on democratic grounds, and yet this is precisely the gambit that Erdoğan and the AKP are attempting. By claiming that there is a coup attempt underway and that extraordinary measures must be taken in the name of protecting Turkish democracy, Erdoğan and his government are simply demonstrating that they don’t know the first thing about democracy or how it works.
It is a classic authoritarian gambit to use the powers of the state to go after your enemies and to claim that it is all being done in the name of security and democracy. The fact that the Gülen movement used this tactic to go after the military does not make it acceptable to use the same tactic to go after the Gülen movement. The notion that the corruption investigations constitute an attempt to carry out a coup and overthrow the government would be laughable if what was taking place in Turkey right now wasn’t so damaging to Turkey in the long term. When a government violently cracks down on protestors, fires prosecutors and police who dare to investigate allegations of gross misconduct, introduces legislation to eviscerate judicial independence, and darkly talks about foreign conspiracies supporting domestic terrorists without any shred of evidence, and does all of this in the name of “protecting democracy” and fulfilling the will of the people – people who, if the latest polls are correct, overwhelmingly condemn Erdoğan’s move to block the investigations and purge the police – it has taken an Orwellian turn for the worse. This goes double when hints of changing party rules midstream to allow Erdoğan to run for a fourth term are portrayed as being democratically necessary rather than extraordinary manipulation.
Process and procedure matter. Rule of law is not something to be subverted in order to arrive at democratic ends, because the process of implementing rule of law is itself the mark of democracy. The more that Erdoğan and the Turkish government do whatever they please because they have won elections, the more Turkish democracy withers. The only way for democracy to really take root is to have democratic behavior become repeated ad infinitum until it is routine. As Steven Cook so aptly points out today, the AKP is trying to manipulate Turkish political institutions to achieve its own ends, and Erdoğan’s and the AKP’s “fealty to democratic change extends only so far as it advances their interests.” For those still desperately clinging to the vestiges of 2002 through 2007 and the conviction that “Turkey has never been more democratic than it is under the AKP” despite all recent evidence to the contrary, the repeated and by now habitual flouting of democratic process is not something that Turkey will be able to just shake off when the AKP decides that it is time.
Turkey’s “Democratization” Package

Ten days ago, Prime Minister Erdoğan and the AKP released the details of their long-promised and long-awaited democratization package, which had been hyped for months as a major initiative aimed at correcting imbalances righting wrongs in the Turkish political system. Since I am late to the game here, I am not going to do a deep dive into everything it entails – a summary can be found here – but most commentary, as typified by this column by Amanda Paul, has focused on the fact that the new proposals are good in some ways and fall short in others. In other words, a decent start but not far enough.
This is definitely one way to view the package. Another way is to think about it through the prism of how the AKP views democracy. In June 2012, Steven Cook and I wrote a piece for Foreign Affairs in which we contended that the AKP was expanding Turkish democracy when you look at measures of participation – meaning the extent to which citizens are able to participate in democracy – but limiting Turkish democracy when you look at measures of contestation – meaning the ability to contest the government’s power. The democratization package appears to break down along this dichotomy, which is unsurprising. Much of the package makes life a little easier for Kurds by allowing Kurdish-language education in public schools; allowing the use of the letters q, w, and x, which are found in Kurdish but not in Turkish; allowing Kurdish and other languages to be used in election campaigns; restoring former Kurdish names of majority-Kurdish villages in southeastern Turkey. These measures allow Kurds to participate in Turkey’s political and civic life to a larger extent. Other measures that affect the general population do the same, such as allowing government employees to wear headscarves ( which is unabashedly a good thing, no matter how many scary columns you read about the “Islamization of Turkey”).
When it comes to contestation though, there is nothing to cheer about. The proposal to lower Turkey’s electoral threshold to enter the Grand National Assembly from 10% to 5% is not actually being proposed as a law, but is being proposed simply as a topic for debate. Furthermore, the proposal to create single-member districts (rather than keep a system of proportional representation) or to keep a system of partial representation and create districts of 5 or so members would almost certainly benefit the AKP and maintain or increase its percentage of parliamentary seats. In addition, hoped-for proposals on reforming the anti-terror law – which is increasingly used as a cudgel against journalists and government critics – were absent. If it wasn’t clear to everyone that the AKP cannot stand to be challenged in any way even after this summer’s events, it should certainly be clear now. When this government talks about expanding democracy, it only means it in a very narrow sense (and even then, it apparently doesn’t mean it if you happen to be Alevi rather than Sunni).
There is still another way to view this democratization package, which is that it actually intends to do the precise opposite of what it claims. There is a proposal to establish a hate crimes law that would impose three year prison sentences on anyone who commits a crime based on someone’s or some group’s language, ethnicity, nationality, skin color, gender, disability condition, political views, philosophical beliefs, religion, or sect. In theory this sounds like an effort to protect minorities, but given the Turkish government’s track record of prosecuting students who protest against Erdoğan or pianists who insult Islam, I would bet nearly anything that the hate crimes law will be used to go after AKP opponents and critics. Nearly any speech can be criminalized and punished at the government’s behest under this legislation, and Erdoğan has unfortunately demonstrated that he has no qualms about cracking down on things he simply doesn’t like or finds offensive. There is a good chance that the most far-reaching and significant part of this “democratization” package will be an element that does not enhance Turkish democracy but instead greatly weakens it. So yes, there are ways in which the government’s efforts to improve Turkish democracy may be a good start, but there are also ways in which “this doesn’t go far enough” is not quite the criticism that should be leveled. It’s not the absence of certain elements in this proposal that worries me so much as the inclusion of others.
Guest Post: The Abysmal State Of Turkish Justice

Today’s post comes to you courtesy of Nick Danforth. Nick is a fellow Georgetowner and is a Ph.D. candidate in history currently spending his time in Turkey’s archives and writing his dissertation on national identity, democratization and U.S. foreign policy in Turkey in the 1940s and 1950s. Nick also occasionally writes about current Turkish politics, and is the proprietor of a geekily awesome new blog about Ottoman/Turkish/Middle East cartography called The Afternoon Map. If you have any interest at all in maps, go check it out. Nick’s post details the ways in which ideological polarization and using undemocratic means to pursue allegedly democratic ends has made for a hollow sense of justice in Turkey, and I think it is particularly timely given that these are the very same two issues currently tearing Egypt apart. Given the problems that Turkey faces on these fronts, it does not instill a sense of optimism for what lies ahead for the Arab world’s most populous country. But now for the topic at hand, which is Turkey, the AKP, and the courts:
Standing outside in the cold Istanbul rain on the 19th to commemorate Hrant Dink’s death – with a sign saying “For Hrant, For Justice” in Kurdish – it seemed like as good an opportunity as any to meditate on the frustrating contradictions of Turkish democracy.
For the uninitiated, Hrant Dink was a Turkish-Armenian journalist and champion of Armenian rights who was assassinated in 2007. After originally being content to charge Dink’s 17-year old shooter with acting alone, prosecutors recently decided that there was enough evidence to link Dink’s murder to a broader conspiracy. As with so much else related even peripherally to the sprawling Ergenokon case, the substance of the charge is perfectly plausible, even long overdue, but much else about it is suspect. That the shadowy people behind the killing had some shadowy ties to some of the other shadowy Ergenekon figures is all too likely, but it also fits nicely with the AKP’s ongoing efforts to blame every crime Turkey on its political enemies. The government continues to insist, to take only one of the most striking examples, that the brutal murder of three Christian missionaries in southeastern Turkey some years ago was not the work of radical Islamists, but a false flag operation, designed to look like just the sort of crime radical Islamists might have committed.
More broadly, while a number of people have documented the increasing mess the Ergenokon investigation has become, one of the things that makes these prosecutions both insidious and effective is that every round of arrests has included at least several figures who were almost certainly involved in plotting to topple a democratically elected government – alongside all the others whose only crime was being a little too critical. Tellingly, it was in one of the last and most suspect rounds of Ergenekon-related arrests that the government finally nabbed former Admiral Özden Örnek, whose “coup diary” remained one of the soundest pieces of evidence in the whole case.
The recent Paris murders were yet another example of the fact that, for far too many people like Dink who have been killed for being the wrong religion, the wrong ethnicity, or the wrong political orientation, no court’s verdict will ever convince more than half the population in this politicized climate. While many Kurds blame the government and the government blames rival Kurdish factions, the French police have gone so far as to speculate that it might have been nothing more than a crime of passion. Over the years, columnist Ismet Berkan has been fond of pointing out that when any incriminating evidence against one’s ideological allies can be dismissed – often rightly – as propaganda or disinformation, everyone will continue to believe their own version of the truth whatever facts emerge. On Saturday it was striking how many people were waving signs accusing the AKP of complicity in covering up the murder. When Muammer Güler , Istanbul’s mayor at the time of Dink’s death, was recently appointed Interior Minister, Dink’s lawyer called it another drop in a sea of shame.
The problem is not that people are overly susceptible to conspiracy theories (though that doesn’t help). The problem is that with the Dink case, as with the PKK murders and Ergenekon, there clearly was a conspiracy of some sort, but the Turkish political system in its current form cannot satisfactorily unravel it. Until the government gives its citizens reason to have faith in the independence if the judiciary and the independence of the press, its investigations, no matter how sincere or successful they are in any particular case, won’t convince anyone.
There are moments in conversations with AKP supporters where it seems like they are troubled by the undemocratic means their party has adopted in handling the Ergenekon case and the way this has politicized the country. Yet at the same time, many suggest that these means are justified by the historic magnitude of the problems they are trying to resolve. That is to say, some false arrests are a small price to pay for finally freeing Turkey from the grip of military authoritarianism. Unfortunately, it seems a similar – understandable but ultimately self-defeating – rationale is likely to justify the government’s heavy handed approach to resolving the Kurdish issue.
Negotiations with PKK leader Abdullah Ocalan already have already produced one striking example of questionable means directed at admirable ends. After a prosecutor called the legality of these negotiations into question and demanded that Turkish Intelligence Chief Hakan Fidan testify about them in court, the parliament speedily passed a law, recently upheld by the Constitutional Court, saying that the Intelligence Chief could only be forced to testify with the express approval of the Prime Minister.
The whole issue offers the depressing sight of arbitrary executive power pitted against arbitrary prosecutorial power, with the intelligence service a little bit closer to regaining the immunity it enjoyed in the heyday of the deep state. Where we once all hoped the AKP would steer Turkey toward a more democratic future in something resembling a straight line, Turkey now seems at best to be tacking towards that destination like a sailboat, moving closer to it in one direction and further away in another.
More depressing is the growing realization that in the coming year, the AKP will use the power it has amassed by bullying and censoring the press in order to win support for a policy of ending official intolerance and forced assimilation of Kurds. And those challenging the government by highlighting these undemocratic means will likely not be progressive liberals but the MHP, alongside the more nationalist wing of the CHP. With tolerance and minority rights ranged against against press freedom and rule of law, justice for Dink and his fellow citizens seems more elusive than ever.
The Turkish Paradox

Anyone who follows Turkey knows that there has been a perpetual debate during the past few years over whether Turkey is becoming more democratic or less democratic. The answer you get depends on whom you ask, and Turkey experts point to different factors to bolster their respective cases. To my thinking though there is no absolutely right or absolutely wrong answer to the question, because the truth is that Turkey is becoming both simultaneously; it just depends on where you look. Writing in Foreign Affairs, Steven Cook and I tried to capture this dynamic and explain the proper way of viewing what is going on in Turkey by harkening back to Robert Dahl’s definition of democracy that divides it into two elements, participation and contestation. How the AKP Simultaneously Embraces and Abuses Democracy

The Halki seminary, founded in 1844 as a center of learning for the Orthodox Eastern Church, was for decades a symbol of religious toleration and minority rights in the Ottoman Empire and the Turkish Republic. But in 1971, Ankara closed the seminary when the constitutional court, dominated by adherents of Kemalism, the secular ideology of the founder of the Turkish Republic, Mustafa Kemal Ataturk, ruled that only the army was allowed to run nonstate-supervised private colleges. So in March, when Prime Minister Recep Tayyip Erdogan announced that the Halki seminary would be restored and reopened, it seemed that the Justice and Development Party (AKP), the country’s ruling faction since 2002, was furthering its reformist agenda of making Turkey a more open society by expanding personal, religious, and economic freedoms.
But while Ankara encourages openness with one hand, it clamps down on it with the other. In May, Erdogan announced that the government would end state subsidies for the arts, closing the spigot on $63 million in annual funding and, in effect, endangering the country’s more than 50 state theaters and artistic venues across the country. The AKP claimed that it did so in the name of private enterprise and was instituting a modern approach to government patronage of the arts; opponents argued that it was a deliberate attempt to silence artists, some of whom had become highly critical of AKP rule. Since the AKP era began, the world has watched closely to see if Turkey would embrace, or abuse, democracy. What is becoming clear is that Erdogan’s strategy is to do both, simultaneously.
The key to understanding democracy under the AKP lies with the meaning of democracy itself. The Yale political scientist Robert Dahl wrote that democracy is defined by the extent to which citizens can participate in civic life and whether they can contest the government’s power. Looking at each factor separately illustrates why Turkey is such a paradox.

Are We Reaching A Tipping Point on Turkey’s Image?

Turkey’s rise is attributable to a bunch of factors, but one of the primary ones is the image of Turkey as a democracy. When the AKP took over, they did a good job of making Turkey more democratic in a number of important ways as part of the EU accession process, and the world noticed. For a decade, Turkey has been heralded as a model of Muslim democracy and been held up as a successful example of how a state can transition from a military-dominated polity to one where the elected civilian government is the ultimate accountable body. Turkey has played up its democratic status at every opportunity, and is has been taken as a given that Turkey is a democracy, one that has its own issues to overcome but certainly not a state that is in danger of authoritarian backsliding.
Two columns this weekend make me wonder if we are coming to a tipping point where outside observers are no longer going to give Turkey’s democratic status the benefit of the doubt. In the New York Times, Tom Friedman (who probably represents conventional elite opinion better than anyone aside from Fareed Zakaria) had a rambling column that managed to work its way to Turkey by the end, and what he had to say about Prime Minister Erdoğan and the AKP was not kind. He concluded his column with this:
The A.K.P.’s impressively effective prime minister, Recep Tayyip Erdogan, has not only been effective at building bridges but also in eliminating any independent judiciary in Turkey and in intimidating the Turkish press so that there are no more checks and balances here. With the economic decline of the European Union, the aborting of Turkey’s efforts to become an E.U. member and the need for America to have Turkey as an ally in managing Iraq, Iran and Syria, there are also no external checks on the A.K.P.’s rising authoritarianism. (Erdogan announced out of the blue last week that he intended to pass a law severely restricting abortions.)
So many conversations I had with Turks here ended with me being told: “Just don’t quote me. He can be very vindictive.” It’s like China.
This isn’t good. If Erdogan’s “Sultanization” of Turkey continues unchecked, it will soil his truly significant record and surely end up damaging Turkish democracy. It will also be bad for the region because whoever wins the election in Egypt, when looking for a model to follow, will see the E.U. in shambles, the Obama team giving Erdogan a free pass and Turkey thriving under a system that says: Give your people growth and you can gradually curb democratic institutions and impose more religion as you like.
In the Guardian, Mehdi Hasan unloaded on the Erdoğan government, describing Istanbul as gripped by a “climate of fear” and noting government pressure on the media and prosecution of ordinary citizens for criticizing state education policy and insulting Islam. He recounted how the authorities detained some of his colleagues and read through his tv program’s scripts to find anything that might be objectionable, and conveyed the opinion of some that Erdoğan is “Putinesque.” Hasan summed up with the following:
Those of us who have long argued that elected Islamist parties should not be denied the opportunity to govern invested great hope in Erdogan and the AKP. But what I discovered in Istanbul is that there is still a long way to go. The truth is that Turkey cannot be the model, the template, for post-revolutionary, Muslim-majority countries like Tunisia and Egypt until it first gets its own house in order. To inspire freedom abroad, the Turkish government must first guarantee freedom at home.
It comes as no surprise to veteran Turkey watchers that the government’s authoritarian tendencies are increasingly bubbling to the surface. Plenty of folks have been sounding the alarm for awhile, but Turkey’s image has remained as a democracy that is successfully struggling to shed a legacy of military coups and acrimonious ideologically charged politics. That people like Friedman and Hasan are starting to sit up and take notice of some of the more egregious problems signals to me that Turkey is entering a dangerous place. Once Turkey and Erdoğan start to get lumped together with Russia and Putin – a comparison that I would note is completely inappropriate at this point – it will present a whole set of challenges for Turkey’s foreign policy and severely set back relations with the U.S. and Europe. I get the sense that Turkish economic growth has led Erdoğan and Davutoğlu to think that Turkey is indispensable, and that the rest of the world needs Turkey more than Turkey needs the rest of the world. This is pretty clearly an overreach, and Ankara should be more mindful of the fact that Turkey’s democratic status is massively important to its new preeminent position. Taking this lightly or underestimating how vital it is that Turkey continue to be perceived as solidly democratic is a bad misstep, and the AKP government needs a serious course correction before it’s too late. David Ignatius can write as many glowing paeans to the Obama-Erdoğan relationship as he likes, but the fact remains that the U.S. holds all non-democracies (aside from the oil producing ones) at arm’s length, and Turkey will be no different should it continue to crack down on basic freedom of expression and harass political opponents. Reputational costs are important, and if the narrative takes hold that Erdoğan is consolidating power and turning Turkey into a one-party state, he will find that his power inside of Turkey is unchallenged but that his power on the world stage is diminished.

This is a sloppy sort of reporting/editorializing about trends taking place in Turkey during Erdoğan’s third term so far. It captures the general essence of the fact that there are some disturbing actions the government is taking, particularly in the use of the court system to go after potential political foes and critics, but there are some things in here that made me roll my eyes on both sides of the spectrum. First the line, “Along with a gathering air of authoritarianism, many detect the first whiff of hubris.” Really, FT? The “first whiff of hubris” from Uncle Tayyip is just now being detected? Erdoğan has been wildly successful on many fronts, and when all is said and done it’s tough to argue that he has up until now been anything but a net positive for Turkey, but I think the first whiff of hubris has been in the rearview mirror for a decade.
The real problem in this piece though is the impression given that Turkey was a problem-free democracy before the AKP came to power. The authors use the term “managed democracy” to describe decades of Kemalist-military rule, but this is rather generous. Turkey had some characteristics of a democracy and some characteristics of an autocracy, but the main difference between then and now is that the government’s priorities are different. The old establishment was most concerned with maintaing enforced secularism, whereas the new establishment has other things in mind. Turkey was certainly not a perfect constitutional democracy before 2002 – in fact, many of the thornier issues that Turkey is dealing with today are a direct result of the 1982 constitution. The article notes that Erdoğan’s moves to assert control over the military have “removed a check on executive power, however undemocratic,” but that last clause should not be glossed over as an afterthought. There is a tendency among Western observers to equate secularism with democracy, but the presence of the first does not guarantee the presence of the second. It’s difficult to take an argument seriously that asserts Erdoğan is destroying a heretofore democratic Turkey and that there has been a slide toward authoritarianism when you have a sense of where Turkey was before. I agree that Erdoğan and the AKP are in the midst of taking a series of worrying moves, and that Turkey in many ways is indeed becoming less democratic, but let’s not be blind to the fact that in other ways, the AKP has improved the quality of Turkish democracy. Turkey may yet end up more authoritarian than it was five years ago, but that will only return it to the status quo ante that existed before the AKP was even formed.
